Fair and Art Show. Cindy Davis, school librarian, said “we had an awesome crowd and have seen an increase in sales from
last year.” The money raised during the book fair helps to purchase more books for the school’s library.
Trustees discuss School Bonds

“Cooper is the very first
bond issue [of this type] in
the nation to be done,” said
Ed Moore from Southwest
Securities at the Cooper
Independent School Board
Trustees regular meeting held
on Monday, March 29.
At press time the Cooper
ISD was set to sell their
unlimited tax qualified school
construction bonds, taxable
series 2010 Direct Subsidy
at $4.7 million on Tuesday,
March 30. This bond issue
was approved by Delta
County voters on August 20,
2007 and reflects the balance
of the bonds to be sold for
the construction of the new
elementary school.
“Sell the bonds tonight,
and we’ll try to get the funds
delivered to you no later
than April 22n^, there are
no draw backs,” said Moore.
The sale of the bonds at this
time and this type will save
Cooper ISD $3,295,733 that
would have been spent if the
bonds were the traditional tax
exempt bonds. This will save
approximately nine cents on
the dollar for the taxpayers.
“Federal sets a tax credit
rate every day and hopefully
we can get the tax credit rate
at 5.83 % or below 0% interest
rate,” said Moore, “It is very
important to turn in the forms
so you can get the money
before the interest payment
loan, bottom line is to beat
the 5.83% on the $3,295,733
and save taxpayers money on
a 16 year life on these bonds,”
said Moore. “We budgeted
for $170,000 so we got the
$17,000 up front to pay for
the cost which will come out
of the INS fund or general
fund,” said Superintendent
Jason Marshall.
“You can invest that
money to build up the money
for February 15, 2026, ” said
Moore.
In addition, the school
district will have to be in
compliance with spending the
money on education facilities
and spend the money within
three years. “Ed really stayed
on top it,” said Marshall.
“We appreciate Mr. Moore
for the hard work he has
put in it and we appreciate
everyone’s dedication, Jason
Marshall, Rachel Arthur,
Rachel Darden and the board
on saving us the money and
the taxpayer’s money,” said
Anita Moody, Vice-President
of the Board of Trustees.
Jan Lewis recognized
Tori Morris for her
accomplishments in the
FCCLA. “Tori will be the
Stay Officer for the school
calendar of 2010-2011 and
will know her placement
when she attends the
Leadership Conference in
June,” said Lewis. “I received
my thirty year advisory pin,”
said Lewis. “Courtney Mathis
is the other student being
recognized, but could not be
here due to her being away
at the One Act Play,” said
Lewis.
“On April 6^ and 7^ we
will be having TAKS 5^
grade Math and on the 7^
will be the 6^ grade reading.
We had open house and it was
a great turn out with at least
300 attended,” said Principal
Doug Wicks.
In addition the meeting,
Linny DelaPina informed the
board of trustees that there
would be new courses for the
2010-2011. The high school
will be adding English 1301
Composition and Rhetoric,
English 1302 Composition,
Rhetoric and Reading, Math
1314 College Algebra, Math
1316 Trigonometry, Spanish
4 and Medical Terminology.
“Cooper ISD offering dual
credit classes is outstanding
in particular by not having a
community college in town,”
said Marshall.
“It is truly beneficial for
the majority that graduate
while attempting to ensure
freshmen English, Math,
Foreign Languages, it’s so
important for them to have
one foot in the university
door when they graduate,”
said DelaPina.
4-H to help Texas students learn about local government
What does ad valorem mean? What
does a county clerk do? How are county
governments in Texas structured, and
what services do they offer?
These and other questions are answered
in a new statewide 4-H curriculum
enrichment program developed to
increase awareness and understanding
of local government among seventh- and
12th-grade students.
“We were looking into updating
the 4-H County Government Guide,
which was about 25 years old, but
after extensive input the idea morphed
into producing a new 4-H curriculum
enrichment program,” said Rick Avery,
director, V.G. Young Institute of County
Government, part of the Texas AgriLife
Extension Service and one of the
organizations developing the program.
The result was “Keys to the
Courthouse: A Curriculum Enrichment
Program for Youth,” a more than 170-
page leadership-oriented publication
on county government, produced
through a partnership between the Texas
Association of Counties, the County
Judges and Commissioners Association
of Texas and the V.G. Young Institute.
In addition to helping students meet
requirements, the program wifi help them
build “developmental assets,” including
community values and serving others.
“In May, we wifi begin distributing
these publications and also wifi be
holding regional and district trainings to
familiarize the agents with the program,”
Lepley said. “And in July, we plan to add
the curriculum to the Texas 4-H Program
Curriculum Catalog.”

Delta County Fair
planned for April
Delta County Chamber of Commerce is sponsoring the Delta
County Fair to be held on Saturday, April 17^ at the Cooper
City Park. Hopefully, spring is just around the corner and
the weather is settling down for the County Fair, BBQ Cook-
off and Junior Livestock Show. Sam Bettes and his students
are ready for another good year. Several of the contestants
have already been other places with their animals and won big
prizes. This is always a big attraction for the County Fair.
Vendors are getting ready to come with their variety of items
to show and sell. Food vendors are getting anxious to start
cooking up some good things to satisfy your taste buds. There
are still spaces available for more vendors and the entry form
can be picked up at the Chamber Office or it is on the Chambers
web site at www.deltacounty.org on the newsletter page.
Several people have been calling the Chamber asking about
the pet clinic. Yes, Nan Beeler from the Pecan Gap Pet Clinic
wifi be at the County Fair vaccinating animals. She wifi be set
up from 9 am to Noon on Saturday, April 17^.
The BBQ Cook-off is open to everyone that wants to try their
favorite brisket recipes and enter for cash prizes. Entry fee is
only one cooked brisket to be brought to the Cooper Park by 9:30
am on Saturday. Judging will be at 10:30 and the Chamber wifi
be set up on the tennis courts serving a Brisket Luncheon as a
fundraiser for the Paul Robertson Fund. Robertson was injured
in the shoot-out at the Commerce Walmart several weeks ago
and the fundraiser luncheon wifi help with his medical bills.

Chamber Office or Karen Falls at the Delta County Library.
Get ready for a fun day at Cooper City Park and tell your
neighbors, bring your lawn chairs, listen to a lot of good music
and enjoy the day.

breakfast this
Saturday
The Lion’s Club wifi be sponsoring a pancake breakfast
Saturday April 3, 2010. The breakfast which begins at 7 a.m.
and lasts until 10 a.m. is going to be held in the Cooper Fire
Station.
According to Shey Stegall Lions President “We are raising
money for the Maroon and Gray scholarship that the Lions
donate to each year.’’Stegall added “This wifi also be a great
way to kick off city clean up week.”
Tickets for the all you can eat pancakes, sausage and juice
are available from any lions member and wifi be available at
the door for $5 for adults and $3.00 for children.
State, County, and City to Participate
Delta County
Clean-Up week
Delta County wifi be taking part in the Don’t Mess with
Texas Trash Off on Saturday April 10, 2010. The annual event
is part of the Great American Clean-up and, partnered with
TxDots’ comprehensive litter program which includes Keep
Texas Beautiful, Adopt a Highway and Don’t’ Mess with
Texas, is the single, largest clean-up event in the state. The
program encourages people across the state to join together
to make Texas beautiful by cleaning up litter and trash along
Texas roadsides and highways.
The City of Cooper wifi be joining forces with Delta County
Commissioners Court for County-Wide Clean-Up Week
beginning Saturday, April 3 through Saturday, April 10 as part
of the statewide effort. There wifi be a large dumpster set at
each precinct barn for residents of that area to dispose of their
trash. Chemicals, hazardous materials, tires, batteries, oil, and
refrigerators will not be allowed or accepted.
