Mr. Tarkington had pledged him
self ere he was elected to remov
some of.the obstructions to Kport by
the poor, by repealing the Uw pro-
hibiting the seining of fresh water
I creeks and rivers, and did get our
county exempted from that provi-

bited the poor of the county from
even fishing with a line and hook,
by prohibiting their fishing or hunt
iu a pasture or enclosure where they
might find water in which to fish.
That law is utterly imtetensible, for
the claim of damage to pasture
owners can not be made when the
law specifically says that hunting
and fishing only are prohibited. It
does not prohibibit one's riding or
walking in the pasture for weeks
. at a time or from driving thousands
of stock through it, nor from any
other of the privileges formerly cn
joyed, except fishing aud hunting;
making it so clear that a man with
mud for brains could not have un-
derstood the purport of the law to
be other than to take the game ol
the country from the poor and give
it to the rich. Of course it would
