safe buildings. Conrad told the
group the court has held two work-
shops on the issue, and court mem-
bers have done much individual
research as well.
“The law is on the booJcC,Judge
Conrad admits, “but nofevery law
in the 150 volumes of laws are en-
forced to the letter. The Texas At-
torney General said the county
may' choose to enforce these
amendments, but most county
judges are not even aware the act
is on the books.” Conrad refers to
Section 4 of House Bill 1159.
“There has to be a policy proce-
dure written to do the abatement.
It is the unanimous opinion of this
court that we’re not going to write
that policy at this time, because the
abatements will cost the county a
lot of money.” Judgq,Conrad ex-
plained.
^.Conrad continued to explain that
the court’s power in the matter is
limited, and cooperation from
county law enforcement agencies
is critical. “We (the court) deal with
budgetary matters. The laws are
up to the enforcement by our
county law officials. We have no
control whether they enforce these
laws or not."
“We've talked to the sheriff and
the constables, and they say they
don’t have enough funds to enforce.
We are mainly seeking your coop-
eration in providing the necessary
funds for enforcement,” said La-
guna Park resident Julian Wilson,
one of the spokesmen for the group.
“The sheriff’s department has
more deputies than they’ve ever
had. They have two deputies at the
lake full-time right now,” Judge
Conrad replied. “They're using us
as an excuse not to write the tick-
ets.”
“Law enforcement already has
44 percent of Bosque County’s bud-
get funding,” Pet. 4 Commissioner
Jim Burch added.
“We feel we’re not receiving the
proper protection under this law.
Seven and one-half months have
passed, and nothing’s been done,”
Wilson said.
Wilson asked if the court has the
authority to direct the sheriff ’s de-
partment and the constables to en-
force laws already on the books that
might help alleviate the problem.
“We can ask, but we can’t tell
them to do anything. We do not have
any control over how other elected
officials perform their offices,” the
judge replied.
Conrad added that "money is not
going to solve the whole issue. This
thing needs to be addressed, but we
can’t tell them to address it.”
One citizen noted that a few cita-
tion have already been written by
law enforcement officials, and that
most of those cited have complied
by cleaning up their property.
"There’s your answer then,”
Judge Conrad said.
The discussion also reviewed
area-wide clean-up campaigns. The
court told the group that help with
providing dumpsters for such ac-
tivities is likely available. Several
citizens expressed an interest in
organizing such a clean-up effort.

In other business, the court ap-
proved a permit to place buried
communications cable along the
right-of-way on County Road 3135,
and received and filed 20 hours
each of continuing education for
County Clerk Brigitte Bronstad and
District Clerk Sandra Woosley.
The court approved allowing a
mother-and-daughter team to work
in the kitchen at Bosque County
Senior Services. Neither will super-
vise the other, but such approval by
the court is required when relatives
work within the same county de-
partment.
The court approved advertising
for paving oil proposals. Bids will be
received until 9 a m. Monday, May
8. Bids will be opened at 10 a.m.
during the court meeting that same
day.
Also approved were several line
item transfers, as w ell as payments
of claims, salaries, and wages
against county and precinct funds.
The next meeting of the court is
set for Monday, April 24, at 9 a.m.,
in the Bosque County Courthouse,
Meridian.
Worley Takes Run-Off Election
For Pet. 1 Commissioner Seat
MERIDIAN — With a vote count
of 330 to 197, Kenneth Ray Worley
won the Democratic primary run-
off election against R.L. Gann in
Bosque County for the Pet. 1 Com-
missioners seat.
Votes in the four precincts, along
with absentee votes, were as follows:
• Absentee — Gann 27, Worley 26.
• Pet 7 — Gann 41, Worley 184.
• Pet. 13 — Gann 15, Woriey 56.
• Pet. 14 — Gann 57,’ Worley 40.
• Pet. 6 — Gann 57, Worley 24.
Worley will face Republican
Nancy Kienzle Green in the No-
vember general election.

Republican run-off election be-
tween Ramsey Farley and Rodney
Geer, Farley won the election on
the district level with 6,710 to 5,314
votes; although within Bosque
County, the two broke even at 53
votes a piece. Votes in Bosque
County precincts are as follows:
Three-Vehicle Wreck Slows
Tuesday Morning Traffic
CLIFTON — A three-vehicle
wreck on Highway 6 Tuesday morn-
ing at 8 a.m. brought “rush-hour”
traffic to. a stop in the northbound
lane when a 1999 Pontiac Grand
Am driven by Laura Fernandez, 34,
of Clifton, collided with an ambu-
lance at the intersection of Pecan
Street and Ave. G.
The North Texas TVans Med am-
bulance is reported to have had
both its lights and sirens on as it
attempted enter Ave. G westbound,
in answer to an emergency call,
said Clifton Police Officer Mark
Wilcox.
After the Fernandez vehicle hit
the ambulance, it also ran into a
third vehicle, a 1992 Ford van. The
van. driven by Shelley Fossett, 42,
of Clifton was stopped at the inter-
section. Both the driver, Fossett,
and two children in the vehicle,
were transported by private vehicle
to Goodall-Witcher Healthcare
Foundation, said Wilcox.
“Fernandez has been charged
with failing to yield right-of-way to
an emergency vehicle,” added
Wilcox.

AUSTIN — In fall 1999, House Bill
1732 of the 76th Texas Legislature went
into effect, requiring equine, including
horses, donkeys, mules, and asses to be
tested for the virus Equine Infectious
Anemia (sometimes called “Coggins”)
within 12 months prior to undergoing a
change of ownership, whether through
trade, gift, or sale by private treaty or
at a market. The 12 commissioners of
the Texas Animal Health Commission,
the state’s livestock health regulatory
agency, adopted regulations to comply
with the law.
The only exceptions to the EIA
testing requirement are nursing
foals, regardless of age, if they are
transferred with their test-negative
dam and Texas zebras changing
hands. All other untested equine are
restricted for sale to slaughter only,
where blood will be collected for test-
ing at state expense.
Regulations and law for EIA were
developed to protect equine from ex-
posure to this incurable virus that
can be harbored by infected, but
healthy-looking equine.
