To All Qualified Voter* of the City
of Llano, Texa*, Who Own Taxable
Property in Said City and Who
Have Duly Rendered the Same for
Taxation:

determine whether or not the City
Council of said City shall he authori-
zed to Issue the bonds of said City,
In the following amount and for the
following purpose, to-wlt:

purpose of a qulrlng a combined elec-
tric, water and sewer system In
and for said City; and which
election was duly called nnd or-
dered by resolution anil order
of the City Council of said City,
passed on the 4th day of October,

Whereas, the City of Llano, Texas
nnd Its Inhabitants and the territory
adjacent there! > are now being sup-
plied with electric light service and
all other electrical service hv an el“e
trie distribution system owned by the
Lower Colorado fllver Authority; and
Whereas, th • said City and Its in
habitant* and the territory adjacent
thereto are now being supplied with
water by a water system owned by
the Texas Public Utilities Corpora
lion; and
Whereas th" said City and Its In
habitants are not served and protec-
ted by a sanitary sewer system, there
being no sanitary sewer system in
and for said City; nnd
Whereas, .t I« In the opinion of the
City Council of said City, necessary
and desirable that said City shall ac-
quire such utilities through the pur-
chase of said electric distribution
system from the I*owr Colorado It 1 v
er Authority nnd through making of
Improvements, extensions and addi-
tions thereto, and through the pur-
chase of the water system from the
Texas Public Utilities Corporation
and through the making of improve
ments, extensions and additions
thereto, and through the construction -
of a sanitary sewer system, and that |
such three utilities he combined Into
one utility system to be known as
the City's "Combined Electric, Water
and Hewer System", pursuant to au-
'lenity conferred by Article tins, as
amended, and bv Articles 1111 et spq.,
as amended, of the Texas Revised
Civil Statutes of 1925; and
Whereas, It Is provided by said
Article lias that any city or town

and right to purchase, construct and
operate water, sewer anil electric
light system t inside or outside of
such City limits and regulate and con-
trol same In a manner to protect the
Interests or such city or town; and
Whereas, It 1r provided by Article

have power to build and purchase,
to mortgage and encumber their light
systems, water systems, and sewer
systems, either, or all, and the frail-
•hlse and Income thereof and every
thing pertnlnlni thereto acquired or
to bu acquired and to evidence the
obligation therefor by the Issuance
>f bonds, notes or warrants, and to
ecu re the payment of funds to pur-
chase same; or to purchase addition
al water powers, riparian rights, or
to build, Improve, enlarge, extend or
repair such systems, or any one of
them, and as additional s.-urlty
therefor, by the terms of such en-
cumbrance, may grant to the pur-
chaser under sale or foreclosure
»hereunder, a franchise to operate
the systems an«l properties so pur-
chased for a teem of not over twenty
(201 years after purchase, subject to
all laws regulating same then In
force, and that no such obligation of
any such system shall ever be a debt
of such city or town, hut solely a
charge upon the properties of the
system so encumbered; and

tion of the Issuance of revenue bonds

proving such combined electric, wu

Be It Resolved and Ordered by the
City Council of the City of Llano
Texas:
1. That an ehctlon be held on the
30th duy of October, 1915, and which
Is not less than fifteen (15) nor more
than thirty (30* days from the date
of this Resolution and Order, at
which election the following proposi-
tion shell be submitted to the resi-
dent qualified electors who own tax
able property In said city and who
have (Inly rendered the same for taxa-
tion. for their action thereupon:

the purchase of the electric distribu-
tion system from the Lower Colorado
River Authority and through the
making of Improvements, extensions

to be special obligations of the City

and sewer system; and shall the City
Council be authorized to encumber
the city's combined electric, water
and sewer system, or the revenues
thereof, or bo'b, for the purpose of
securing the payment of principal of
and Interest on said bonds, said en-
cumbrance on said revenues to be an
exclusive firs' lien on and pledge of
said revenues, after the deduction of
the reasonable expenses of operating
