County Attorney candidates
for Republican Primary
Jay Garrett and JoNita
Moody will be competing
for office of County Attorney
during the March 2, 2010,
Republican Primary.
JoNita Moody lives in
Cooper, has been married for
21 years and is raising three
children in Cooper.
Moody states that she is
seeking office because “she is
concerned with maintaining a
safe, law-abiding environment
in which to live and raise
families. Being County
Attorney is a way for me to
serve and give back to this
community where I have so
many fond memories.”
When asked of her
qualifications she stated, “I
have been an attorney for
29 years. I graduated from
University of Houston, Bates
College of Law. My Bachelors
degree is in Business and
Accounting. I worked for the
Department of Energy and
the Internal Revenue Service.
I then worked in the Tax
Department and in Corporate
Administration of Dresser
Industries, Inc., a Fortune
500 Company. For the past
17 years I have maintained
a practice with emphasis
on taxation, probate, estate
planning and real estate. For
several months before I filed
to run for County Attorney,
I observed the operation of
County Commissioners and
Justice of the Peace Courts.”
Moody feels that the
three most significant areas
of interest and concern
are making Delta County
a safe place in which to
live, maintain integrity and
credibility of county judicial
system and “Encourage
growth and prosperity of Delta
County without sacrificing
the benefits of hometown
living”. If elected, Moody
plans on addressing the
concerns by being available
to listen to concerns of others.
“My motto is plan the work
and work the plan”. She plans
on identifying problems and
'‘organize the steps needed to
solve the problem or issue and
follow those steps to achieve
the goal”
To the voters of Delta
County she says, “I am
honest. I am responsible. I
play by the rules. I will treat
all residents of Delta County
fairly and with respect.”
Jay Garrett lives in Cooper,
has two sons and a daughter
and is married to Kay
Garrett.
Garrett states that he
is seeking office because
“during the tenure of my
predecessor I volunteered to
assist the county as prosecutor
while he was recovering from
medical problems. Upon his
resignation I was asked by
the Commissioner’s Court
to assume the mantle of the
office. I was honored by the
request and accepted the
appointment. I believe that we
all have an obligation to give
back to our communities.”
When asked of his
qualifications he stated, “I
have been licensed as a Texas
attorney for 34 years and have
extensive experience in civil
and criminal trials. I have had
the privilege of representing
and providing legal services
to the citizens of Delta
County during such time. I
have been a member of the
Texas Bar Association, the
American Bar Association,
the Northeast Texas Bar
Association, the United
States Bar Association for the
Eastern, Northern, Western
and Fifth Circuit Court of
Appeals.”
Garrett feels that the three
most significant areas of
interest and concern are the
office of County Attorney
absolutely must have an
experienced trial attorney to
be able to handle the multitude
of cases and to ensure that
respect for the rule of law
remains in control, have
experience in working with
municipal courts to go after
and collect of unpaid fines
and court cost that remain
on the books and preserving
the safety and security of the
residents of Delta County and
protecting us all from crime
in a paramount concern I
hold for the office of County
Attorney.
To the voters of Delta
County he says, “I am asking
the voters of Delta County for
their support by voting for me
in the Republican Primary on
March 2, 2010 to continue
in office as your County
Attorney. I also seek and will
appreciate you prayers and
your generous use of time to
assist in spreading the word
regarding my campaign for
a strong and effective office
of County Attorney. As your
County Attorney I look
forward to serving you and
making Delta County safe
and secure from crime and a
place we can enjoy life.”
Delta County loses treasure
Delta County lost a
cherished resident Saturday
night, February 20, when
Virginia Lou Whitney passed
away in her sleep surrounded
by her family at home.
Whitney was born on April
15,1943, in Houston and grew
up in Cooper, graduating from
Cooper High School in 1961.
Her parents were Herman and
Katherine Boles Kennedy.
She worked in the Plano area
working as a bookkeeper
in the oil industry, taking
leadership roles in women’s
business organizations, and
distributing for Amway, all
while raising her children.
After retiring, she returned
to Cooper in 1994 and began
a successful new career as
a realtor. She worked for
Century 21 First Group and
more recently as a realtor
with RE/MAX of Texas.
She was married to former
Delta County Judge Hugh
Whitney for 42 years and had
three children. Her children
include daughter and son-
in-law Laura Lanette Kinzie
and Sergio Cortes of Dallas;
son and daughter-in-law
Michael Shawn and Amy
Marie Kinzie of Emory; and
son Charles Justin Whitney
of Cooper. She doted on her
beloved grandchildren Shawn
Donovan Kinzie, Meagan
Lanette Kinzie, Caitlin
Shea Kinzie, and Riley Erin
Kinzie.
She was very active in
community affairs and worked
for over 16 years to make
Delta County a better place to
live. She served as president of
the Delta County Chamber of
Commerce for several years.
She was also a co-founder of
the popular Chamber annual
event, Chigger Fest. She also
served as the President of
the South Sulphur Regional
Development Association
and was a regular columnist
for the Cooper Review’s
“Chamber Chatter.”
Funeral services were held
Tuesday, February 23 at the
First Baptist Church, with
Rick Perkins and Johnny
Witherspoon officiating.
Interment followed in the
Oaklawn Cemetery in
Cooper.
Remember 1946, 1947 & 1948?
Unusual weather
in Delta County
Strange weather has hit Cooper this year, just look at the snow on the gazebo, unusual
but not unheard of.

There has been considerable talk about
the weather lately and with good cause.
We have seen a considerable amount of
rainfall and even a winter storm. Many
are wondering has it ever been this way
before. The answer is yes, Cooper has seen
this weather pattern in the past. Here is a
news brief from the Cooper Review dated
April 19, 1946.
“A rain of almost cloudburst proportion
caused considerable damage here Tuesday
night when 2.47 inches of rain fell in
approximately 50 minutes. It is estimated
that this is about 10 percent of the average
rainfall for this section of Texas for one
year.”
In 1946, rain continued to cause havoc
in Cooper when the continual rainfall
caused the new dam to break and the
pump-house to flood. Trees fell on the
power lines to the pump-house knocking
out electricity and cutting off the water
supply into Cooper. Cooper was flooding
but the water tower was near empty and
Cooper’s water supply was cut off.
The bad weather continued into 1947.
Here is an item from the January 10, 1947,
Cooper Review:
“Weather and lack of fittings are
holding up the completion of Cooper’s
new water system this week. Work was
progressing rapidly on the construction
of the pump house located at the old city
park in the last days of 1946 when the sub-
freezing weather halted all activity.”
The weather reported in the January
3, 1947 issue of the Cooper Review talks
of 18-degree weather and three inches of
snow. By April of 1947, people were still
concerned about the rain so the Cooper
Review did a comparison of 1946 and
1947 rainfall totals and as a surprise to
many, the rainfall was actually down in
1946. The April 25, 1947 Cooper Review
stated:
“Totals for the first four months during
this year show that the county had a total
of 9.68 inches of rain compared with a
total of 23.31 inches during the first four
months in 1946.”
But the comparison didn’t stop people
from wondering about the amount of
rainfall. 1948 seemed like it was going
to follow the previous two years of rainy
winter weather. The January 9, 1948
Cooper Review reported on the New
Year and its weather. “The year 1947 is
gone forever and Delta County saw 1948
ushered in last week on the heels of a
norther and near flood.”
In May of 1948, Cooper had received
five inches of rain in just ten days. Not
long after, the rain subsided and people
were once more talking about the dry
hot weather. So, we have seen this rain
before and we wifi be sure to see it again,
just as sure as people wifi always talk
about the weather, hot, cold, rainy or dry-
it wifi always be an interesting topic for
discussion.
PTO sponsoring Garage Sale
to benefit playground
The Cooper Elementary with a safe environment for Friday, March 5^ from 3:00
Parent Teacher Organization
is sponsoring a Garage Sale
to be held on March 6
to benefit the playground
at the new elementary school.
All proceeds from the event
wifi help pay for items such as
swings, slides, monkey bars,
outdoor play areas for sports
and recreation and more. The
PTO invites everyone to join
together as a community to
help provide the children
play and for building a solid
foundation that wifi allow
the children to grow into the
leaders of the future.
The PTO is seeking
donations for the Garage
Sale of working appliances,
electronics, clean clothing/
bedding, furniture, pictures,
books, bikes, toys, etc.
Items may be dropped off
on Thursday, March 4 from
5:30 p.m. until 7:00 p.m. and
until 7:00 p.m. at the New
Facility-behind the current
elementary campus. The
PTO is requesting that donors
do not drop anything off at the
school office or send anything
to school with a child.
The Garage Sale wifi be
held at the Cooper Elementary
Cafeteria from 9:00 a.m. until
5:00 p.m. on Saturday, March
6. Sales wifi be cash only.
