Fire code changes, detectors required
LIVINGSTON -- Every new and
existing dwelling is now required
to have at least one smoke detector,
according to a recent update of the
Standard Fire Protection Code, to
which the City of Livingston ad-
heres.

Keller wants citizens to be aware of
the update, which calls for "every
new and existing dwelling, includ-
ing one and two-family dwellings,
and every new and existing dwell-
ing unit within an apartment house,
condominium or townhouse, and
every guest or sleeping room in a
motel, hotel or dormitory shall be
provided with an approved listed
smoke-detector."
Since 1988, state law has re-
quired all rental properties where
the tenant is not the owner to have

owner, Keller explained. Now that
law has been expanded to include
property owners and all dwellings.
"We just want to inform the
people," Keller said.
Under the code, a smoke detector
is not necessarily required for every
bedroom. A smoke detector can be
placed in a hallway if several
bedrooms share a common hal-
lway, he said. In a multi-story
house, detectors should be installed
on each level, including basements
but not including uninhabitable at-
tics, according to the code.
In split-level dwellings, a smoke
detector need be installed only on
the upper level, provided the lower
level is less than one full story
below the upper level. If there is a
door between levels, a detector is
required on each level. Such detec-
tors shall be connected to a sound-
ing device or other detector to
provide an alarm which will be
audible in the sleeping areas, ac-
cording to the code.
Keller said detectors should be
kept clean and batteries should be
checked once each month and re-
placed annually.
In order to comply with the code,
detectors should be listed and meet
the requirements of the National
Fire Protection Association.
Child drowns in creek

Mother’s Day, May 14, the Liberty
County Sheriff’s Department
received a call in reference to a
possible drowning of a child.

LIVINGSTON - There were
two rural fatal accidents in Polk
County during the month of April,
in which four persons were killed,
according'to SgL Roy Henry of the
Texas Highway Patrol. )
The first three months of 1995
were rural traffic accident fatality-
free.
During April, the Texas High-
way Patrol investigated 40 rural
motor vehicle accidents, in which
39 persons were injured.
Through April of this year, there
have been 143 rural accidents in
Polk County, killing four and injur-
ing 134 people.
During the same four-month
period in 1994, there were 115
rural traffic accidents, killing nine
and injuring 78 people.
During the month of April in the
10 counties which comprise Dis-
trict 2B-B, the Texas Highway
Patrol investigated 213 rural acci-
dents, killing eight persons and in-
juring 167 people.

of Rye was swept under the current
near the dam area. Robert’s friend,
who was swimming with him, tried
to retrieve him from the water. The
boy held his breath as long as pos-
sible and held onto Robert’s arm,
but the strength of the currents in
the water were too strong and
pulled Robert under.
Robert’s friend ran to nearby
adults that were fishing in the area,
and they began searching for him.
Shortly thereafter, Robert was lo-
cated and pulled from the water,
according to Liberty County offi-
cials.
CPR was performed on the child
and he was placed in an ambulance
for transport to Hwy. 146 for Med-
link to pick him up.
He was taken to St. Elizabeth
Hospital in Beaumont, where he
was pronounced dead on arrival.
Funeral services were conducted
Wednesday in Cleveland.
