Deadlines loom for Texans seeking health care
HOUSTON (AP) —
Officials in Texas
rushed to sign people
up for health plans as
they faced a looming
deadline for those buy-
ing coverage under the
new federal health care
law to have their plans
kick in Jan. 1.
In Dallas and Hous-
ton, hundreds of people
trained to assist with
enrollment worked the
day before Christmas
Eve, forgoing a vacation
Man indicted in
1 of 5 deaths
KAUFMAN (AP) — A
rural North Texas man
has been indicted of
capital murder for one
of five killings authori-
ties say he carried out
in a late October shoot-
ing spree. Charles
Brownlow was indicted
Friday in the death of
Luis Gerardo Leal-Car-
rillo. The 36-year-old
Brownlow was arrested
in the early hours of
Oct. 29. Police say he fa-
tally shot five people in
the town of Terrell, east
of Dallas, including his
mother and aunt.
Police have not com-
mented on a potential
motive for Brownlow,
who has a lengthy crim-
inal record that in-
cludes convictions for
drug possession, bur-
glary and assaulting a
family member. His
brother has said Brown-
low had a drug addic-
tion. He remains held in
the Kaufman County
jail without bond. Court
records do not list an at-
torney.
Agency looks to
remodel 6K
homes
EL PASO (AP) — A
West Texas housing au-
thority plans to use a
new federal program to
invest $300 million to
$500 million to renovate
about 6,000 homes.
The El Paso Times re-
ports the U.S. Depart-
ment of Housing and
Urban Development's
Rental Assistance
Demonstration pro-
gram allows housing
authorities like the one
in El Paso to take own-
ership of buildings
rather than just take
federal dollars to man-
age them. The El Paso
Housing Authority says
it's applying for federal
tax credits and is confi-
dent it will receive ap-
proval from the federal
government to convert
the units to RAD. Plans
call for the federal gov-
ernment to pay private
landlords a percentage
of the rent. The homes
would be renovated as
mixed-income develop-
ments rather than
solely for low-income
families.
Family of
worker killed
in fall sues
HOUSTON (AP) —
Relatives of a demoli-
tion worker who died
after a four-story fall at
Texas A&M's under-ren-
ovation football sta-
dium have sued a
construction company.
The family of 28-
year-old Angel Garcia
filed the negligence law-
suit Monday in Houston
against J.T. Vaughn
Construction, LLC of
Houston and several as-
sociated firms. A&M of-
ficials have said Garcia
was working for Lin-
damood Demolition of
Irving when the acci-
dent happened Dec. 3.

Open enrollment
continues through
March 31, but for those
who want their insur-
ance plans to go into ef-
fect on New Year's Day,
Monday was supposed
to be the last day to en-
roll in Texas and many
other states. But the fed-
eral agency overseeing
the rollout, expecting a
rush of people to enroll
at the last minute, ex-
tended the deadline
through today, giving a
day to choose a plan.
"We expect, just like
we see on all deadline
days, that we'll see a
crush of people," Dallas
County Judge Clay
Jenkins told The Asso-
ciated Press, encourag-
ing people to get online
or call immediately to
enroll.
"Don't wait till late af-
ternoon or nightfall
when the biggest pro-
crastinators will be
clogging up the phones
and the websites," Jenk-
ins said.
About 25 percent of
Texas residents, or
some 6 million people,
lack health insurance.
It is the highest rate in
the nation. Caring for
those people costs mil-
lions of taxpayer dol-
lars annually, officials
said. So the opportunity
to get them health in-
surance through Presi-
dent Barack Obama's
signature law is key to
lowering those costs,
Jenkins said. About
14,000 Texans enrolled
for coverage in October
and November.
In Dallas and Hous-
ton, health care work-
ers and nonprofit
groups doing outreach
to the uninsured held
dozens of events in re-
cent days.
