Charley Lockhart, candidate
for State Treasurer:
"My campaign is based sole-
ly on my previous record in of-
.fiee. I invite inspection of my
record by any persons at any
time. During the time that I
hxve been serving as state
■treasurer, I have handled
about »200,000,000 each year,
■and eveiy penny of that money
toas been accounted for to the
.best interests of the state.
“-There is one point about the
money belonging to the state
that I would like to clear up
at this time. Recently, the fed-
eral government passed a law
-•which absolutely forbids a
.•depository bank which is a
■member of the federal reserve
-■ system to pay any interest on
• - .demand accounts. The state
ithen passed a law to conform
to the. federal law.
J ‘Since that time, I have
i placed increasing amounts of
i the money belonging to the
*' state in time accounts, which
■ do pay the state money for
-interest. It is not my fault that
■ these laws were passed which
. (prohibits payment of interest
••on money belonging to the
• state. At the time the bill
ccame up before congress, I
wrote open letters to the gov-
ernor, the House of Represen-
tatives, and the Senate, asking
Ahat they go on record as op-
posing the bill. They took no
.action in the matter."
$?-. B. Barnes, candidate for
State Treasurer:
1. Reduction in the expenses
.of the department which can
be run more efficiently than at
-present on at least 20 per cent
less overhead.
2. Employment1 on the merit
Haasis and the payment of sal-
aries alike to both men and
•women based upon the serv-
ice* rendered.
3. Reformation, and restor-
ation of the department to the
people, that the business of the
department can be transacted
from offices provided for by
law in the Capitol Building and
not by outside influences.
4. Against maintaining a
special lobbyist for the depart-
ment at the expense of the
state.
6. As member of the Auto-
matic Tax Board, would vote to
maintain the rate of tax pro-
vided for by law for text books.
6. Old age pensions at not
less than $30 per month to all
who have reached the age of
65 years as provided by the
constitution. This includes the
$25 per month to Confederate
veterans without a reduction;
the state treasury department
shall not be made a clearing
house for scalping warrants.
7. Forty-two years is too
long for one man to remain in
public office unless for some
exceptional service.
8. Impartial distribution of
state funds in depository
banks, without favoritism, and
on approved security.
9. The state treasurer
should always be on the job,
capable of intensive and sus-
tained application to the duties
of bis office. The state’s busi-
ness should not be transacted
behind closed doors.
