said they were ready to help the
8 soil conservation districts, which
cover Orange, Jasper, * Newton,
Tyler, Hardin, Jefferson, Cham-
bers, Polk and parts of Liberty
and San Jacinto Counties.
All Soil Conservation District
Supervisors and County Commis-
sioners Courts are expected to
co-sponsor the project.
' The purpose of the project is to
I provide for the orderly develop-
ment, conservation, improvemen!
and utilization of. soil, water,'
trees, plants and wildlife for the
benefit of rural and urban people.

Richardson discussed the tenta-
tive draft of an application which
will be submitted to State Con-
servationist N. H. Smith and Gov-
ernor John Connally for approval,
prior to submission to Soil Con-
servation Service Administrator
■Don Williams and Secretary of
Agriculture Orville Freeman.
When the application is approv-
ed, a planning party will work
with the local people to develop
a comprehensive plan to increase
farm income, reduce unemploy-
ment, provide public and private
recreation facilities, reduce floods
and water pollution, improve
drainage and create markets for
agricultural products.
- After the. overall plan is de-
veloped, it is the responsibility
of local people to take leadership
and initiative to get local, state
and federal assistance to work
with them to solve their problems
and improve the income, health
and welfare of the area.
Mr. David Stewart of the Na-
tional Association of Conserva-
tion Districts, State Representa-
tive Emmett Lack and Kountze
Mayor Pat Pace, attended the
meeting.
The sponsors of the project ex
pect to get the endorsement of
(he application by all agricultural
organizations, cities, chambers of
commerce, men and women clubs
and sportsmen s organizations, by
October 9.
The application is expected to
be completed by October 15, 1961.
