The jniiu select committee of thd two Houses to whom was
referred a resolution instructing said couunittee to report the
'amount of the ptth'ic debt and a bill requiring the. creditors ol
llio State to tile releases ui the Comptroller's Office against the
United States ftr all said debts for which the duties on imports
were specially pledged; have duly considered the same and
liave instructed inn to ictportthnt they have procnied I'ioiii the
Comptroller and Andito a statement showing the amount ac-
tually ascertained together with the estimated amount of the in:
nscerhiincd debt which Mnlemcut is submitted as a part of this
report.
The committee find upon nn examination of the. statutes ol
the Republic of Texas that the only and whole amount lot
which duties on imports were specially pledged is the interest
on the funded debt created by an act of the Congress of the Re-
public of Texas ou tho seventh day of June 1837.
The committee deem it proper to remark that there is a class
of claims which has been presented at the Auditor's office for
spoliations for proorty taken and destroyed by both the enemy
and our own army during our revolution upon which no action
has been taken by the Auditorial.board and the limited time al-
lowed tho committee for the discharge of the duty imposed upon
them has prevented a thoroijgh examination into said class of
claims ; thtty therefore leave this class to be disposed of by fn
turo legislation without any expression of opinion on their part.
Tho list of persons ownjjtg consolidated stock created by
act of the 7th June 1837 which was classified by tho Auditor
and Comptroller at 70 cents on tho dollar and which shotild be
allowed nt par a shown in the report of tho Comptroller nnd
Auditor nnd marked E" we nro induced to believe are a spe-
cial class and in the opinion of a majority of ijto committee
should be paid at par ; but for tho want of lime to examine each
inuiviunni citum mo committee would recommend mat tues-jnie
bo passed over for the present subject to future legislation.
In conclusion tho committee report herewith a bill and
recommend its passage. All of which is respect full v submitted.
