reported at Caruth and Kerr. Sub-
jects sitting in vehicle in street. Ap-
peared they did not want to be seen
by passing cars. F1s completed.

12:59 a.m. — Suspicious cir-
cumstances reported in the 400
block ofTolleson Drive. House next
door to Reporting Person on the
corner, RP can hear someone piling
up lumber, cannot see any vehicle
or people, they must be on side
street. RP said that neighbors are in
the process of building a fence and
have a lot of new lumber out there.
Checked area, unable to locate any
problems.
3:25 a.m. — Information regard-
ing railroad crossing at Malone.
Railroad called and said that they
are having a malfunction at this in-
tersection. They are aware of it and
a technician is on the way. Informa-
tion for documentation only.
12 p.m. — Parking violation re-
ported in the 400 block of Mustang
Trail. Vehicle appears abandoned
with flat tire. Contacted resident
who will get the flat fixed or move
the vehicle off the street.
12:21 p.m. — Abandoned vehi-
cle in the 1500 block of Brook Lane.
Has been at location for several
days. Contacted owner who resides
on the street and the vehicle
stopped running, but they will move
it soon. Vehicle is legally parked.
12:35 p.m. — Abandoned vehi-
cle reported in the 400 block of
South Ohio Drive. Junk and aban-
doned vehicle in driveway, vacant
home. Five-day sticker applied as
junk vehicle.
4:01 p.m. — Peddler complaint
in the 3700 block of Quail Hollow
Lane. Advised about permit. Situa-
tion resolved.

12:16 a.m. — Noise complaint
reported in the 500 block of South
Colorado Drive. Dog south of him is
in the street running around bark-
ing. Located dog, followed dog out
of area to Colorado and Main, but
was unable to determine where the
dog belonged.
2;26 a.m. — Suspicious circum-
stances reported in the 100 block of
East Ash Street. Door still open on
shop, movement inside shop. Sub-
jects were working late trying to get
some machinery working.
3:07 a.m. — Suspicious person
reported at Walnut and Kentucky.
Officer flagged down by motorist
who advised there were two males
walking south on Alabama with
skateboards. Spoke to subjects, no
offenses observed. F1s completed.
3:59 a.m. — Community policing
in the 8200 block of Ascot Place.
Open garage door, crime card com-
pleted.
4:09 a.m. — Assist other agency
in the 14000 block of West Farm-to-
Market Road 455. Thirty-six year-
old son is being abusive. He will not
let her alone, being verbally abu-
sive. Can hear him in background.
He is intoxicated and someone di-
aled 911 and hung up and then
complainant called back. Referred
to another agency. Subject was al-
ready gone, remained on scene
until deputy arrived.
5:15 a.m. — Assist other agency
in the 14000 block of West Farm-to-
Market Road 455. Verbal distur-
bance. Referred to another agency,
suspect had left before officer ar-

12 PROJECTS
The 82nd Texas Legislature
approved the Texas Department
of Transportation to issue the
remaining voter-approved
Proposition 12 bonds in the
amount of S3 billion for transportation
projects across the State,
In partnership with the public, cities, counties, and the Texas
Department of Transportation and following public meetings in
August, the Regional Transportation Council, in September,
approved a list of congested corridors to be improved as a result of the
funding. Since that time, staff from NCTCOG, the Texas
Department of Transportation and local agencies have coordinated
extensively and determined changes to the list are needed to
strategically fund and expedite projects. Proposed changes to the list of
Proposition 12 funded projects will be presented tor
public input,
Comments on the proposed changes are due by 5 pm
February 8.2012 to meet funding requirements and ensure
projects can move forward as planned without delay.

Street. Twelve-year-old bipolar child
poured hot water on sister. CPS re-
ferral, information report.
7:13 p.m. — Stolen property re-
covered in the 100 block of South
Alabama Drive. Rental company is
out with vehicle they reported
stolen. Recovered stolen and re-
leased to owner.
9:40 p.m. — Fireworks com-
plaint reported in the 400 block of
Tarpan Trail. Observed fireworks
being set off in backyard. Advised of
the ordinance relating to fireworks.
9:43 p.m. — Assist fire depart-
ment in the 300 block of East Main
Street. Assist fire department with
possible intoxicated person. Person
not intoxicated.
9:46 p.m. — Assist fire depart-
ment in the 300 block of East Main
Street. Caller intoxicated says he
had blood on his hands, language
barrier. Allergic reaction, no prob-
lems. Referred to another agency.
Dec. 31
12:54 a.m. — Noise complaint
reported on Shire Lane. Two-story
house, lots of people making lots of
noise. Checked area, unable to lo-
cate.
5:43 p.m. — Juvenile problem
reported in the 3200 block of Mor-
gan Drive. Three juveniles have a
jar of something they are trying to
smoke in new construction house.
Reporting Person does not know if
they were going to smoke it or catch
the house on fire. They ran out
when she went in. Checked area,
unable to locate.
9:31 p.m. — Suspicious vehicle
reported at Palomino and Breton.
Pickup slowly driving around area.
Spoke to driver. They live in housing
development, no offense occurred.

1:41 a.m. — Assist fire depart-
ment in 500 block of North Colorado
Drive. Reporting Person stated that
subject has been drinking all day.
Was told to leave but turned violent
against RP. Information report com-
pleted.
11:28 a.m. — Criminal mischief
reported in the 500 block of Lip-
pizan Lane. Port-a-potty was tipped
over and trash on the ground. No
other damage to property. House is
under construction and property is
littered with construction trash. Doc-
umentation only.
7:43 p.m. — Assist other agency
in the 2800 block of North Louisiana
Drive. Burglary in progress. Not a
burglary, two persons were going
through the trash dumpster. No of-
fense occurred.
10:08 p.m. — Mental subject re-
ported in the 200 block of East
Pecan Street. Reporting Person
states there is a female in front of
his store that is acting very weird.
RP states subject told him that her
children need to use restroom, but
there is no one else in the car.
Spoke to subject. She was not in
danger of harming herself. Officer
was able to locate her husband who
responded to Celina and collected
her. No offense occurred.

1:09 a.m. — Suspicious vehicle
at County Road 7 and County Road
50. Gray Ford Explorer blacked out
on county road. Offense report
completed.
8:41 a.m, — Traffic hazard re-
ported in the 1900 block of North
Louisiana Drive. Large box in road-
way. Removed box from roadway.
12:02 p.m. — Animal complaint
reported at Preston and Carter
Ranch. Dead dog on shoulder. Un-
able to locate.
2:06 p.m. — Follow-up investiga-
tion on animal complaint in the
2800 block of Saddlebred Trail.
Identified resident as owner of dog
found on Preston. Dog got out last
night and was hit by a car. No of-
fense occurred.
6:41 p.m. — Suspicious circum-
stances reported in the 1000 block
of County Road 94. Reporting Per-
son states someone came to her
residence selling magazines, be-
lieves they were fraudulent. Maga-
zine sales by individuals
representing Strictly Business One
Inc. Representative was asking
when the Reporting Person works
and she thought they might be cas-
ing residences in town. Call was
well after subjects had left. Docu-
mentation only.
6:58 p.m. — Suspicious circum-
stances reported in the 2700 block
of South Preston Road. Burgundy
Tahoe driving through area making
multiple passes, passed business.
Extra patrol placed on business.
7:35 p.m. — Juvenile problem
reported at Stanford and Miller. Ju-
veniles ringing doorbells and run-
ning, also loud, foul language in
area of the pool. Did not locate the
juveniles.
9:53 p.m. — Juvenile problem
reported in the 1200 block of Miller
Lane. Reporting Person wants to
make a report about juveniles caus-
ing problems in neighborhood.
Caller had information about who
has been ringing doorbells in neigh-
borhood. Will attempt to contact
early in next shift due to late hour.

Council discusses livestock

The council also ap-
proved a rights-of-way ordi-
nance that sets forth rules
for the use of public right of
way by utilities, cable com-
panies and other providers
of public services.
With deregulation,
many of these industries
are no longer compelled to
enter into franchise agree-
ments with the city The or-
dinance allows the city
control over use of its
rights-of-way.
The council held a pub-
lic hearing on an ordinance
that regulates front-yard
standards and measure-
ments. The ordinance is de-
signed to prevent home-
owners from turning their
front yards into parking
lots.
The ordinance was
tabled and no action was
taken.
A Governmental Ac-
counting Standards Board
Statement and an ordi-
nance regarding regulation
of heavy load vehicles was
also approved.
In a closed session, the
council discussed the re-
cent request of Celina EDC
Director Corbett Howard’s
for a 90-day leave of ab-
sence from his job without
pay. The council made no
decisions regarding any-
thing discussed in the
closed session.
