March Students of the Month
March Students of the Month were Satoria Morris, Sarah Ruzicka, and Jonathon McGraw.
Students are selected for their outstanding citizenship, character, and participation in student
activities.
Cooper High School Students and
Faculty recently selected Satoria Morris,
Sarah Ruzicka, and Jonathon McGraw as
March Students of the Month. They were
selected for their outstanding citizenship,
character, and participation in student
activities.
Satoria is the daughter of Rodney and
Pamela Morris, but, her grandparents,
Marvin and Marie Morris, have the
privilege of raising her! Satoria has a
brother, De’Aris Williams, and 2 sisters,
Saquoia Morris and Madison Jennings.
Satoria is a member of Upward Bound,
Student Council, National Honor Society,
Fellowship of Christian Athletes, and
Spanish Honor Society. She also
participates inUIL, color guard, tennis, and
serves as the manager of the boys’ varsity
basketball team. Satoria currently serves
as Junior Class Vice-President. Satoria
has had a successful year in FCCLA.
She has held the local office of President
for two years and serves as Region III
Vice-President of Recreation. She was
recently selected to serve as a 2010-2011
State Officer. After graduating in 2011,
Satoria plans on attending Texas State
University in San Marcos. She would like
to follow the path of business/marketing
or counseling psychology. During her
free time, Satoria enjoys hanging out and
talking with her friends, attending Love
Chapel Church with her grandmother and
singing in the choir.
Sarah is the daughter of Charles and
Tracey Ruzicka. She has two sisters:
Rebecca and Elizabeth. Sarah is President
of the Spanish National Honor Society
and the Secretary of FCCLA. She is
a member of National Honor Society,
Student Council, and serves as Junior
Class Treasurer. Sarah is a member of
the varsity band. After graduating in
2011, Sarah plans on attending Angelo
State University to become an elementary
teacher and possibly minor in business.
During her free time, Sarah enjoys hanging
out with friends, reading, and working at
the community baseball held.
Jonathan is the son of Jimmie and
Renee McGraw. His siblings include:
Jamie, Brandon, Jerod, Garrett, Daniel,
Jaela, Jerica, Jadon, Jacie, Cameron,
and Josiah. Jonathan has been active
in football, cross country, basketball,
baseball, golf, and track. He is a member
of Fellowship of Christian Athletes,
PLFP, One Act Play, and is a peer mentor.
Jonathan also plays in a Christian band
called Kindlin (he would like you to check
it out at surrenderedministries.net). After
graduating this June, he plans on playing
baseball at Paris Junior College while
majoring in Kinesiology. During his
free time, Jonathon enjoys playing with
his band, spending time with his family
and close friends, serving the Lord and
spreading His glory.
Congratulations to Satoria, Sarah, and
Jonathon. CHS is proud to have your
leadership.
County Jail gets clean
bill of health
The Delta County jail is in compliance
with the Texas Commission on Jail Standards.
The jail was found to be out of compliance
last fall after an inspection that took place
on September 8, 2009. Since then, Sheriff
Gerald Teague has worked to bring the jail
into compliance.
According to Adan Munoz, Jr., Executive
Director of the Texas Commission on Jail
Standards all deficiencies have been corrected.
Munoz added that the facility is now in
compliance with minimum jail standards.
Munoz also singled out County Judge Ted
Carrington and Delta County Commissioners
saying “the Delta County Commissioners’
Court is also to be commended in their
efforts for their support of jail operations.”
The County Judge and Commissioners
spent several days on top of the jail building
sealing leaks on the roof. The leaking roof
had been one of the main concerns by the Jail
Commission.
County to speed
up courthouse
connection speed
The computers in the
Delta County Courthouse
will be accessing information
faster since Delta County
Commissioners approved
a $1,598 upgrade of the
computer system at the
courthouse. The upgrade
was approved at the May 10,
2010 regular meeting of the
Delta County Commissioners
Court. According to Roger
Arnold, of Arnold Company-
Electronics, the upgrade
will take the transmission
of information from 100
mbit to 1000 mbit speeds.
Arnold added it will be the
same as changing from half
inch plumbing to five inch
plumbing.
Commissioners also
decided to sell several
vehicles from Precinct 2 and
3 through an auction website
called auctioneer express.
Some questions regarding
money used for training in the
Constable’s office was brought
up but Commissioners had
difficulty understanding the
concerns of Constable Ben
Snow. Snow was not aware
the topic would be on the
agenda and did not attend the
meeting. Commissioners took
no action on the subject.
Commissioners also
decided to take turns mowing
and edging the lawn at the
Civic Center. The current
volunteer manager had
requested a $40 per mowing
fee for taking care of the lawn
at the facility. Commissioners
and County Judge Ted
Carrington decided that they
would volunteer their time
and equipment to keeping up
the appearance of the Civic
Center.
Commissioners also
approved spending $720 on a
tank heater for the courthouse
elevator. The heater will
keep oil for the elevator at an
even temperature and should
keep the elevator equipment
working properly and help
prevent breakdowns of the
elevator.
During the County
Attorney’s report, Delta
County Attorney Jay Garrett
expressed concern over bond
forfeitures and suggested
the county look into the
issue. Garrett also asked
commissioners for help in
the direction he should take
regarding an ordinance on
road damage caused by
large vehicles. Garrett told
Commissioners that many
counties are having difficulty
with enforcement of ordinance
in regard to weight and
suggested a reimbursement
agreement might be the best
way to address the issue.
School board election
results announced
On Saturday, May 8, 2010 the school board elections for
Cooper ISD were held. On Election Day 211 ballots votes
were cast and 140 were cast during early voting. The total
ballots votes cast were 351.
Jack Chambliss, Kevin Slakey and Jake Vaughn filled the
three open positions. Jake Vaughn had the most votes cast with
191 followed by Jack Chambliss 165, and Kevin Slakey 155.
City to put hold on
condemned buildings
Two condemned houses behind the Post
office led the agenda at the regular meeting of
the Cooper City Council on May 10, 2010.
John and Carolyn Hickman. The owners of
the condemned houses located on east Fort
Worth said “We have to get an extension and
a list of what needs to be done and time to
sort through the houses for what is still good,
because we do have good lumber stored in
the house. I expect the rights to be reserved
and we will work with you Scotty,” Carolyn
Hickman. Added “We received the certified
letter the day before I went into surgery, and
we have secured the underneath of the house
and the front and back porch were taken down
to secure the area.” “I will promise you we will
work with you,” said Mayor Scotty Stegall.
Jacob Saucier was present to discuss a new
lease and to receive approval to put another
antenna dish on the city’s water tower, and
to help provide internet service to eastern
Delta County. Saucier is the manager of
ENET Communications, “We feed the city of
Charleston, and we need to fix the problem,”
said Saucier. “We need to do a fresh contract,”
said City Attorney Jay Garrett. Motion was
moved and approved by all council members
to draw up a new contract and approve the
installation of the new dish. “The city of
Charleston will be happy,” said Saucier.
An additional item, on the agenda was an
ordinance requiring plumbers to be licensed
no action was taken.
A no parking sign that is located onNortheast
First between east Bonham and east Cooper
beside the fire department was discussed by
the council members. It was unanimous by all
council members to enforce the no parking
sign “We will enforce the no parking sign at
all times,” said Mayor Stegall.
“According to Officer Dustin Hunter, who
has witnessed many mishaps at the intersection
of east Sherman and Park Lane due to no stop
sign there and it is a dangerous intersection,”
said Mayor Stegall. The council members
approved placing a stop sign on east Sherman
that faces west at the intersection
No action was taken on the item of hauling
dirt to Oaklawn Cemetery. The County
Commissioners from each precinct verbally
agreed to furnish a loader if the city would
furnish a truck at the site to load the trucks and
haul the dirt from the new site of the Cooper
Elementary to Oaklawn Cemetery only if it is
legal. “We need to study on it some more,”
said City Attorney Jay Garrett.
A proposal was made to the City of Cooper
by Auctioneer Express to advertise for bids
for several pieces of equipment “We have
the right to refuse. The local people will be
able to bid and they will place the ad in the
local paper. If we reject the bid we don’t owe
nothing,” said Mayor Stegall. “We will let
Jay look over the contract before signing it,”
Said Mayor Stegall. Joann Preas motioned to
approve and Carl Reel second the motion to
let Garrett look over the contract.
