Austin, Tex., Jan. 17.—Leg-
islators were asked today to
pass a second farm-to-market
road bill, authorizing as the
first one did an appropriation
of $40,000,000.
The measure was introduced
by Sen. G. C. Morris of Green-
ville and was substantially the
same as one offered last week
by Mrs. Neveilie Colson, Sen-
ator from Navasota.
However, the bill by Moms
sets out a formula by which
the $40,000,000 would be dis-
tributed.
Two-tenths of the funds
would be allocated on the
basis of area, determined by
the ratio of the area of the
county to the total area of the
state.
Four-tenths of the funds
would be allocated on the
basis of rural population, de-
termined by the ratio of the
rural population of the county
to the total rural population
of ths state.
The final four-tenths of the
$40,000,000 would be distri-
buted to the counties on the
basis of lateral road mileage,
determined by the roads in the
county to the total mileage of
the later roads in the state as
of Jan. 1, 1939.

The college board of direc-
tors has authorized President
F. G. Bo Ron to proceed with
negotiations for a Navy ROTC
unit on the campus, it was re-
vealed today.
The proposed naval unit
would be the third Navy
ROTC college organization in
the state. Others are at the
University of Texas and Rice
Institute.
