Soler, Wenman attend NCMEC seminar

were two of 54 chiefs, sheriffs
and 911 emergency managers
to participate in the presti-
gious Chief Executive Officer
Training Seminar last week
at the National Center for
Missing and Exploited Chil-
dren in Alexandria, Va.
“This has been one of the
most valuable experiences
for me in my 16 years as a law
enforcement officer,” Soler
said. “To have been selected
in itself was an honor, but to
be able to bring the knowl-
edge home and put it into
practice is a plus for the citi-
zens of Crowley.”
The seminar was designed
to provide attendees better
understanding of the issue
of missing and sexually ex-
ploited children and how to
specifically deal with the situ-
ation of a child who has been
reported missing when time
is critical.
“We got to understand and
learn how serious a missing
child case can be and how it
affects not only the family,
but the community and de-
partment as well,” Soler ex-
plained.
Created in 1997 and fund-
ed by the United States De-
partment of Justice, Office of
Juvenile Justice Delinquen-
cy, the training discussed the
needed steps in implement-
ing the best practices for call
takers, responding officers,
investigators and command
staff.
All travel and lodging ex-
penses during the training
were covered by the NCMEC
through a grant from the
OJJDP.
“We are going to review
our policies on how to handle
this and we’re going to adopt
policies and procedures that
are up to national standards
and in line with what the
centers prescribe” Soler said.
“It’s a good thing for the de-
partment. We will be better
able to handle it in the event
it does happen — but we hope
it never does — we will be
prepared and ready.”

fatal accident, Andersen says

Alcohol and speeding
were major factors in the
accident that killed four
pedestrians last month in
an unincorporated part of
Burleson.
The 16-year-old driver
who hit and killed four
people had a blood alcohol
level of .24, three times the
legal limit, Tarrant County
Sheriff Dee Anderson said.
Anderson explained
during a press conference
July 9th the results of a pre-
liminary accident report.
The victims’ friends
and family were devastat-
ed last month after news
of the accident, which took
place on the 1500 block
of Burleson-Retta Road,
a narrow two-lane street
that has no street lighting,
just before midnight on
June 15.
Victims were Burleson
pastor Brian Jennings, 41;
Lillian resident Breanna
Mitchell, 24, the driver of
the SUV that was initially
hit; Hollie Boyles, 42; and
Shelby Boyles, 21.
Sixteen-year-old Ethan
Couch was driving at
about 68-70 mph when he
first made impact, Ander-
son said. The speed limit
on Burleson-Retta Road is
40 mph.
Boyles and Jennings
had come out to aid Mitch-
ell, whose vehicle was dis-
abled, when they were
struck, said Terry Grisham
of the Tarrant County
Sheriff s Office.
According to the pre-
liminary accident report,
Couch first hit the dis-
abled SUV on the side of
the road and continued to
run over the four victims.
Couch’s Ford truck then
struck Jennings’ vehicle,
which was also pulled
over on the road. The Ford
truck flipped over and hit
a tree.
When Jennings’ vehicle
was hit, it collided with an-
other vehicle coming from
the opposite direction.
Couch will likely face se-
rious charges, but Ander-
son didn’t speculate what
those would be.
Aside from the four that
were killed, nine people
were injured in the acci-
dent. A total of 16 people
were involved.
“There are no real sur-
prises that we’ve come
upon except, that there
has been no further loss of
life,” said Anderson.
“The fact that the eight
people riding in the red
Ford truck - all teenagers,
none of them wearing seat
belts and two actually in
the bed of the truck - are
still alive is unbelievable,
said Anderson.
“It is a tragedy that is
unlike something that
we’ve seen for awhile,” An-
derson said. “It is some-
thing that was completely
preventable. It is some-
thing that because a group
of people made some very
very bad decisions, four
totally innocent people
lost their lives.”
During the investiga-
tion, the sheriffs office
discovered the teens had
tried to purchase alcohol
at a convenience store but
were denied. They were
later caught on security
cameras stealing two cases
of beer from the Walmart
in Burleson.
TABC is still investigat-
ing where the teens got al-
cohol during the early part
of the evening, Anderson
said.
With the work of the
sheriff s office almost com-
plete, the case will be sent
to the District Attorney’s
office where it will be filed
with the juvenile court.
