From the Police Chief
By Police Chief David Miles
I have visited with
some of the businesses
in town this week
about protecting
their establishment
from an individual
that is prying doors
open. If you have a
double front door or
an aluminum frame
door, you might consider adding some
type of protection to it until we get this
individual caught. We also have a weed
eater that was recovered from one of
our thieves that we believe is stolen, if
you have recently lost one, check with
us and see if this is it.

HCSO work os cold case murder
molts in three incdictments
On August 30, 2013, capi-
tal murder charges were
handed down in the form of
sealed indictments against
three individuals. The in-
dictments came as a result
of an investigation into the
2011 death of Glen Sam
Prinzing, 78. On August
25, 2011, Mr. Prinzing was
found deceased in his barn
near Markham, Texas.
Capt. Richard Rooth of
the Matagorda County Sher-
iff’s Office requested help
from Texas Ranger, David
Chauvin, in the investiga-
tion. The lead investigator
for Matagorda County Sher-
iff’s Office in this case was
Sgt. Doug Pruitt. Sgt. Pruitt
along with Ranger Chauvin
investigated the case until all
leads were exhausted.
This case went cold until
2013 when new informa-
tion was obtained. After
many long hours and days
of tedious work, the new
information resulted in the
grand jury indictments. Ar-
rested were Robert Kotlar,
55, from Houston, Texas,
and Michael Horton, Sr.,
33, from Bay City, Texas.
Robert Kotlar and Michael
Horton, Sr. are in custody in
the Matagorda County Jail
on $2,000,000 bonds each.
A third person identified as
Christopher Evans, 23, from
Austin, Texas is in custody
in the Travis County Jail on
other charges. A detainer
was placed on Mr. Evans for
capital murder from Matago-
rda County. The indictment
will be served on Mr. Evans
when the charges from Tra-
vis County are completed
and he is transported to
Matagorda County.
Matagorda County Sher-
iff, Skipper Osborne, stated
that when he took office one
of his priorities was to re-
visit cold cases and to utilize
new tools and technologies.
Sheriff Osborne was proud
of the arrests and grateful for
the assistance and hard work
of Texas Rangers, David
Chauvin and Kip Westmor-
land, and the DPS crime lab.
