Anti-Crime Groups
Urge Support For
Melton Legislation
AUSTIN — People Against
Violent Crime and Victims In-
stituting Gains in Legislation
(VIGIL), two organizations com
posed of citizens concerned
about crime in Texas, have en
dorsed a bill filed by State
Representative Bob Melton of
Gatesville which would make
murder committed by an inmate
in the Texas Department of Cor
rections a capital offense.
Robert Stearns, chairman of
People Against Violent Crime,
said that the bill offered an al-
ternative to the liberal use of
good time credits to control in-
mate behavior.
“Right now the inmates that
are serving long sentences real-
ly aren't worried about getting
any more years for killing
another prisoner.
“So we either have to try to
control their behavior through
awarding good time credits, or
by some other means of punish-
ment than just more years to
their sentence. I think capital
punishment may be the only ef-
fective deterrent to prison in-
mates considering murder.”
Representative Melton said
that hearings on house bills will
begin very soon and that he
hoped representatives of People
Against Violent Crime and
VIGIL could attend the inmate
murder bill’s hearing so their
views could be heard by the
committee.
