prepared a new petition nearly similar to

approaches its close pressing its passage

close of a Legislative session it would be

Cibolo takes us entirely by surprise and

ted exclusively by an American population
who as far as I know do not complain of
belonging to the county of Atascoso. Is
there any petition here signed by any of tho
citizens of Atascoso county to be joined to
the new county? I do not know such to
be the case. Hove thoy been consulted in
order to ascertain their wishes ? Not in the
least; they arc disposed of as if they were
tho private property of 'the petitioners J they
are transformed from onecounty to another
to suit the will of thegentlmen from Cibolo
and their legal Representatives here arc
desired to keep silent and not to regard the
independence and dignity of that portion of
their constituents. Itshallnotbe so as long
have a seat and represent them in this
Senate. These citizens would then have
the right to complain ; they could then say

a country where we all boast of being free
men : I therefore protest in their' name

But leaving for a moment aside these
questions of convenience and private inter-
est let mc be permitted to consider this
question in its bearing upou ouiselvcs ana
the diguity of the Legislature. The com-
plaint has frequently been made and per
haps with some show ot rcjisou that our
acts have not the desired stability that that
which has been decided one day may be
revoked the next Do not benators sec
how much cause we would give for this
complaint if the request of the petitioners
should be granted ?
Wc have just created the Countv of
Atascoso; we have established its limits; its
inhabitants have already fixed upou the
county beat ; its location has Undoubtedly
given rise to speculation and causedinvest-
monts this couuty has hardly been organised
and we ure now with one stroke of the pen
to undo to chancre in a moment what we
have already determined upon after mature
reflcctiou Wcare about to disorganise this
new county at the time itisbeiug organised?
Sir tho citizens of Atascoso at largo have
rights as sacred as those of the Cibolo aud I
am confident that the Senate will respect
those rights.
Mr objections to the creation of the new
countv of Cibolo do not top hero. As I
have already said it is proposod to take
470 square miles .trom the county ot Jsexar
thus including both banks ot the ban
Antonio river. This part of Bexar is thickly
settled by an agricultural population 'which
according to my calculation amounts to
nearly a thousand persons ; among whom
there is from UnU to 'lio qualified ejectors;
this entire population protest as'one man
against beingseparated fronl old Bexar and
annexed ton new county. And do not
Imagine sir that theyact1hus"withoutgood
reasons; all -these citizens arc of Mexican
origin the were nearly all born ill the City
of San Antonio ; most of them own leal
estate in that city; their children are
schooled and educated there ; these citizens
understand the. English language but little
if at all; they are acquainted with the offi
cers of San" Antonio who all more or less
speak or at least understand Spanish and
if in an exceptional case one should not
understand it theyjeadily find friends there
who an serve as interpreters ; separate this
population from iBexar to attach them to
any other county whatever and so far as
they are concerned it will give rise' to
irouDies uiincuiues anu omuarassments.
This numerous population therefore justly
Tefuse tobeincludedintheprojected county.
All their sympathies ana interests are asso-
ciated with San Antoriio and I maintain
that it is our duty to listen to their voice
and their wishes. In fact in a government
like ours is ft not a principle that the
minority should yield to the majority? will
any one contend that this is not one of the
principlesTipohTvhich ourrepublican govern-
mentisiounded; ands not 'this: principle

Mv answer Mr. President is easily made
first I defend here the ihtorcstof Ameri
can born citizens as much so as wen as tne

areas much citizens as those of American ori-
gin and as such they have the same rights
the same prerogatives as an omur cuizuii&
of whatever Origin they may be. I
do not know of any law that establishes any
distinction between citizens and upon the
day of election the vote of the least of those
is equal to that of the most distinguished
citizen of the State ; but what right has
any one to tax with ignorancp a portion of
our citizens as a class ? Is it because they
cannot express their ideas in flic English
language and are not understood. That in
mv opinion is the reaspn why their moral
worth is not appreciated ; but that does not
justify any body to treat them in this man
ner and to undervalue tneir intelligence.
It is true and I concede it 'that there is
among them a among all individuals ot
any other nationality ignorant persons. I
go farther and I concede even that there
is among them perhaps a greater proportion-
ate number of ignorant persons than among
many othew but must it therefore be said
that it is right to style them all in a body
as ignorant ? For myself Mr. President I
have the advantage of understanding them
and of sDeakins their language aud I here
declare publicly that there is among tnem

numb more advanced than would be be-
lievedj and some of them yield in nothing
except language to men of any other origin

sides I maintain thnt no distinction should
be made that does not exist by law.
"Itcturning to the question before us I
find that in the 476 square miles that it is
proposed to take from Bexar count)- to com
pose a part ot the county asked tor three
fourth at least ot the resident citizens are
opposed to this separation ; and I maintain
that under such circumstances the creation
of the now county would be an unjust and
arbitrary measure; it would bea greatabuse
of power.
Another consideration. Mr. President
prevents my consenting to the creation of
the newcounty and this consideration is of
a different nature than the others.
The couuty of Bexar sir formerly ex
tended westward to ttic ltio Ixrande em
bracing in its limits this vast extent of
country which alone is suthcient to iorra j
State. This territory was verysparsely set
tied ; in many places not at all and yet as
it is contiguous to the borders ot the 31 ex
ican Republic it has always been a c&use
of great expense to tho county of Bexar
and without any corresponding benefits in
the administration of criminal justice ; it
is only lately that this portion of country is
bejrinincrto bo settled and thus consequent
ly the county is being able by means of
county taxes to receive aoy return for the
numerous and heavy expenses that' it has
caused for so many years ; yet during the
first part of this session many applications
have been made to tins Legislature to crem
ate new counties out of that territory. The
Representatives from Bexar instead of op
posing these applications have in every iu
stance except this supported them because
they were -justm themselves although pre
judicial to the county treasury which would
be deprived of the county taxes for that
portion of the territory while tho expenses
of Bexar county would still be tho same
for some time to come xns the new counties
have not yet and will not soon have suita
ble ioils for holding prisoners who in that
case will be certainly thrown upon Bexar
county'ana tno compensation to be expect-
ed is very uncertain.
Nevertheless eight counties have been cre-
ated in this manner from that territory in
the firstpari of this session. An applica
tion is now made for a new county to be
created in. the richest and most thickly set
tled part of -what remaius of Bexar county :
thus taking from it at least one-fourth of
its actual resources at present insufficient
to meet the current expenses of the county
which amount to about bU00 U0 per an-
num without considering the heavy debt
already weighing upon it.
If this petition is granted Mr. President
tho county of Bexar will not only not be
able to pay or even diminish its debt but
I doubt very much whether it will be able
to meet its current expenses already allud
ed to.
Such are the objections that make it my
imperative duty to oppose thepassage of this
bill. I will Testate them briefly :
1st. The creation tf the'proposed county
reduces Guadalupe county to too small a
size and contravenes the spirit of the Con
stitution.
2nd. The same is the case with Karnes
county.
rd. The new countv f Atascoso -will
be disorganized without consulting its in-

In view of these serious objections 1 see
but ope reason for granting this demand
that is the .convenience of a number of lam-
iliOwboHiunow too 'far from their county
Beat. Thin remoteness is the only reason
to justify tho passage pf the bill. I take
this reason as it is givou without desiring
toco if theie are uol ulterior motives for
thii application npt apparent here; and I
jay that this- reason would not ft. a moment
couutcr-balanco the numerous objections
that I have presented. If tho petitioners
really have no other pbject than of that of
being near to a county seat let me suggest
to them that they can obtain this object to
a certain extent by being attached to tho
county of Giuulnlupu which as I huvo al-
rcady said is unoof the bmiilleitcountios in
the State inol of them would gain ton
miles at lent and the leist fnvoredfwould be
live niilcA nearer.
For myself if they .should make this re-
quest instead of opposing ityl would give it
my mast hearty support.

cannot be fully taught in tho regular course will
be delivered (luring the month of October com-

Clinical instruction is given twice a week at the
Memphis Hospital. A city Dispensary Clininue
has also been established at the College at which
operations are performed and caseB prescribed for
and lectured upou daily.
The College possesses an ample Museum and
complete Chemical and other apparatus.
