TARC held its Best Practices
Meeting in Austin this month,
Diggles said. A committee will be
named the Quality Performance
Committee and the assistance sent
out to COGs will be the Perform-
ance Review Teams. As a member
of this committee. DETCOG will
develop a data base of Best Practices
outlining initiatives and programs
that certain COGs have successfully
implemented. COGs wishing to
upgrade their services or introduce
new programs would use the Hara
base** This new structure will be
propped to the executive directors
at the QW TARC meeting and for-
warded to the TARC board for ap-
proval. Diggles said it is hoped to
be operational by January 2002.
He also reported that Chairman
Tom Harkin introduced the farm
bill in the U.S. Senate Nov. 9. It
increased rural development funding
by about $ 1 billion over the House
level and $3 billion over the current
level. “We will keep a close watch
on this bill, as it would greatly
assist in developing rural public
infrastructure for local govern-
ments," Diggles said.
Board members were also ap-
prised of letters in their packets
from the executive director and chair
qf the CSEC Wireless Subcommit-
tee ad visnhg members of the legisla-
ture of the need for an emergency or
supplemental funding in order to
adequately implement a precise 911
wireless location capability. All
work has been suspended due to the
actions of the 77th legislature when
they eliminated fundirtg and placed
911 funds in th4 general fund.
In closing, Diggles invited eve-
ryone to the Holiday Gala Benefit
lor various programs through
DETCOG on Dec. 7 at Ray bum
Country Club. Dr. Rigsby of Texas
A&M University will be the guest
speaker.
Officers’ reports
DETCOG President Tyler
County Judge Jerome Owens said
the litigation regarding DETCOG
and the Workforce Board on unpaid
invoices is ongoing. “We continue
to work on this and think we may
be paid soon," Owens said.
Diggles reported that DETCOG
administers the program for the
Regional Review Committee for
the Governor’s Office and this ap-
plication provides support to the
Regional Review Committee that
scores the Community Develop-
ment Block Grant funds. These
funds are under the Office of Rural
Affairs and the resolution renews
that application for us to continue
to administer that program. Brrnd
members unanimously voted ap-
proval.
“We are still getting great re-
views on the Regional Summit
held recently in Beaumont,” Owens
said. "The East Texas COG is in-
terested in helping to sponsor our
next summit. A video will be made
highlighting the success and out-
come of the summit.”
Also reported was that the
DETCOG Committee Book is
completed and has been distributed
to members.
