NRCS Urges Landowners to Sign-up Now
for Conservation Stewardship Program
Applications will be accepted for FY
11 funding through January 7, 2011
The USDA Natural Resources
Conservation Service (NRCS) is
accepting applications from Texas
agricultural landowners for the next
Conservation Stewardship Program
(CSP). The ranking period cut-off date
for producer applications in the program
has been extended to January 7, 2011.
“CSP supports ongoing stewardship
of private agricultural lands by
providing payments for maintaining
and enhancing natural resources,”
said Delta County NRCS District
Conservationist Kristi Townes.
“We’re extending the deadline for
applications to C SPto provide agricultural
producers more time to complete their
applications,” said Ms. Townes. “This
will help farmers, ranchers and forestry
producers by giving them more time and
hopefully allow even more producers to
participate in this program.”
Congress limited enrollment for CSP
nationally at 12.7 million acres per year.
Applicants will be ranked on state-
identified primary resource concerns,
which in Texas are water quantity, soil
erosion, plant health and condition,
water quality, and animal health.
Producers are encouraged to apply for
CSP now to ensure their applications
will be considered during this funding
and ranking period. However, they can
make their final decision to participate
in the program before they sign a
contract. The CSP final rule, which
establishes the policies and procedures
for the program was published in the
Federal Register on June 3, 2010.
CSP, authorized in the 2008 Farm Bill,
offers payments to producers who
maintain a high level of conservation on
their land and who agree to adopt higher
levels of stewardship. Eligible lands
include cropland, pastureland, rangeland
and non-industrial forestland.
CSP offers two types of potential
payments—an annual payment and
a supplemental payment. The annual
payment will be determined by
estimating the environmental benefits
produced by the conservation activities
a producer installs and maintains. A
supplemental payment is available to
participants who receive an annual
payment and adopt a resource-
conserving crop rotation on cropland.
Potential applicants are encouraged to
use the CSP self-screening checklist to
determine if the new program is suitable
for their operation. The checklist
highlights basic information about
CSP eligibility requirements, contract
obligations and potential payments. For
more information, including eligibility

The West Delta
Community Center is
planning a Fish Fry fund
raiser for October 30, 2010.
They plan to serve from 5:00
pm until 7:30 pm. There will
be fish with all the trimmings
for $10.00 per plate. This
is the same day as Trunk or
Treat in Cooper. So take
your kids there for fun and
contests, then bring them to
Klondike for dinner before
they eat all that candy! And
if you don’t plan to attend
Trunk or Treat, come early
and avoid the rush!!
Gaston and Nelma Dodd
had grandson Jonathan spend
Saturday night with them. He
came to help unload firewood
and stayed until after lunch
on Sunday. The Dodd’s
friend Ricky joined the group
for lunch.
Phillip and Allie Stone
had daughter-in-law Louise
visit on Sunday. Glen was
also a visitor this week.
Sharon Jordan was in and out
almost daily.
Mable Wheat said they
used over 100 gallons of ice
cream on Saturday. That is
a LOT of milkshakes and ice
cream cones!. She said she
didn’t want any ice cream for
a long time and Mr. Miller
didn’t want to see any sausage
after cooking that for the
pancake breakfast!! Thanks,
guys, for a job well done.
Wanda Helms said they
are taking baby steps on
Nash and Leah’s new house.
The power is now connected
and ready for building.
Wanda also attended the
Ladies Meeting at church
on Saturday. The theme was
Christmas in October. The
theme was carried out in the
meal with dressing. All the
ladies wore red and their
Christmas themed earrings.
Wanda and the girls also
attended Chiggerfest, and
especially enjoyed the music
on Friday night.
Stella Martin had great-
granddaughter Dianna and
her friend Ross visit on
Saturday. Cassie came by
on Sunday to check on her
grandmother. Stella’s young
neighbor Tanner came by one
afternoon.
To The Voters of Delta County:
When I, Glynana Herin, was appointed by the Delta County Commissioners
Court in November of 2009 to finish the term of the currently elected
treasurer, there were many unresolved issues in that office:
■Bank accounts had not been reconciled for almost three years;
■Penalties and interest had to be paid to the Internal Revenue
Servicedue to errors and delinquent payroll deposits amounting to
approximately $63,106.37;
■Unqualified persons were on Indigent Health Care, resulting in claims
being paid until they could be reviewed and disqualified, resulting in
another unbudgeted expense of $21,152.67 that taxpayers had to
pay;
■A Certified Public Accountant was hired and paid $16,858.00 (again
above budget) to assist the then treasurer with her duties;
-W-2’s for 2008 had not been sent to Social Security, therefore when
employees received wage reports no earnings were reported for that
year.
These are a few of the most serious issues, all of which have been
resolved in the past ten months. Since accepting the appointment, there
have been no late reports and no penalties or interest charged to the
County. When I filed for election, I personally paid my filing fees and
have paid for all other expenses for my campaign because I take pride
in the job and the County.
Now I am asking for your support and your vote so that i may continue
to keep the County current and up-to-date on financial matters. My
experience, dedication, and qualifications prove that I am capable of
doing an exemplary job as County Treasurer. Election Day is quickly
approaching; so if I do not get to see each of your personally, let me take
this opportunity to solicit your vote in the November 2 election.
On a more personal note, I was born and raised in Delta County, graduated
from Cooper High School, and have lived here all of my life. This is my
home; I am a Democrat; and I want to be your County Treasurer.

election on November 2n^
I have been married to the same wonderful lady for 34
years. I have raised my three children in Cooper, where
they have all graduated from Cooper High School. I
have three grandchildren that are being raise in Delta
County.
Delta County is my home, and I look forward to serving
Delta County if elected. I have served my community
by serving on the Cooper City Council. I currently serve
as a captain on the Cooper Volunteer Fire Department. I
own two businesses in Delta County. I am a member of
the Chamber of Commerce. I also served the Chamber
for six years as a promoter and tournament director for
the Chamber sponsored bass tournament on Cooper
Lake.
I also currently serve as the back-up Justice of the Peace
for Judge Skinner. I have knowledge of the programs
and duties of the JP office.
If you allow me to serve as Justice of the Peace, I
will make common sense decisions based on the facts
presented, the laws that apply and not on who you are.
I will work with the county attorney, and the
commissioners to promote, and defend Delta County.
I will do my best to ensure that you never feel that you
wasted your vote on me.
