of home prices.
"Because expected investment benefits are not
guaranteed, paying a premium makes the housing
purchase more risky. If the benefits do not material-
ize, the premium is lost."
Today, the benefits of owning a home are more
predictable. Current buyers can expect their homes to
increase in value at about the rate of inflation, assum-
ing the home is well maintained and not located in a
deteriorating neighborhood.
In years past, homebuyers needed an appreciation
rate of 6 percent or more to avoid loss of equity dur-
ing the first few years of ownership. Today, however,
buyers need only a few percentage points of ap-
preciation to have their investment rewarded.
Despite tax reform, homeownership still provides
tax benefits for those with moderate and high in-
comes.
When most people feel an investment is a sure
thing," says Harris, "risks actually are high. When ex-
pectations are low, risks are low. Homebuyers can
take advantage of today’s low-risk market without
fear of getting trapped in a major financial lunder It

decisions."
