Postmaster General Warns Public Against
Delay In Mailing Their Christmas Parcels

emor’s committee on election
laws will meet again on Jan.

honesty and fairness of elec-
tions and preserve the purity
of the ballot.”
The committee held its first
meeting recently and prompt-
ly termed present Texas laws
on campaign expenses of poli-
tical candidates a “joke” and
a “farce.”
Secretary of State Paul
Brown said expense accounts
of political candidates, as gov-
erned by laws, were a "joke.”
"No candidate can make a
.campaign in Texas on the
amount allowed by the
statutes.”
“We all know,” said the
committee chairman, H.
Gandy Chandler of Austin,
“that it (the present expense
filing system) is a farce."
Chandler was named chair-
man by unanimous vote.
House speaker, W. O. Reed
of Dallas said he believed
“the legislature will not do
anything about it.”
The 11-member committee
agreed to sidestep the issue af-
ter brief discussion.
But . the group decided to
consider numerous changes in
the present election system.
The changes involved the
possibility of state and county
payment of election costs, a
secret ballot and advancing of
dates of primary elections a
month or two months to per-
mit thorough investigation of
possible election contests.
Committee members agreed
that they should avoid discuss-
ing abolition of poll tax and
primary system, changing the
election of any state official,
and the presidential preferen-
tial primary.

With the normal mail
volume at an all-time high,
i Postmaster General Jesse M.
J Donaldson today warned
Christmas mailers that unless
they mail their Christmas par-
cels at once and their Christ-
mas cards well in advance of
Christmas week that they face
not having
them delivered until after
Christmas.
Directing the attention of
Christmas mailers to the fact
that normal mail volume in
the last several months has
daily reached the proportions
of the peak of the Christmas
period a year ago, the Post-
master General said that this
year’s Christmas mail, added
to the present everyday record
volume, has created the most
acute mail congestion and
transportation problem in the
entire history of the Postal
Service.
Only by the immediate mail-
ing of Christmas parcels, Mr.
Donaldson said, can the send
ers be assured that their gifts
will arrive prior to Christmas
and thereby be in keeping
with the spirit of the holiday
season.
The Post Office Department,
Mr. Donaldson pointed out,
has been making preparations
for this year’s anticipated rec-
ord Christmas mailings since
early last Spring. He added,
however, that only by the
wholehearted cooperation of
the mailing public with this
urgent mail early plea of the
Postal Service will it be possi-
ble to handle this year’s un
precedented holiday mailings
on time.
While every availably
means of transportation and
extra facilities have been
pressed into service, together
with the employment of ap-
proximately 300,000 tempo-
rary employees during the
holiday period, Mr. Donald
son emphasized that much of
this advance preparation will
have been in vain if the mail-
ing public fails to place their
Christmas parcels in the mails
at once.
Mr. Donaldson said that the
Post Office Department is
relying on the mailing public
to do its full part in cooperat-
ing in this year’s holiday mail
problem, the greatest ever to
confront the Postal Service.
