cent visit to Washington had
no political purpose behind it.
Those who consider Mr.
•Hoover as an appropriate
nominee of the Republican
Party point first to the recent
indications of a strong Repub-
lican trend among the voters
of Ohio, which is considered
almost the index state by
which to measure political ten-
■deneies. Both of the two Con-
gressional vacancies caused by
the deaths of Ohio members
have lately been filled by the
j election of Republicans. One of
j these was a foregone conelu-
. sion, but the other was a corn-
I plete reversal on the part of
the voters, who had elected a
Democrat from that district in
the last five biennial elections.
If that is an omen, as some
political soothsayers claim, of
upon the international situa-
tion, and either Mr. Roosevelt
or someone whom he selects is
to head the Democratic ticket,
the general belief among
Washington observers is that
the Republicans will be put to
it to name a candidate who
would be regarded by the vot-
a Republican victory next Fall, ing publie as sufficiently versed
then there is possible grounds
, for their belief that the per-
sonality of the Republican
candidate will be of less impor-
tance than the policies he

Roosevelt himself. All the re-

Whether the European mis-
sion of the Under Secretary of
State, Mr. Welles, is to devel-
op a plan for American inter-
vention for a peace settlement,
or merely to bring back the
personal views of the heads of
the warring nations, it has
caught the popular fancy as an
American gesture aimed at
bringing the war to an end,
greatly to the personal and
political aggrandizement of
Mr. Roosevelt in the public
eye.

ington generally was that the
terms had strengthened Russo-
German collaboration. Several
legislators said, however, the
end of hostilities had removed
one possible cause for Ameri-
can involvement in the Euro-

The end of the conflict
marked another partial victory
for the aggressive policy start-
ed by Josef Stalin following
the Busso-German non-aggres-
sion treaty and Germany’s In-
vasion of Poland which started
the European war.
The treaty consisted of nine
points and was followed by

Well Organized
Fort Worth, Texas. (UP)—
The American Red Cross is or-
ganized much better for aiding
Europe’s war victims today
than it was in 1918, James K.
McClintock, national vice pres-
ident in charge of finance, said
here recently.
McClintock said that special
aministrators had to be sent
from the United States to
-France when money was raised
for sufferers in the 1914-18
war, to insure that it was prop-
erly distributed.
Sixty-two nations now are
organized under the Red
Cross, he said, and funds can
be put into use rapidly. In Fin-
land. for instance, $160,000
provided by the American Red
Cross already has been sent to
that country.
The Red Cross vice president
denied that the Finnish relief
campaign directed by Former
President Herbert Hoover is
