Agonies.
With President Abraham
Lincoln's assassination,
Vice-President Andrew
Johnson became President
of the United States.
President Johnson unwisely
decided to keep President
Lincoln's Cabinet members.
The idea seemed good at
the time since, at the
beginning, they all seemed
to be on the same track as
the new President.
Unfortunately, he would
soon discover that he had
made a grave mistake in
this decision.
As it turned out, many of
these carried-over cabinet
members turned on him
and began a series of
vilifications against the new
President. This same
mistake had been made by
a previous President, some
65 years earlier, when John
Adams retained the cabinet
members of his predecessor,
only to be repaid by
treachery. A prime example
of the inside treachery
against Johnson involved
his War Secretary, Stanton,
who as a trusted advisor to
the President, knew most of
his official secrets, and
discretely disclosed Cabinet
information to the
President's enemies. The
traitorous "insiders", in his
cabinet, were somewhat
responsible for the eventual
fall of the Johnson
Presidency.
In February, 1866 the
Congress passed a bill with
'comprehensive' powers for
relief and supervision of
the freed slaves. The
powers, contained in the
bill were much broader than
earlier mandates had been.
The bureau was now allowed
to invoke military authority
when civil rights were
denied to the Negro.
President Johnson quickly
vetoed the bill, as unwise
and unconstitutional.
During the same period,
recognizing the bitter
hatred that key legislative
leaders had for him and his
administration, Johnson
began publicly criticizing
leaders of both legislative
branches. Though
understandable,
considering the bitterness
they were aiming at him, it
was a serious mistake. It
was now open war between
the Executive and the
Legislative branches of the
government. Some writers
believe that if Johnson had
been more adroit in his
dealings with individual
members of the legislative
branches, he, they, and the
nation as a whole, would
have been better off.
In April, 1866, Congress
passed another Civil Rights
Bill, again, over the
President's veto. At the
same time they proposed
an amendment to the
Constitution to be presented
to the States for ratification:
The bill read: "No State
could pass any laws that
would deprive a negro of
his rights as a citizen; that
if he were not given the
suffrage in any state it’s
population basis for
representation in Congress
would be proportionally
reduced; that all the
Confederate and State debts
in the South incurred for
the war was void; That no
claim could ever be made
for compensation for the
emancipation of the slaves;
and no person could hold a
Federal office who had ever
held such office and then
engaged in rebellion".
The amendment to the
Constitution proposed by
the Congress must be
adopted by any Southern
State before it could be fully
reinstated in the Union.
Tennessee quickly adopted
the amendment, but the
rest of the Southern States
rejected it. The rest of the
states were sufficient in
numbers to ratify the
amendment and it finally
became a part of our
Constitution in 1868. From
its beginning the radicals
were not at all satisfied
with the amendment,
believing that it was too
soft on the Southerners.
Came the 1866 midterm
elections. There was little
unity in the Republican
Party. President Johnson,
who had desperately tried
to save the "Homestead Act"
from rape by the banks and
big speculative interests,
could have improved the
numbers of his followers by
bringing up unpopular
economic conditions such
as rampant high taxation
which was deeply troubling
the members of both
parties. He made no efforts
to bring up these various
unpopular conditions and
the power in Washington
slipped further into the
hands of the northeast
radicals.
President Johnson then
took to the road trying to
explain his position on
various national problems,
but, at the same time
Republican leaders, and
some from his own
“cabinet", members were
indulging in vilification of
him personally, and also
misrepresenting his words
and actions. The unfair and
erroneous accusations
included; that he was
frequently drunk on his
tour.
These lies were spread
everywhere in the nation by
his enemies. (This, often
untrue, incrimination is
sometimes lodged against
public people and is usually
enthusiastically accepted
by the population). One
historian explained the
reason for the success of
accusation against public
individuals, by the following:
“By some queer trick in our
psychology we seem always
willing, without proof, to
believe the worst of any-
one who has risen to high
position".
The condemnation of
Johnson continued,
particularly by Sumner and
Stevens, and it eventually
lowered to even denouncing
the President as a “traitor,
who has been in the
conspiracy to assassinate
Lincoln, and now was
planning to use the Army
against Congress". Due to
the disturbed conditions in
the South, in this period,
there had been riots in
Memphis and New Orleans.
The radical speakers
across thenationinterpreted
these into dangerous plots.
Sumner charged the
President with being the
“abettor of the mobs". Back
in the Northeast Republican
“patriot” Carl Schurz, a
German citizen who had
only recently arrived in
America, declared that
“Johnson should be
hanged”, and further
articulated that he was
“worse than Judas Iscariot
or Benedict Arnold.”
He, and other political
“Big-mouths”, showed their
own particular lack of
breeding, as they stirred up
the nation. It also says
something about the
population that continued
to elect them time after
time, Republican or
Democrat. Well, anyway
their schemes worked well
that year. The Congress and
the Senate was securely
taken over by the radical
wing of the Republican
Party, and the doom of the
South was sealed.
Despite the vicious
slanders which his own
party members had spread
about him, President
Johnson prepared a
conciliatory speech for the
opening of Congress in
December of 1866.

endorsement, defensive driving certification, and a CPR/First Aid Certification.
The position will be full-time for Brown County (approx. 40 hrs/wk) and part-time
(approx. 25-30 hrs/wk) for Erath County. Entry level wage is $9.00 per hour, time
