discussion here. Senor Mata who has been fof
montns asking recognulon by tne I'niieit btatcs as
Minister from Juarez the Constitutional President is
absent from the city at present ; but the Impression
gains ground that he will speedily be Invited to re-
turn and be formally received as Minister.
This gentleman expresses on behalf of the Juarez
patty the most liberal sentiments towards the United
States and an earnest desire to- adopt immediate
measures for the establishment of amicable and pro-
fitable relations with us. He acknowledges the ab-
solute necessity of settling the just claims of our
citizens against Mexico to which purpose In part
he indicates that the confiscated wealth of the
Church will be promptly applied.
He further expressed the readincs of his colleague
to negotiate treaties opening and protecting every
desirable intcr-sea means of communication for the
benefit of the United States to grant the desired
ri:ht of way for a railroad through Chihuahua nnd
Senora; and to provide a liberal system of commerce
and colonization which shall open the entire country
to our trade and to settlement and development by
our people.
It appears that Senor Matt laid this programme for;
mally before the Administration months ago but
that it has never been acted upon. Meantime the
indiscreet recognition of the Zuloags Government by
Minister Fors)th has remained without disavowal to
bolster up that usurper's pretensions and to the
sanic degree Vperate against the Liberals. Mr. For-
syth was dearly "soId'by the Zuloaga party who
betrayed him into the expectation of getting a slice
of territory for the United States forthwith.
There Is no doabt that Senor Mata truly represents
the views and feelings of the Liberals; but one can
not nelp questioning whether they have the power to
carry out the wise programme above stated. Have
mot the cvils-OT .Mexico become chrontr? Has she
rwltiiin herself enough of patriotism and political In-
tegrity to maintain a stable Government; or is the
Iwvrvention or a foreign power essential to onng or-

gcg" A correspondent of the Paris Enquirer
from Fort Belknap men.tions'qnite a row at that
place. We copy from tho letter :
A company of Cavalry under command of Lieut.
Shoats arrived at this place on Monday morning
from Fort Mason on their way to Join the Wichita
expedition. Having pitched camp some of them
came up In town and commenced drinking pretty
freely during which time a difficulty arose between
one of the soldiers and a citizen of this place which
resulted in the shooting of the latter. The citizen
gave himself up immediately to the Sheriff and was
proceeding to the Court House to undergo an exami-
nation when some thirty or forty- soldiers equipped
with rifles and revolvers came up behind him and
commenced firing. The prisoner attempted to escape
by running was pursued by the soldiers who contin-
ued to fire on him until he dodged them by going into
a house near by. It was soon ascertained however
that he was in the house and the firing renewed by
the soldiers from the window and the door literally
be was shot to pieces before Maj. Thomas the com-
manding officer at this placo could possibly come to
his rescue. There being but few citizens in town it
would consequently have been unsafe to have made
any resentment. It Is due to add that Lt. Shoats
was absent and knew nothing of the affair until it
was all over. Neither of tnose shot are yet dead bnt
both are supposed to be mortally wounded. The sol-
diers set out immediately on their journey. There
was so much excitement among the citizens that no
action was taken at alL . What will be done concern-
ing the matter In the future I know not; It was in-
deed an affair seriously to be regretted.

France likes the monsrchy idea but not the mon-

Another. Steamboat Disaster A few days

Ma . Trrcosm'3 AnviCE. If there is In society any
poor creature in the form of man whose vanity Is so
open to flattery that fa young woman cannot treat
hlm with natural cordial politeness without his think-
ing that she would like to marry him and Is trying
to ensnare hlm let him think so and trust to time
and circnostgnces for justice. Such men are of too
little account in the world to pay for carrying a de-
ceitful face and despoiling the Intcrconrse of the
young of its sweetest charms. If you like" tha socie-
ty of young men take no pains to conceal It but
treat them with frank cordiality. No true gentle-
man among them will misconstrue you. It Is not
necessary for you to tell them that you calculate to
live a maiden life. They know you lie. It will not
do to indicate to any man of sense that you do not
like the attentions and toclcty of gentlemen for he
knows better. He knows at least that you ought to
like them and if you do not there is something wrong
about you. Don't practice deception of any kind.
A man who Is frank aUd open-hearted with- you de-
serves to he met with a frank and open heart by yon;
and In ninety cases In every hundred men will he
honorable and manly with you If you will lay aside
suspicion and trust them. If a man prove himself
unworthy of your confidence youhave your remedy.
Cut him or tell Mm what you think of him and
bring him upon his knees.
It is very natural for young women to get In the
habit of treating onlythoseyoungmcn politely whom
they happen for various reasons to fancy. Ther
"don't care" what the majority or young men thick
of them providsd they retain the good will of their
particular peti They are whimsical and take no
special and strong (ikes or alsllkes for the young
men whom they meet. One is ('perfectly hateful"
and another Is "perfectly splendid' and so they
proceed to make fools of themselves over both par-
ties. Now there Is nothing upon which a yenng man
la so sensitive aa this matter of being treated with
polite consideration by the young women of his ac-
qanltance; and I know of nothing which will tend
more certainly to make a young man hateful than to
treat him aa if he were so. There Is a multitude of
youngmen whoso self-respect is nurtured whoso am-
bition is quickened and whose hearts are warmed
with a genial fire by those considerate recognitions
on the part of their female acquaintances which as-
sure thtm that they havo a position In the esteem of
thosewllh whom they associate the sweetest hopea.and
happiness' of life.
