Fill ANSWER TO
RUSSIA TfiBH_
Helsingfors, Tuesday, Oct.
81. (UP)—The government of
Finland, which will send its
"final answer” on Russia's de-
mands to Moscow tonight, is
preparing for the possibility of
United States participation in
an arbitration move if a direct
settlement is impossible.
The government yesterday
announced that it had obtain-
ed complete parliamentary ap-
proval of the answer to Rus-
sia and it was indicated that
Finland will refuse flatly to
enter into a mutual assistance
pact or permit Soviet military
bases on the Finnish mainland.
Finland's answer to Russia’s
written proposal will be car-
ried back to Moscow tonight
by Former Premier John K.
Paasikivi and the long and
stubborn negotiations are ex-
pected to reach a climatic
stage.
It was disclosed that Col.
Urho Paasonen, adjutant to
President Kyoesti K&llio, and
a representative of Defense
Minister Juhu Kiukannen, also
will go to Moscow with Pa'asi-
kivi to serve as possible liaison
officers with United States of-
ficials.
Because President Roosevelt,
in his recent note cf moral sup-
port of Finland, asked to be
kept abreast of the negotia-
tions it was said that if the
Moscow talks approached a
crisis an arbitration commis-
sion might be set up and that,
in such event, the United States
embassy would be consulted.

"The Bear
Went Over the
Mountain....”
You remember why, don’t you? Certainly. It
was “to see what he could see.”
And it’s for just this same beautifully
simple reason that thousands of knowing peo-
ple run through the advertisements in their
daily newspapers.
For, it seems, civilized men and women
. are seldom satisfied with their lot. In this
ever-producing age they have an insatiable ap-
petite for something new .which may make
life brighter. That something may be an
electric razor, or new clothes... a good book,
or a ride in a streamlined train.
So they turn the newspaper pages to see
what they cfui see. There they’re able to find
what it is, why it is, where it is, and how much
it is. And the advertisements say, "Come
and get itl”
