; Uy the latest advices from the Mexican
Boundary Commission U appears tlmi the
purvey of the river Gila from its confluence
with tho Colorado to its supposed iuiur
peciion with the western line of Now
Mexico has been completed. The survey
of tlie Rio Gratide has aNo been finished
from the point agreed on by the Cormnis-
frinnurs as "the point where H strjkpAihc

point one hundred and thirty-five miles
below Euirje Pus which is about two-
thirds of the distance ulon the course of
the river to its mouth.

following proviso: ( t (

by a report from tho Department of the
Interior which reviewed all the fuqts of

tho further prosecution of tho work. After'
a careful ponideration of tho subject I J

I earnestly jnvite your prompt atten-

gratified to say that these efiorts have
been unusually successful. With the ex-
ception of some purtiat outbreaks in Cali-
fornia Oregon aud occasional depreda-
tions on a portion of the Rio Grande
owing it is believed to the disturbed state
of that border region the inroads of the
Indians have been effectually restrained.
Experience nasshowu however tljat
when ever .the two race are .brought
into contact collisions will inevitably
occur. To prevent these collisions the
United States have generally sot qpart
portions of their territory for the exclusive
occupation of tho Indian tribes. A diffi-
culty occurs however in the application
of (his policy to Texas. By tho terms of
the compact by which that Stale was
admitted into tho Union she retained the
ownership of all the vacant lauds within
her limits. i The government of that
Stutef it is understood has assigned no
portion of her. territory to the Indians; but
as fust as her settlements advance lays it
off into counties and proceeds to survey
and sell it. This policy manifestly tends
not only to alarm and irritate the Indians
but to compel them to resort to plunder
for subsistence. It also deprives the
Government of that iutluence aud control
over them without which no durable peace
can ever exist between them aim tlie

will indue nee that btatc to assign a funall
portioii of her vast domain for the provis
ional occupancy of the small remnants of
tribes within her borders subject of course
to her ownership and eventual jurisdic-
tion. If ohe should fail to do this the ful-
fillment of our treaty stipulation with
Mexico and our duty to tho Indians them-
selves will it feared become a subject
