Section Second. Be it further enacted
That all contractors for carrying the Mail
shall whenever they fall of carrying the Mail
from any cause whatsoever for one week for-
feit oue of their pay ane half of the amount
due for that week ; and if they fail more than
one week at oue time they shall forfeit all
pay for the time lost.
Section Third. Be it further enacted That
the following rates of postage be established
to wit: Each single letter distance less than
one hundred miles ten cents; each single
letter one hundred miles and upwards twen-
ty cents ; each double letter double the above
rates; each triple letter triple the above rates;
.and each package of cine ounce quadruple
the above rates and any larger package in
proportion according to its weight; on ship
letters five cents ; way letters five cents. On
newspapers conveyed oue hundred miles and
under oue cent ; over nue hundred miles
two cents; and on foreign newspapers one
cent in addition to the above rates ; on books
and pamphlets per sheet the same as news-
papers. The postage to be paid in-Gold or
Silver.
Section Fourth. Be it further enacted
That so much of the thirteenth section of an
Act entitled "An Act to amend and to reduce
into one the several Laws regulating the
Post-Office Department" approved February
sixth one thousand eight hundred and forty
as reads " and except also such as are di-
rected to he delivered at the port of delivery to
which such ship or vessel may be bound" be
und the same is hereby repealed.
Section Fifth. Be it further enacted That
there may be an Agent appointed in New -Or
leans whose duty it shall be to assort and
forward all letters keep a mail bag in his
office and shall receive compensation for all
trouble and expense to the amount of one
hundred and fifty dollars per annum.
Section Sixth. Bt xt further enacted
That from and after the passage of this Act a
Post-Office shall be established at Corpus
Christi and the Post-Master at Galveston
shall when an opportunity may occur for-
ward the mail to Corpus Christi by water aud
there shall be collected as postage on all let-
ters so forwarded five cents in addition to the
postage which should hare accrued at the
Port of Galveston.
SeetUn Seventh. Be it further enacted.
That this Act shall take effect and be in
force from and after the first day of April
next;

dollars.
These proposals should be sealed and su-
perscribed "(General Post Office Bid for
Mail Transportation."
Contractors will be required in every in-
stance to give bond with ample security con-
ditioned for the performance of their contracts
and will be held subject to the penalties im-
posed by law in cases of failure.
