The congregation of the Lake Livingston
Lutheran Church in Onalaska recently orga-
nised a pet ministry event for the Onalaska
community to bring together groomers,
veterinary techs and the Polk County SPCA
and their adoptable dogs. During the event
participants were ottered low cost spay neu-
ter certificates for the New Waverly Animal
Clinic and two groomers from Marie's Dog
House in Livingston performed miracles
w ith an SPCA toy poodle (pictured at right),
among others, t here w as also a brief pro-
gram w here people talked about their expe-
riences with pets and how the congregation
recently adopted two Healers that showed
up on God's doorstep needing care. Pastor
Sharon Kapsch had her own story about
how her current dog (above right) came to
her after losing a longtime companion dog.
As the event wound down Kapsch spoke
of the animals referenced in Revelations
5:13-14 and then went around the group,
indiv idualh blessing and speaking to each
pet m attendance (above left), flic church
w ill hold a brief blessing of the animals ser-
vice. in honot of Francis of Assisi's love for
animals on Oct. 4.

“Sheriff Hambrick made a
promise to the citizens that
when someone calls in a tip,
we're going to follow up
on it. We can’t solve all the
crimes of Polk County and
we can’t be everywhere, but
with a partnership with the
citizens of Polk County call-
ing in and saying what they
see, that will help and let us
know what’s going on. We
will be proactive and follow
up on those leads. That’s the
biggest help — the help we
get from the community.
“It’s not just about mari-
juana. Whatever it is, we
want to be proactive against
it all and the only way we can
be successful is we need to
have that partnership with the
community.”

Thompson also took excep-
tion to comments made by
Willis at the Sept. 9 meeting
that the road & bridge fund's
share of the tax rate had been
going down every year while
the general fund's allocation
has grown.
The judge said that be-
tween 30(H) and 2013. the
general fund's share of the
tax rate grew by only 3.4
percent from 36.30 cents
tv' 37.57 percent - while the
road A bridge fund's alloca-
tion grew bv 42 percent -
from 8.61 cents to 14.88.
During the meeting, in
order to institute the change
in the tax rate div ision, the
commissioners tirst had to
vote to rescind their Sept. 9
approval of the budget - an
action that was approved by a
3-2 vote with Thompson and
Pet. 4 Commissionerdonum
Overstreet voting "no."
I hey then had to vole to
make changes in the pro-
posed budget, transferring
577 .ODO from the general
fund to the road & bridge
account. Again, that was ap-
proved bv a 3-2 vote with
Thompson and Overstreet
voting “no''.
After those changes were
approved, commissioners
were then unanimous in re-
approvmg the overall budget
and the tax rate div ision

Our mui. Dwayne D Poussin lDDD ns a commercial reserve owner in Twin Harbors. He lives ami has liis business. Three I).
Frameworks in the subdivision. In March 2009 the PDA sued him. In July 2010 the PDA lost their lawsuit against him. On July
16.2010 Judge Trapp in liis written final judgment ruled DDD a reserve owner not a lot owner, a property owner not a member
of the PDA and as a reserve owner he does not have to pay maintenance fees nor special assessment fees.

Harbor property owner, (emphasis added) is ineligible to attend and was requested to vvithdraw from the meeting."
This was a gross violation of DDD's property owner's rights. It also violated Judge Trapp's final Judgment of July 16.2010 in
favor of Dwayne Daussin against THPOA.
Minutes of the May 14. 2011 board meeting show Travis Kitchens, the association attorney was present According to the
minutes he spoke at great length of how he thinks the hoard can change or alter our deed restrictions even though the subdivision
restrictions all state they run with the land "until July 1st'. 2027. A.D.. whereupon such restrictions shall terminate and cease,
unless extended as hereinafter prov ided, to w it:"
Kitchens being present, according to the minutes said nothing to stop his client's board members from v iolating a property
owner's rights and Judge Trapp's final judgment while they shouted at Dwayne Daussin to get out.
At this time I represent my son's interests in this matter. I make the following demands of this board in his behalf .
• 1 For their libelous May 14.2011 minutes that v iolated his property right-, as well as Judge Trapp's
final judgment your board make a full retraction.and apology to DDD in a special mailing to all
property owners before their October 18th annual meeting.
• 2.T he mailing to include the names and positions of the board members u ho published these libelous
minutes.
• 3. Further it to include a personal apology from Secretary Milton Choate for harassing and removing
Daussin’s name from THF WtXD'S mailing list eA property owners
• 4 DDD be given the right to read and edit the mailing before it is published.

complaint is also filed against XNDRf'.XX and .11 UX I X( Kxt >N joint owners of record of lot 22 section 2. blk 2 of Twin
Harbors subdivision.
Ay all board members know, my vv ife and I (the Daussinsl resigned our non mandatory membership in THPOA on July 4. 2010
when the 7th amended bv laws were in effect and 15 months before the 8th amended by law - making membership mandatory for
lot owners was recorded at the Polk County courthouse.. .
My complaint is not tiled as a member of THPOA but rather as a property ow ner in the l w in Harbors subdiv ision;
My complaint, simply stated i- these four property owners have taken property legally belonging to me. you. vour association
and all property owners in this subdivision, made it their own permanent personal property and continue using it as an extended
personal driveway to their lakefront homes. As evidence to support my charge refer to Plaintiff 's Exhibit I in I'HPOA lawsuit
against the Daussins 3 24 2(HW. Also see the blown up picture of Twin Harbors subdivision Plat taken trom Polk County
Counhouse records. Abu w ill see the four ow ners tixvk the subdiv ision's cul-de-sac road that ran in front of their lots and turned
our subdivision progeny into their own property. The cul-de-sac road was put in bv National Land Companv. developers of the
subdiv ision. and was to be' a turn around tor a condominium that was to be built on the reserves next to the said lots #22 and #23
X- a pioperty owner in Iw in Harbors subdiv ision I request your board in keeping w ith the 4th paragraph of the First Amended
Restrictions recorded in Polk County courthouse take whatever means available at their disposal, including legal assistance, to
have these four property owners return the subdivision property tthe cul-de-sac roadi that does not belong to them, back to the
subdiv ision and its owners It is believed the taking of subdiv ision property by these four property ow ners occurred when Amy
Casey and Andrew Jackson were on THPOA board together as president and v ice president This would make their act itself
cause to have removed them from office at that time and it adds “abuse of power" to their wrong doing
in the meantime I request this board take the following disciplinary action against these four propertv owners

POA committees he might be a member of Ban him for life from all PDA committees as well as serv mg as a board member of

restrictions committee Should she not do this, the hom'd should remove her for cause before the October 11 board meet me in
time for the property owners to vote in a more suitable replacement at their October annual meeting. Ban her for life from all
POA committees as well as serving as a board member of vour THPOA.

In closing let me share a recommendation and possible cure with any board member or property owner who wants to rid your
PO A of all the wrongful actions by fellow board members and return your association to a better place:

yourself with the minutes and documents recorded right before .during anil alter each lawsuit.
A careful reading and understanding of what you read should confirm to you my belief that a large part of your association's
problems stem from your association attorney mingled w ith those few hoard members w ho come to v our boards carry me a very
pregnant ego and a festering abuse of power syndrome Once the illness spreads and takes hold .your association finds it has
board out of control more w illing to throw maintenance tees monies at their attorney ready to defend and hide w rung doings
rather than assist the board to take action against the offending board members.

our maintenance fees to cover up hoard members' w rong doings Then hire him or her
