The time is almost upon
us where we will start ex-
periencing severe weather
here in the Celina area. Ac-
tually, we may experience
severe weather at any time
of the year, but our tornado
season will start in Febru-
ary so I thought this would
be a good time to talk about
severe weather in general.
My intent with this article
is to assist you in preparing
for severe weather of any
type, not just tornadoes.
The good news is we live
in the Information Age.
Never has it been easier to
gain information of any
type, and this includes your
current weather conditions.
There are numerous
good radar sites on the
web, and sites that can give
you current weather condi-
tions and a good five-day
forecast. My advice is to
bookmark these sites so
you can refer to them
quickly if needed. Obvi-
ously, if you have a Smart-
phone or iPad there are
numerous weather apps
that are extremely accu-
rate. If you do not have a
computer, and are not on-
line it would be a good idea
to purchase a NOAA
weather radio to keep in
your home. These radios
will keep you updated on
any severe weather being
experienced in your area.
These radios can be pur-
chased almost anywhere
regular radios are sold.
Radio Shack has a good se-
lection. Also, in the event of
severe weather in the area
our local TV stations will
normally keep us updated
on current conditions.
GUEST COLUMN
The City of Celina has
one outdoor warning de-
vice. It is located in the
downtown area by the
square. This siren will be
activated when it is no
longer safe to remain out-
doors. This would be a good
time to explain what these
outdoor warning towers are
for. A lot of folks think that
these sirens should be
heard inside homes and
businesses throughout
each city. The actual pur-
pose of these sirens is to
warn you to go indoors be-
cause it may be unsafe to
remain outdoors. So, they
are not designed to be
heard when you are inside
a building.
Another safety feature
we have implemented here
in Celina is the use of Code
Red. Code Red is an auto-
mated telephone calling
system in which we can
send you information we
feel will be important for
you to know. For instance,
once you are signed up to
receive Code Red calls,
your phone will ring before
a severe weather event and
you will hear a message ex-
plaining what type of se-
vere weather may be
coming your way. Or, we
can send a message inform-
ing you of a major water
main break in your area. To
start receiving these calls
please go to the city of
Celina website and click on
the CodeRed icon. Just fol-
low the instructions and fill
out the appropriate infor-
mation. Once on the Code
Red section, be sure and
click on the Weather Warn
feature, too. This will en-
sure you get the automated
weather warnings.
Another smart thing to
do is designate part of your
house as your place of
refuge in case of a tornado.
Small rooms, closets, bath-
tubs are good places to
hunker down if needed. Be
sure and have something
nearby to cover your head
in these places. If you are
in a mobile home, try to re-
locate to a stronger struc-
ture.
If you are caught in an
automobile during a tor-
nado event, the experts say
to get out of the vehicle and
take refuge in a building or
a low spot, like a ditch. And
speaking of taking shelter,
there are many good home
tornado shelters available
now that you may want to
consider. The most popular
type of shelters is the type
that can be buried in the
ground, usually con-
structed of concrete or
fiberglass. I remember the
storm shelter I used to go
into at my grandmother’s
house years ago. I used to
say I would rather face a
tornado than to get in that
thing! It was basically a
concrete hole in the ground
that didn’t seal well. It al-
ways had water in it along
with a myriad of frogs,
snakes and insects. The
modern shelters are of a
much higher quality than
the ones of old. They are
constructed of steel, con-
crete or fiberglass with
doors that lock and seal
properly. There are also
combination safe rooms,
tornado shelters that can
bolt to the concrete founda-

Celina Newcomers organization is
seeking people interested in serving on

Celina Newcomers welcomes anyone,
especially newcomers to the area to help
them get plugged into Celina. They hold a
coffee every fourth Tuesday from 10 a.m.
to noon at Texas Star Bank. Everyone is
welcome.
Prosper library
changes daytime hours
The Prosper Community Library has
changed its weekday schedule effective
immediately, opening to the public once
the school day at Reynolds Middle School
ends. The change is effective until further
notice.
On Mondays, Tuesdays, Wednesdays
and Thursdays the library will open at
3:30 p.m. and remain open until 8:30 p.m.
It will not open to the public on Fridays.
On Saturdays the library will now be open
from 10 a.m. to 4 p.m. and on Sundays the
hours of operation are 1 to 5 p.m. The li-
brary will be open and available to
Reynolds Middle School students during
school days.

College to hold
health and safety fair
Collin College will hold a health and
safety fair from 9 a.m. to 2 p.m. on Friday,
March 2 at the Central Park campus in
McKinney. The event is free.
Attendees will receive facts about well-
ness from medical experts, participate in
proactive health screenings and watch
safety demonstrations or save a life by do-
nating blood. The fair will offer free glu-
cose, cholesterol and vision and hearing
screenings.

In the event of an ex-
tended ice storm we may
experience rolling black-
outs or extended loss of
power. During last winter’s
ice storm, the city along
with the Celina ISD desig-
nated the indoor practice
facility a shelter, if one was
needed. Fortunately we
never lost power for an ex-
tended period and the shel-
ter was not needed. If we
have to designate a public
shelter this year, the loca-
tion will be announced
through Code Red and the
city website.
Another weather event
we have here during heavy
rains is localized flooding in
specific areas of town. Nor-
mally the water recedes
quickly, and is not an ex-
tended problem. If, during
a heavy rain you have
water coming into your
house, please call 9-1-1 and
the fire department will
come and help you. In fact
during an emergency of
any type please don’t hesi-
tate to call us for help. We
are here 24/7 to assist you.
Always call 9-1-1 in an
emergency.

After a public hearing, the Weston City
Council unanimously approved a non-park
use for public parkland at the regular coun-
cil meeting on Tuesday.
The non-park use cuts through about
157 acres of land within the proposed
Parks of Honey Creek Development. The
non-park use is the construction of an
Oncor transmission line.
Mayor Pro Tern Bruce Morrell did not
favor a cost-sharing project for road paving
from Collin County because it meant the
city of Weston would pay to pave roads that
were not in the city.
The Collin County Commissioners Court
is asking the city to pay about $50,000, a
portion of the cost of paving parts of
County Roads 208, 209,216 and 1096.
Mayor Patti Harrington said those roads
would eventually be re-annexed back into
Weston and they would be in the city. She
will ask the commissioners court to allow
Weston a payment plan of 10 years to pay
Weston’s $50,000 share of the cost. All of
the roads are mutual boundary roads be-
tween Weston and Collin County.
The council approved spending the ap-
proximately $50,000 to share the cost with
the county with Council Member Kevin
Deal casting the only vote against the mo-
tion.
