HIGHLIGHTS AND SIDELIGHTS —
From Your State Capitol
By Vern Sanford, T. P. A.
AUSTIN — Massive state gov-
ernment spending proposals —
each ranging around the $4,5000,-
000,000 mark overall for the
next fiscal period — are on their
way to Texas legislators.
Legislative Budget Board un-
veiled its 1968-69 budget recom-
mendations last week, following
a few days later by the somewhat-
larger appropriations request of
Gov. John Connally.
LBB calculated spending ap-
proved by board members would
come to some $4,400,000,000—$834,-
800,000 from general revenue over
which the Legislature has direct
control.
Connally's budget suggestions
topped $4,600,000,090 — $911,400,-
000 in general revenue.
Present all-funds spending 'in-
cluding federal aid and earmark-
ed categories such as fer high
ways, schools and welfare; is $3,-
MW,000,000 - $621,500,000 in gen
eral revenue.
Board’s proposals could be fi-
nanced easily without resort to
new taxes.
Connally’s would require some
$64,400,000 in additional revenue,
according to his projections of
$847,000,000 income — $76,600,000
more according to LBB .income
estimate. But the governor almost
certainly will recommend some
additional spending in his mes-
sage to the Legislature.
Here’s a capsule comparison of
the general revenue budgets:
Education; (Present) $342,200,-
000; (LBB) $469,400,000; (Con-
nally) $496,300,000.
Public health, hospitals and
youth institutions; (Present) $149,-
500,000; (LBB) $206,500,000; (Con-
nally) $214,700,000.
Departments and agencies;
(Present) $111,000,000; (LBB)
$139,300,000; (Connally) $176,300,-
000.
Judiciary: (Present) $12,400,-
000; (LBB) $12,700,000; (Connally)
$13,100,000.
Legislative expense: (Present)
$6,400,000; (LBB) $6,900,000; (Con-
nally) 47,400,000.
Support soon came from an un-
expected source. Rev. R. W. Jab-
lonowski Jr. said he intends to
testify for the bill because he
feels states where liquor is sold
by the drink have less alcoholic
consumption and less public-
drunkenness. Texas Council of
Churches likely will take no stand,
a headquarters official said, be-
cause it is "split down the middle”
on the issue. Its legislative state-
ment of policies says the organi-
zation opposes any change in law
which would encourage increased
liquor consumption.
Oil Production Booms
Railroad Commission boosted
January oil allowable to a near-
record 37.5 per cent of potential.
Factor would allow 3,318,2J4 Uar-
rel-a-day production. This com-
pares to 3,206,044 daily under the
36.5 per cent order for December
which was the biggest since May,
1959, , i i
Tuition Hiko Asked
Doubled tuitions for Texas col-
lege students was recommended
by the higher education Coordi-
nating Board.
Board, with a single dissent
among membership, is asking the president-elect.
Legislature to raise present tui-
tion rate of $50 a semester for
Texas residents to $7 a semester
hour or about $105 for fulltime
(15 hour) students. Out-of-state
students, who now pay $200 a se-
mester, would be required to pay
$20 an hour if proposal is ap-
proved.
Short Snorts
State draft boards will be call-
ed upon to furnish 674 men tor
the armed forces in February,
less than half the January qhota
of 1,110 men.
Texas Highway Department has
released a new 34-page booklet,
