City Council Candidates Present
Prepared Statements To 'Record'
CLIFTON — All six can-
didates whose names will ap-
pear on the ballot for a position
as an alderman for Clifton, plus
one write-in candidate staging
an active campaign, responded1
to an invitation by The Clifton
Record to prepare a statement
for publication in this week’s
issue.
The guidelines for publication
of these statements was for the
candidate to submit in person a
signed article not exceeding 400
words (only one candidate ex-
ceeded that number, and his
statement was cut off after the
400th word) by March 26. The
candidates were urged to ad
dress some of the current issues
facing the city as well as
background information about
themselves.
The statements were edited
for grammatical, punctuation,
and spelling errors.

received my diploma from Clif-
ton High School in 1982 My in
terests are arts, crafts, business,
and government I was born in
Clifton and have lived here most
of my life 1 am now employed
with Executive Fund Life In
surunce Co . which is a division
of Penn Corp Financial.
In the past you all have
thought I have lost each elec
tion, but 1 have expressed my
views and through the years
some of my ideas have been car-
ried out So I don't believe I lost,
but won. I believe that with per
sistence, some day I will be
elected
I think we as citizens of Cl if
ton should take a new pride in
our town this year, this being
the 150th year of Texas I feel
we should clean this place up
Down near the red light there is
one business who always has
cluttered and old junk setting
around it, as well as old wreck
cars in back
I feel we should do something
aliout the drainage problem in
the downtown area Do
something, not just talk
We as a community need to
start looking out for our young
people They need a place to go.
I feel the city should help them
with their venture financially
As I have stated two years
past, we need a public swimnv
ing pool
We also need to attract
business und industry to our
community This will provide
more jobs
I also don’t feel when a resi
dent of Clifton takes trash out
to the city landfill, he should be
charged I also don’t feel we
should share our landfill with
anyone else Our tax dollars pay
for it, not theirs.
Also, I think that even though
the city council a couple of years
ago granted Centel another
20-year contract, we should
honor that contract. We receive
sorry phone service in town.
Some people have told me they
must call a number three or four
times before it will ring. Should
we put up with this?
I know some people believe me
to be too young to sit on the city
council. Others have other pro-
blems with me.
I just want each voter to vote
for who they think will do the
best job. I feel I am one of those
people, so on April 5th, 1986, go
to the polls and mark the first

My profession for the past 37
years was working for Vought
Corporation (Aircraft) in the
Dallas County area. I retired in
1978, and moved my family to
Bosque County, in Meridian. I
lived there until 1980, when we
bought our home at 801 West
5th Street here in Clifton.
While living in Meridian, 1
was appointed to the Meridian
City Council and served until
my term expired I then ran for
the office as an elected coun
cilman, was elected, and served
as a councilman until I resign
ed to move to Clifton
I am very interested in City
government and would like to
see lower taxes, better street im
provement, and a more efficient
city government I would cer
tainly like to be given the oppor
tunitv to serve as your City
Councilman and w ill appreciate
your consideration when you go
to the polls on April 5th.
My wife, Johnnie, and I are ac
tive members of the First Bap
tist Church here in Clifton I
have served as president of the
Builder’s Sunday School Class
for the past two years, and I am
also a member of the local
masonic lodge No. 360.
My wife and I live at 801 West
5th Street and we have one son,
Jimmy G. Thompson, who is a
pilot in the U S Army, for the
past 18 years, stationed at Fort
Hood in Killeen He is married,
the father of two daughters His
wife is a fourth grade school
teacher in the public schools in
Copperas Cove area.
My hobbies are fishing i w hen
I have the time) and also
woodwork
My desire would be to serve
the people of Clifton as your
councilman and. if elected, I
would ask that at anytime I can
be of any help to you, please let
me know
Frank Smith
My primary reason for seek
mg re-election is to make sure
that certain projects already
undertaken by the city are con-
tinued
My main concern at this time
is a surface water source for the
city. Due to the length of time
necessary for the finalization of
such a project, I feel that it is im
perative that we take im-
mediate steps to insure the
availability of water for future
generations.

There are many other areas
that have been improved recent-
ly that 1 hope are apparent.
Some of these were the result of
local government, other man-
dated by the state, but I sincere-
ly hope that the end result was
improvement of the quality of
life in Clifton.
Having lived most of my life
in Clifton, I feel obligated to its
people. I hope that you, as
voters, will allow me to fulfill
this obligation by electing me to
serve another term on your city
council.
Shayne Embry
I am a candidate for a place on
the Clifton City Council. I was
born in Temple and have lived
in Central Texas all my life.
A graduate of Evant High
School. I moved to Clifton in
1980.1 have worked in this area
as an assistant editor at The
Clifton Record. and managing
editor of The Valley Mills
Tribune. I was employed at
By ford Machine-Tool. Inc. four
years before establishing Bos-
que Photographic Services, a
commercial photography
business, in the summer of
1985. I am currently operating
that business, and serving as a
contributing writer and
photographer to The Clifton
Record.
1 have been an active member
of the Bosque County Conser-
vatory of Fine Arts Theatre
Group since its first year, in-
cluding acting in five of the
group’s productions and direc-
ting two summer melodramas.
I have lived or worked in at
least seven different cities in
Central Texas; each with its
unique attributes and
downfalls. I consider Clifton to
be the best of the lot.
I feel that a person, just by
driving through Clifton, can’t
help but be amazed by the
cleanliness of the city and the
pride of its citizens reflected in
the atmosphere. I would hate to
see it change
The community has changed
very little in the six years since
I moved here, despite an in-
crease in population of more
than 30 percent. Careful plann-
ing bv the city leaders and its
elected officials is largely
responsible for Clifton’s small
town, comfortable appearance,
w hile at the same time insuring
that it will not stagnate, as
many small towns do.
I want an opportunity to con-
tribute to the future of Clifton
and its people. During my
association with the news
media, I have studied the ac-
tions taken by our city govern-
ment and have witnessed the
results. As a result of this ex-
perience and my own love for
Clifton, I feel 1 can serve com-
petently on the Clifton City
Council.
Sandra Napieralski
I have been a resident of
Texas for 10 years. Prior to mov
ing to Clifton in 1980, my fami-
ly and I lived in Copperas Cove.
Upon my husband's retirement
from the Army, we began a
search for a new locality in
which to settle. There were
several trips made to different
cities to assess job opportunities >.
and quality of life conditions.
I have lived in Clifton .for
almost six years. I am current
ly employed at Goodall Witcher
Hospital as the Executive
Housekeeper
I have been involved in the
local Scouting program for the
past five years I was recently
selected by the Scouting Coun-
cil in Waco to serve as a Coun-
cil member for training v
purposes 1 am also the Cub '
Scout Northern District Train
ing Chairman I have been a
Den leader for five years, an
Assistant Webelos Leader, and
I helped to organize the Clifton
Tiger Cubs I served one term on
the Bosque County Little
League. I have been on the Clif-
ton Little league Hoard for four
years now. I served a two-year
term as vice-president of the
Band Parent Association.
I have devoted a great deal of
time to youth-related activities
here in Clifton. It is important
our young adults take a more
active role in their community,
and it is important that they be
encouraged to do so. I have
heard many complaints about
the young adults lining the
main drag of Clifton—what else
do they have to do? A youth
center will not solve the pro-
blem completely—but it would
help. With the city’s help and
cooperation from our young
adults, we could work hand and
hand to establish a good center
for our youth.
From what I have read about
the Brazos River Authority
project—I support it. Most
future projections of the Texas
environment indicate that
water resources for all com-
munities will be a critical con-
cern. Therefore, I believe that
this is a project that must be
dealt with as expeditiously as
possible.
Rebuiding the Dam?
While attending high school
football games the last couple of
years, I was so proud when I
would hear the announcer
welcome our visitors to Clifton
on the beautiful banks of the
Bosque River. Last year at the
games I didn’t hear the
Beautiful banks of the Bosque
River mentioned—is it because
the Bosque River around Clifton
is no longer beautiful?
If elected I will do my best for
you and our community.

During the past 15 years I
have been a resident of Clifton.
I have been vitally interested in
the welfare of the citizens of
Clifton and proper management
of the taxpayer’s dollars. In this
time of rising taxes and ex-
penses, each city service should
be carefully monitored to assure
maximum utilization of every
dollar.
Clifton is a prosperous, grow-
ing city of which each citizen
can and should be proud. I
would like the opportunity of
serving as your representative
to the Clifton City Council. I am
ready nd able to spend the time
and energy necessary to help
assure maximum return on
your investment in the city of
Clifton. Let’s all work together
for the betterment of Clifton.

(Write-In Candidate)
In 1952, I was offered the
presidential nomination of the
Greenback Party (in Kansas
when I was farming the old Ber-
trand ^lace). I was afraid Ike
had too much support.
In 1955 the Los Angeles Coun-
ty Tax-Assessor gave an ex-
amination for Deputy Tax
Appraiser for livestock. 154 ap-
plicants answered the call and
I was graded number one with
105 points. I didn’t take the job
because of the smog.
I was 69 on March 23, 1986.
Retired.
I propose that a Texas flag be
displayed in Clifton City
courtroom.
I propose that every member
of the Clifton City Government
be required to read the “Texas
Bill of Rights.”
I don’t need no ‘peuters and I
don’t need no ‘lyzers.
The Bosque River has always
provided Clifton with fishing
and swimming until four years
ago. It should now be evident to
all that normal rainfall is not
going to bring the river back.
What needs to be done to
determine our proper place in
the water picture?
The city needs to go back to
the time when the Bosque River
was a free river, and trace the
subsequent procedure by which
outside interests infringed that
freedom, as to the legality and
constitutionality of such action.
The same procedure is
necessary to determine our rela-
tion with the two lakes which
have accepted Bosque County
run-off water, free of charge,
since they were built.
We are now in the position of
paying these lakes to accept our
run-off water, with no benefit to
us.
I propose that the City of Clif-
ton, Texas, since the city, state,
and federal laws and property
are involved, take legal action
in the U.S. District Court at
Waco, Texas, to recover all
payments for intangibles of
doubtful legality to the Brazos
River Authority of the State of
Texas, and to divest the Brazos
River Authority of any claims of
authority over the Bosque
River, extending from the
mouth of the Bosque in
Cameron Park to the Wash Out
Mountains, northwest of Waco.
Frankly, I think the city has
purchased something the seller
did not possess. At any rate,
something which was previous-
ly paid for with taxpayer money.
It is a resale to the taxpayers of
something the taxpayers
already own.
In other words, a shakedown.
