WASHINGTON (AP) — Critical
drought conditions still exist across
portions of the country, including
South Texas, the chairman of the
House Agriculture Committee said
Thursday in urging farmers to
“exercise every known practice of
moisture conservation.”
Rep. Kika de la Garza, a Mission
Democrat, was briefed this morn-
ing by Norton D. Strommen, the
chief metcrologist for the U.S Dc
partment of Agriculture, and said
he is concerned about the winter
wheat crop.
Critical drought conditions exist
in the West, South Texas, and por-
tions of the Midwest including
Nebraska, Kansas, eastern Mon-
tana, western Colorado and western
Oklahoma, de la Garza said Con-
ditions in the Northeast and South-
east are fair, excepts for spots.
“I am insisting farmers avail
themselves Of crop insurance and to
exercise every known practice prac-
tice of moisture conservation,” dc
la Garza said as the planting season
nears for many farmers.
Although the recent snowfall in
the West is a positive sign, “it is
not anything that would ease the
situation or even bring them back
to normal,” de la Garza said.
"The projection for winter wheat
is still a question mark,” de la
Gar/a said. "There may be some
injury with the extreme cold
weather, but we can’t tell yet But it
may be evening up with the current
snowfall of the last few days.
Overall, the projection is guarded
but someone positive. It's not to the
point we should forget about it.”
Dc la Garza said he was concer-
ned about the effects a lack of rain
would have on the unirrigated
ranchlands of South Texas. He
talked Wednesday with a rancher
who lives south of San Antonio,
who has sold his cattle because
drought conditions have scorched
his pasture. '
Dc la Garza said he was concer-
ned about the effects of a second
year of drought on grain reserves,
which were tapped last year after
the drought.

prognostication
PUNXSUTAWNEY, Pa. (AP) —
Punxsutawney Phil, that plump,
pampered groundhog long touted as
America’s best mammalian
meteorological prognosticator, saw
his shadow Thursday, predicting six
more weeks of a "kinder and
gentler” winter.
Phil’s proii Hers, declaring
Thursday the I02nd Groundhog
Day, rousted the brown, bcwhis-
kered forecaster out of his lighted,
heated burrow at dawn.
"In honor of America’s new
president. George Bush, the
groundhog stood tall and proud. He
spotted a thin, short shadow."
Punxsutawney Groundhog Club
President James H. Means told
spectators gathered at Gobbler's
Knob, a wooded knoll about three
miles south of Punxsutawney.
“The king of all groundhogs is
reluming to his burrow with a
promise of a kinder and gentler
winter,” Means said.
Tradition has it if the weather-
wise woodchuck secs his shadow,
six more weeks of winter will fol-
low. But if he doesn’t, they say
spring is just around the comer.
Phil’s unscientific forecasts don't
always hold up, but his handlers
nevertheless claim he’s never
wrong.
Groundhog Day fun has given
rise to four-legged forecasters
elsewhere, but none draws attention
equal to Phil’s.
For the record, the National
Weather Service’s 30-day outlook
calls for above normal temperatures.
WASHINGTON (AP) — Once
ou determine that you must file a
ederal tax return, the question is
which form to use. The answer
depends on your income and
marital status and whether you
itemize deductions.
Use the simplest form — the
one-page Form 1040EZ — if you
are singR, you have no other de-
pendents, you don’t itemize and
your taxable income (gross income
minus any personal exemption) is
less than $50,000. Your income
must have come solely from wages,
tips or taxable scholarships, except
for up to $400 interest.
The two-page 1040A is for any
filing status (married, single, head
of household), allows any number
of exemptions but no itemized
deductions and is restricted to those
whose taxable income is under
$50,000. But within that income
limit you may have, in addition to
wages, tips and scholarships, any
amount of interest, dividends and
unemployment compensation.
A 1040A filer must attach
Schedule l if an Individual Retire-
ment Account deduction or child-
care credit is claimed, or if divi-
dends or taxable interest exceed
$400.
The long Form 1040 is required
for filers who don't qualify for a
shorter one. That includes, for ex-
ample, anyone who received tax-
able Social Security benefits or
made esumated tax payments in
1988.
