South Texas Electric Cooperative, Inc. (STEC) gives notice of its intent to amend its
Certificate of Convenience and Necessity (CCN) to propose the addition of a 138-kV circuit
to its existing 69-kV transmission line that crosses portions of Jackson and Wharton
Counties, Texas. The estimated cost of the addition of the 138-kV second circuit and associ-
ated terminals at the stations is approximately $17.2 million.

Route Description
The new 138-kilovolt (kV) circuit will be added to South Texas Electric Cooperative’s
(STEC) existing 69-kV transmission line facilities from the Vanderbilt Substation, located on
the south side of FM 616 at the County Road (CR) 315 intersection, approximately 1.8 miles
southwest of the City of Vanderbilt in Jackson County, to the Ricebird Substation, located west
of Farm-to-Market (FM) 2765, approximately 1.4 miles north of El Campo in Wharton County.
The transmission line exits the Vanderbilt Substation to the northwest, crosses FM 616, and
parallels the east side of CR 315 for approximately 0.7 mile, where it crosses an existing AEP
345-kV transmission line. It continues paralleling the west side of CR 315 0.5 mile where it
crosses CR 313, and continues in a northwesterly direction for approximately 0.2 mile, angles
slightly northwest and extends cross-country 0.9 mile where it crosses an existing AEP 138-
kV transmission line. From here, the line continues northwest approximately 0.5 mile and
begins to parallel the west side of CR 322 for approximately 0.3 mile to the intersection of CR
321 and CR 322. The transmission line then continues northwest paralleling the west side of
CR 321 for approximately 0.7 mile to the CR 321/CR 323 intersection and parallel to the west
side of CR 323 another 0.3 mile where it crosses CR 3231. The line then continues northwest,
paralleling the west side of CR 323 for 0.7 mile to the CR 323/CR 320 intersection and paral-
lels CR 323 an additional 0.2 mile to a point south of the CR 323/CR 324 intersection. The
transmission line crosses to the east side of CR 323 and continues northwest paralleling the east
side of CR 323 for approximately 0.5 mile, where it turns west-southwest, crosses CR 323 and
extends approximately 0.2 mile into a pasture where it turns northwest. The line extends
northwest along property lines for approximately 0.7 mile, angles slightly west, and parallels a
property line an additional 0.5 mile where it crosses CR 318. The line continues northwest,
paralleling the east side of CR 318 for approximately 0.2 mile to the CR 318/CR 3181intersec-
tion, and parallels the east side of CR 318 another 1.1 miles where it passes east of the CR
318/CR 316 intersection. The line continues northwest, now parallel to the east side of CR 316,
for approximately 0.5 mile, where it crosses CR 316 as CR 316 angles to the northeast. The
line angles slightly north and continues in a northwesterly direction through agricultural land
for another 0.5 mile, where it crosses an existing AEP 138-kV transmission line. From here the
transmission line extends northwest across agricultural land for approximately 0.6 mile, angles
slightly west, and continues another 0.7 mile and crosses U.S. Highway (US) 59. The line then
extends northwest through agricultural fields for approximately 0.6 mile to the south side of
CR 107 at a point approximately 0.7 mile west of the CR 107/FM 234 intersection, where the
line turns 90 degrees northeast to parallel the south side of CR 107 for approximately 0.8 mile
to the FM 234/CR 107 intersection. The line then turns 90 degrees northwest, crosses FM 234,
and parallels the east side of FM 234 for approximately 0.7 mile, where it enters the El Toro
Substation.
The transmission line exits the northeast corner of the El Toro Substation, and parallels prop-
erty lines in a northeasterly direction for approximately 0.7 mile across open pasture where it
crosses CR 111 approximately 0.7 mile north of the CR 111/CR 110 intersection. It continues
to parallel property lines across pasture 0.9 mile and crosses CR 110. From here, the line par-
allels a property line in a northeasterly direction for 0.6 mile, angles slightly east and extends
cross-country approximately 0.3 mile and crosses the Lavaca River. From there the line con-
tinues on the same northeast course across rangeland for approximately 1.0 mile, where it
angles slightly north to parallel a property line approximately 0.5 mile and crosses FM 822 at
a point approximately 1.0 mile northwest of the FM 822/US 59 intersection northwest of Edna.
The line then continues northeast for approximately 0.3 mile across rangeland, where it angles
slightly east and extends across rangeland an additional 0.9 mile where it crosses State
Highway (SH) 111 at a point 1.0 mile north of the SH 111/US 59 intersection. From there, the
line extends in a northeasterly direction for approximately 0.9 mile across open rangeland
where it enters the Edna Substation located northeast of the CR 406/CR 407 intersection.
The line exits the Edna Substation crosses to the southeast side of CR 406, just east of the
CR 406/CR 407 intersection and parallels the south side of CR 406 to the northeast for approx-
imately 1.5 miles, where it crosses FM 530. The line then continues northeast across rangeland
and forest land for another 1.1 miles, crosses the Navidad River, and extends an additional 0.6
mile where it crosses Rose Ranch Rd. From here, the transmission line continues in a north-
easterly direction for approximately 1.3 miles across rangeland and forest land, turns 90
degrees to the northwest, and extends approximately 0.1 mile. At this point, the line angles to
the northeast and continues through forest land for approximately 1.2 miles and crosses Sandy
Creek at its confluence with Brushy Creek. From there, the transmission line extends northeast
through forest land for approximately 0.8 mile, crosses CR 256, and turns east to parallel the
north side of CR 256 for approximately 0.3 mile, where it enters the Cordele Substation.
The transmission line exits the southeast comer of the Cordele Substation and parallels the
north side of CR 256, for 0.2 mile, to where CR 256 turns to the south. From here, the line
extends east paralleling property lines through agricultural fields for 0.6 mile to the west side
of CR 259 at a point approximately 0.6 mile north of the CR 258/CR 259 intersection. Here, it
turns 90 degrees north, and parallels the west side of CR 259 north for approximately 0.3 mile.
The line then turns northeast, crosses CR 259, and extends northeast across agricultural fields
for approximately 1.4 miles, where it crosses FM 710 south of the FM 710/CR 266 intersec-
tion. The line turns east and parallels the south side of CR 266 for approximately 0.7 mile,
where it crosses CR 268, and continues paralleling the south side of CR 266 to the east for
another 0.8 mile, where it angles to the northeast, crosses to the north side of CR 266, then
angles back southeast and crosses to the south side of CR 266 again. At this point, the line
angles to the northeast and crosses CR 266 a third time, extends in a northeasterly direction for
approximately 0.3 mile, and crosses an existing CPS 345-kV transmission line. The line con-
tinues northeast across rangeland for approximately 0.2 mile, angles slightly east and extends
across rangeland another 0.4 mile where it crosses West Mustang Creek and continues on this
course another 0.8 mile and crosses the Jacks on-Wharton county line. After crossing the coun-
ty line, it continues northeast for approximately 0.8 mile, to a point where it crosses CR 325
approximately 0.1 mile south of the CR 325/CR 380 intersection and enters the Louise
Substation, southeast of the FM 647/CR 325 intersection.
The transmission line exits the east side of the Louise Substation and extends northeast, where
it immediately crosses FM 647, then continues northeast across agricultural fields for approx-
imately 0.5 mile and crosses CR 323 approximately 0.3 mile north of the CR 323/FM 647
intersection. From here, the route continues in a northeasterly direction across agricultural
fields for approximately 0.9 mile to a point where it angles slightly north and continues anoth-
er 0.4 mile where it crosses CR 382 approximately 0.7 mile west of the CR 382/CR 319 inter-
section. The line stretches northeast 1.0 mile across agricultural fields to a point where it cross-
es CR 319 approximately 0.8 mile north of the CR 319/CR 382 intersection. The route extends
northeast across fields for 0.8 mile where it crosses CR 384 approximately 0.7 mile west of the
CR 384/FM 1160 intersection. From here the line continues northeast another 1.0 mile and
crosses FM 1160 about 0.1 mile south of the FM 1160/CR 354 intersection. It continues along
its northeasterly course for approximately 0.1 mile and crosses CR 354 approximately 0.1 mile
east of the CR 354/FM 1160 intersection. The line continues northeast 1.0 mile across agricul-
tural fields and crosses CR 356 just northwest of the CR 356/CR 386 intersection. From here,
the line continues another 1.3 miles through agricultural fields where it crosses CR 358 0.1
mile west of the CR 358/CR 359 intersection, continues northeast 0.2 mile to where it then
crosses CR 359 just more than 0.1 mile north of the CR 358/CR 359 intersection. From there,
the line continues northeast across agricultural fields another 1.2 miles and enters the Hillje
Substation, on the south side of CR 360 approximately 0.2 mile west of the CR360/FM 441
intersection.
The line exits the east side of the Hillje Substation, extends to the northeast and immediate-
ly crosses CR 360, then continues northeast another 0.3 mile, and crosses FM 441 approxi-
mately 0.2 mile north of the FM 441/CR 360 intersection. After crossing FM 441, the line con-
tinues northeast through agricultural fields for approximately 0.9 mile and crosses an existing
Austin Energy 345-kV transmission line. The line continues northeast for approximately 0.1
mile, crosses CR 362 approximately 0.3 mile west of the CR 362/CR 357 intersection, and con-
tinues northeast 0.6 mile where it crosses CR 357 approximately 0.4 mile north of the CR
357/CR 362 intersection. From here the line continues northeast another 0.7 mile and crosses
an existing LCRA 69-kV transmission line. From there the route sustains its northeast course
across agricultural fields for another 1.4 miles to the southwest corner of the FM 1300/CR 351
intersection. At this point, the line turns east, crosses CR 351, and parallels the south side of
FM 1300 for approximately 0.6 mile and crosses US 71. The line then extends east across agri-
cultural fields for another 1.3 miles, where it angles southeast for less than 0.1 mile and enters
the Ricebird Substation, located just west of FM 2765 approximately 1.4 miles north of El
Campo in Wharton County.
