composed a class for examina-
tion at Center Saturday to re-
ceive certificates. Seven were
for three-year renewals, hav-
ing previously served the re-

Hubert Smith of Center,
first-time applicant, took ex-
amination for a one-year certi-

The required proficiency

tion, and each will receive cer-

Air Courier to Berlin)—Warn-
ing that a "serious scarcity” of
food threatens in German-held
Paris and the Seine region.
French officials today appeal-
ed to the civil population for,
self-imposed food rationing.
The appeal was issued by
the Prefect of the Seine de-
partment, Aehille YBley, and
the Paris police prefect, Roger
Langeron.
“It is our duty to appeal to
your reasoning as well as your
patriotism," the appeal stated.
“We don’t want to alarm you
but you must understand the
necessity for discipline which
must be freely accepted, and
rigorous.
"The administration has ac-
complished ita duty in taking
all the necessary measures to
economize on existing stocks
of food but this effort will be
in vain if consumers and mer-
chants do not help spontane-
ously.”
The government of Marshal
Henri Philippe Petain at
Vichy last Friday ordered
stringent food rationing—
more severe than any experi-
enced by the French people
while they were at war—and
explained that the German oc-
cupation of a large part of
Franc” and the intensification
of the British blockade made
such rigorous rationing neces-
sary.

The following account of
the county convention held at
Center Saturday is reproduced
from the Center Daily News,
Aug. 5:
Delegates to the State Dem-
ocratic convention were named
and resolutions opposing a
third term for President of the
United States by any man were
adopted at a county conven-
tion held in Center last Satur-
day at the courthouse. Judge
B. J. McLeroy was chosen
chairman of the convention
and Dudley Davis secretary.
Hie resolutions were not
passed without opposition,
members of the committee di-
viding on various sections and
a minority report, embodying
the opposition to a third term,
coining before the convention
to be adopted when a tie vote
was broken by the chairman
voting for the paragraph.
The resolutions adopted
were as follows:
We, the committee on reso-
lutions appointed by the chair-
man of this convention, pre-
sent the following resolutions:
1. We* are opposed to any
third term of any man for
president of the United States.
We are old line Democrats and
resize that Americanism is be-
ing flaunted, the constitution
evaded and the voter misguid-
ed and we suggest that dele-
gates be sent to the state con-
vention who are of this opin-
ion.
2. We favor the payment of
old age pensions immediately
natural re-
