PACT: TCC, CISD happy with agreement

“When Dan Powell came
out with Plan B, I probably
said ‘hallelujah’ under my
breath,” TCC Chancellor
Erma Johnson Hadley said.
“The one thing of which I
have keenly focused is pro-
viding move accessible edu-
cation for the Tarrant County
College system to the citizens
of Tarrant County.”
After nearly nine months
of negotiations, the two sides
signed a five-year deal in
September and 40 students
immediately began taking
classes in physiology and
anatomy, economics and
English.
Beginning this spring,
TCC President Dr. Peter Jor-
dan announced additional
curriculum in TCC’s pro-
grams of office and careers;
insurance; senior education;
cosmetology; general educa-
tion; adult basic education;
ESL and nursing.
“We are built on the prem-
ise at Tarrant County College
that for each citizen we can
help to get a better grip on
life not only is that person
better off for having done it,
but each one of us in Tarrant
County is better off for hav-
ing the opportunity provided
to them,” Hadley said.
“It’s cutting edge,” CISD
board member Sherry Whit-
ing said in September. “I
don’t know of any other dis-
tricts that are allowing a col-
lege to come in and work and
be a part of the school.”
The BRJ CTE Center was
originally built as a middle
school to be opened some-
time in 2010, but it was
repurposed into a CTE cen-
ter, but only half of the build-
ing would be utilized.
As part of the original
agreement TCC will provide
or pay:
■ Adequate management
and personnel for the facility
at the reasonable discretion
of TCC.
■ Instruction, qualified
and experienced instructors,
and support services, based
on TCC standards.
■ Internet and TCC in-
tranet connectivity and TCC
telecommunications connec-
tivity, based on the utiliza-
tion of the CISD backbone
wherein TCC reimburses
CISD for that portion of aver-
age Internet bandwidth used,
until such time that TCC pro-
cures independent Internet
access.
■ Furniture, fixtures and
equipment to outfit teaching
and administrative spaces.
■ Pay the cost of employ-
ing CISD security to the facil-
ity during hours when CISD
is not operating the facil-
ity, specifically evenings and
weekends.
■ Pay a percentage of cost
of utilities once enrollments
in non-dual credit program
offerings reach an undupli-
cated head count of 1,500
students.
Some of the terms of the
agreement CISD will provide
or pay:
■ Access to classrooms,
labs and recreational spaces
on the first floor of the CTEC
during hours when CISD is
not operating the facility, at
no cost.
■ Be responsible for the
maintenance, including light-
ing and daily custodial costs.
■ Maintain external and
major functions of the build-
ing to include but not limited
to air conditioning, heating,
roof and parking lots
“This partnership is not
about CISD. This partner-
ship is not about TCC and
it’s not about Commissioner
Brooks and it’s not about
Councilman Jungus Jordan,
it’s not about our trustees
and it’s not about your trust-
ees, it’s about the future of
our students, especially those
young students and to that
we pledge our best,” Hadley
said.
As part of the grand open-
ing, Powell, Jordan and Had-
ley put three items in a time
capsule, which will be opened
in May 2030.
An open house was also
held where people in atten-
dance could tour both levels
of the facility.
