Training Institute. He has just
finished serving his second term
as President of “The Institute”. He
is still involved in education by
serving as one of six Assessors for
Region VIII Service Center. They
have assessed over 200 Principals in
the Region VIII area in the last five
years. He wants CISD to be the best
district possible with strong teachers
and administrators. He wants the
district to be competitive in all
aspects from academics to sports.
He would like to see the board of
trustees to involve the parents and
community in decision making.
Jake Vaughn has lived in Delta
County for 11 years and has three
children that currently attend school
in the CISD. He currently serves
as Pastor for East Delta Baptist
Church and is a lineman for Oncor
Electric Delivery. He has attended
SouthwesternTheological Seminary.
While he does not have experience
working with or inside the school
board, he hopes to gain some of
this experience through working
with the Board of Trustees and also
through the training required by
the State Board of Education. He
will also raise his awareness of the
responsibilities of the board through
the Texas Association of School
Boards (TASB). He believes his
greatest qualification for this position
is the love he has for the children of
Delta County. It is also his desire
to see the school system excel in
excellence in all areas of education,
UIL scores and athletics. He says
he will strive to conduct all of his
dealings with other board members,
superintendent, teachers, community
and students with the highest ethical
conduct. As a pastor, he deals with
finances, budgets, curriculum and
personnel on a regular basis. He has
also served for the past three years
as the Chairman of East Region
Safety Board for his company
where they study trends, accidents
and recommendations from OSH A
and make decisions based on their
work group. He believes that
decisions within the school district
whether with curriculum, programs,
policies or personnel should be
made after open, honest discussions
within the board and those decisions
should be made on what is best
for the students, striving to keep
personalities out of the decision.
What is the number one issue facing our
school district? Whatplan(s) do you have
to address it?
Freeman—School finance will be an issue
for many years to come. The board must be
conservative to be able to withstand the impact
of the financial decisions made by legislature
while still providing the best possible
education and services to students and staff.
Huie— I would like to see our school
system be a top competitor in all areas.
UIL, Band and Athletics are all important in
preparing our children for tomorrow. I am
confident that each and everyone one of us
would be proud to see three signs declaring
‘Exemplary Campus’ each and every year!
It is my contention that communication
plays a key role in success on any level. It
is certainly important in having a successful
school system and we should each hold
ourselves accountable - parents, teachers,
administrators, board members, voters, etc.
- for ensuring open communication with
each other. It is much easier for a “team” to
accept a challenge, develop a solution or plan
and then achieve the set goal. I will make
myself available to anyone with concerns,
opinions, or thoughts about what is currently
working and what may need to improve. As
a Trustee, it is my duty to listen closely, study
the issues carefully and vote accordingly.
McCain—I want us to have the best
district possible with strong teachers and
administrators. I want us to be competitive in
all aspects from academics to sports. I want
us to involve our parents and community in
decision making. Our Elementary Campus is
a nightmare for traffic patterns and student
safety and security. We need new facilities
for that population. We need a track and new
facilities for football. I hope we can address
these issues with a bond election this year.
Vaughn—For me TAKS testing, UIL
and reading scores are among some of the
most prevalent issues being addressed by
our Board. I will work with the plans and
strategies that are already in place and listen
and study the recommendations being brought
before to board to elevate all of the scores.
Should schools be focusing more on
athletics or on academics? Education
versus athletics - How would you help
maintain a healthy balance?
Freeman—Academics is the most
important area in education. A strong
athletic program helps unite the community
and draws interest in the school system.
Huie—It is my opinion that academics are
the backbone of our children’s future success.
It all starts there. I do support an athletic
program, as I firmly believe that children
will draw from that experience throughout
each aspect of their lives, also. While so
many kids may not have the opportunity to
pursue participation in professional sports as
their livelihood, the discipline, team work,
self-esteem and determination that they will
have experienced will be just another part in
structuring them as a successful adult. While
the question posed in this questionnaire was
limited to academics versus athletics, I can
personally speak to the same characteristics
that are developed through Band, Arts and
other extracurricular involvement. They all
assist in developing a strong person as a whole
and as long as each entity works together for
the greater good of the child in developing
that area, a wonderful balance is maintained.
McCain— I am a most avid sport’s fan,
but I think we need to have strong academic
programs so that all students will be able to
succeed in life. I want our students to compete
with the best and feel secure that they will be
able to compete successfully. I want them to
know that when they graduate, they will be
able to successfully attend any college or
university that they choose. If you have a
strong academic program and good tradition,
all other programs will be successful at
high levels as well. The best well-rounded
school has all things in proper balance.
Vaughn—Academics of course first come
to mind as a schools first focus. It’s my opinion
that reading should be first and foremost in
education. Not to take away from any other
area but reading to learn is the key to learning.
I feel that a healthy balance is also important.
I believe extra-curricular activities such as
band, Ag, Theatre Arts, GT, and athletics
help build confidence, character and an
understanding of hard work and rewards that
are a result of that work. I believe a healthy
athletic program builds pride in the school
system both in students and the community.
When the community and students are both
sharing in this pride, then we begin to see
support for many areas in our school system.
What are your views regarding facilities
needs for the district?
Freeman— I believe that we have many
areas which need improvement. The most
critical facility need we currently face is
the need for a new elementary campus.
Huie—I believe it is time to pursue
delivering afactual andinformati ve presentation
for community input regarding facility needs.
McCain— I have stated that I feel we
need new facilities for an elementary, track
and football field. I think we can afford to do
this. It will cost some of us more the longer we
wait. If we could have built all of this in 1994
when the last bond election was successful,
we would have been much better off—cost
of building was much cheaper then than now.
Vaughn—I believe we have a great facility
that our Jr. High and High school children
attend. Cooper residents should be proud of
the accomplishments we have made in the past
concerning our facilities. I also feel we need to
take a look at our elementary school facilities,
as well as our football stadium facilities. We
talk of pride and excellence in our academics
and athletics, why should we accept anything
less when it comes to our facilities. To reach
those goals in academics and athletics it takes
a commitment of work, resources and time
on our students and facility. To reach the
goals of pride and excellence in our facilities
it will take a commitment of work resources
and time from each of us in his community.

Stand up and be counted on May 12, 2007. The school
board elections for Cooper Independent School District and
Fannindel Independent School District and a Special Election
for Proposition 1, Constitutional Amendment will be held on
May 12th from 7:00 am to 7:00 pm.
The Cooper Independent School District registered
voters will be voting to elect 3 members to the Board of
Trustees. Polling places are:
Cooper City Hall, Cooper, Texas
East Delta Community Center
Enloe Community Center
Klondike Baptist Church
Ben Franklin Community Center
The Fannindel Independent School District registered
voters will be voting to elect one member for a three-year
term in Place 1, one member for a three-year term in Place
2, and one member for a two-year unexpired term in Place 2.
Polling places are:
Place 1, Ladonia City Hall, City Hall Plaza, Ladonia, Texas
Place 2, Pecan Gap City Hall, Pecan Gap, Texas.
The amendment election, Proposition 1 is the
constitutional amendment authorizing the legislature to
provide for a reduction of the limitation on the total amount
of ad valorem taxes that may be imposed for public school
purposes on the residence homesteads of the elderly or
disabled to reflect any reduction in the rate of those taxes for
the 2006 and 2007 tax years. Registered voters will vote in
their regular precincts, same as the general election.
