building deal

The Edna City Council
tabled a resolution from the
Jackson Central Appraisal
District to support the pur-
chase of the JCAD’s build-
ing located at 404 N. Allen
St. in Edna.
The office is located at 404
N. Allen St. in Edna. Built in
Gail Hoskins, JCAD board
members, that they found
themselves in a challenging
situation.
“You signed something
you shouldn’t have,” Hermes
said. “No matter which
option you choose you will
still be spending lots of
money you shouldn’t have.”
Atzenhoffer said when the
dam safety issues

The Lavaca-Navidad River
Authority met on Oct. 16.
Representatives from
General Professional Dam
Safety Services from Freese
and Nichols attended the
meeting to give an overview
to the board on future plans
for a spillway recoating proj-
ect at Palmetto Bend Dam.
Talks of this project has been
in the works for years.
In early November the cur-
rent gate will be climbed on
and heavily inspected by
Freese and Nichols, then they
will give a structural analysis
to the board between
November and January. A
condition assessment report
will be given by March along
with a recommendation from
Freese and Nichols’ engi-
neers.
According to Patrick
Brzozowski, general manag-
er of LNRA, they plan to
select and work side-by-side
with a contractor to develop a
cleaning, removal and recoat-
ing process that will allow
them the best protective coat-
ing at the most reasonable
price. In order for them to
begin, this process of detailed
structural inspection will
help analyze whether to
invest more than $4 million
in protective coatings.
In other news, LNRA
board members have redevel-
oped their mission statement
from 2003 and “literally put
the mission statement in
stone.” The new statement
reads “To manage, conserve,
protect the natural resources
of the Lavaca Basin in a
responsible manner that pro-
vides opportunities for
growth and benefits the pub-
lic.”

City of Edna is one step
closer to quiet zone

The City of Edna moved
one step closer to implement-
ing a quiet zone after hearing
the latest report from Gene
Kruppa with BEFCO
Engineers.
Kruppa told the council
that after a very preliminary
analysis the city appears to be
eligible for Quiet Zone status.
Kruppa described each cross-
ing in the city and presented
council members with steps
that would be needed to put
the Quiet Zone into effect.
According to the Federal
Railroad Administration, in a
quiet zone, railroads have
been directed to cease the
routine sounding their horns
highway-rail grade crossings.
Train horns may still be used
in emergency situations or to
comply with other Federal
regulations or railroad operat-
ing rules.
Kruppa said the next step is
a diagnostic meeting with the
FRA, Kansas City Southern
Railway, TxDOT, and the
Edna city manager.
Donnie Sparks, an Edna
businessman who proposed
the Quiet Zone to council,
asked Kruppa’s professional
opinion on whether the city
will qualify for the Quiet
Zone.
“It’s doable if they allow
my assumptions,” Kruppa
said. “As always, safety is
their first concern.”

Quiet Zone had ever been
rescinded once granted.
Kruppa told him that had
only occurred twice in the
United States and never in
Texas. The council had been
told if they did get a Quiet
Zone through the city that it
would be subject to review to
see if it still met the stan-
dards. The city was originally
told it could cost as much as
$45,000 to install the neces-
sary safety measures for a
Quiet Zone.

building for $469,000.
Edna Mayor Joe Hermes
told Donna Atzenhoffer and
lease was signed in 2009, the
board did not feel like they
had many options.
“We had a lot of lost time
due to air conditioning and
heating issues,” she said. The
JCAD was previously locat-
ed in the Wells Fargo
Building.
She said the inadequate air
conditioning was damaging
to the sensitive and expen-
sive computer equipment
and the rent they paid at that

GISD nixes
AD proposal

Jackson County Appraisal
District walked out without
the approval they wanted to
hear on their resolution
approving the proposal to
purchase real property (the
Jackson Central Appraisal
District Building located at
404 N. Allen St. in Edna) to
be used for appraisal district
operations at the Oct. 17
Ganado ISD Board of
Trustees meeting
The building is owned by
Steve Brezina and his broth-
er Cassian and the sale price
is $469,000. Many of the
GISD Board of Trustees
agreed the sale price was too
high and the building wasn’t
worth that total amount.

told Damon Moore, Joe
Rodriguez and Travis Glass,
members of the Jackson
Central Appraisal District
Board they should pursue
negotiations and explore dif-
ferent options.
The three members were
asked why they didn’t have
any figures on other build-
ings that were looked at.

buildings did not match the
square footage needed for
their operations. He also
pointed out that much work
has been done inside the
building so it is in better con-
dition, which means it would
