Computer system
goes to tax office
A new $58,648 computer system
will soon be in the hands of the
County Tax Office and County Ap-
praisal District office.
Commissioners Court Monday
approved the bid of The Software
Group represented by Ron Davis.
Davis told the Court that the fact
available space in the present tax
office computer is fast running out
was the reason for need to purchase
this new system.
Maintenance on the new system
will run $5,952 per year after the
first year. "This is maintenance on
both the hardware and software,"
Davis said." We are not billing the
first year of the hardware mainte-
nance. You will be billed only the
‘ $1,260 for the software. After the
first year the bill will include $4,692
plus the $1,260."
The computer system is utilized
by both the tax office and the ap-
praisal district. "The tax office now
has 30,000 accounts," County Tax
Assessor-Collector Loraine Neuman
said. "That compares to the 600 ac-
counts we serviced back when we
were doing the work by hand."
Appraisal District's Chief Ap-
praiser James Garcia said that "back
in 1985 we were utlizing outside
computer help and it was costing us
from $50 to $60,000 per year."
Davis told the Court that he will
come up with options on how to best
utilize the present system. "I feel if it
can be used by some other depart-
ment within the county framework
you will realize better return for your
investment."
Positions open
at prison unit
Officials at the Ruben M. Torres
Medium Security Prison unit here in
Hondo have announced several
clerical positions are open for appli-
cations.
The positions include: Clerk Ill-
Court Room; Clerk II-Property
Office & Mailroom Clerk; Clerk
Ill-Senior Mailroom Clerk.
Also, Clerk II-Chaplaincy De-
partment; Clerk II-Inmate Records;
Clerk Ill-Disciplinary Clerk; Clerk
Ill-Classification Clerk; Clerical
Supervisor I- Inmate Records.
Others are Administrative Techni-
cian I-Absentee Tracking Coordi-
nator; Administrative Technician II-
-Court Room Supervisor.
, Closing deadline for applications
has been set for 5 p.m. December 18.
Applications may be submitted to
Lt. Wanda Goodnight at the National

County tax collections
exceed $2 million mark
County taxes, collected between
October 1, 1991 and September 30,
1992, totaled $2,584,620.91 accord-
ing to a report given to Commission-
ers Court by County Tax assessor-
collector Loraine Newman.
This total included current taxes,
delinquent taxes and penalty and in-
terest on both. They were taxes for:
general fund, jail bond, courthouse
renovation, farm market/lateral road,
state tax and old bonds.
Uncollected taxes as of September
30, 1992 totaled $448,940.24. Vc-
cording to Mrs. Neuman this totahis
way down from past year’s due to
aggressive tax suits over the past
year.
The collection of current taxes
reached 92 percent as of June 1st and
much more was collected through
September. "As of June 1st all taxes
not paid go into the delinquent status,
so the last four months are mixed
into the pot and we did not make a
breakdown on them," Mrs. Neuman
said.
Attorney fee of $38,773.65 has
been submitted to Parmer, Archer,
Steen and Young for the collection of
taxes. "This fee did not cost the tax-
payers of the county anything," Mrs.
Neuman pointed out. "This money is

Commissioners Court has decided
to make an offer for the DeMontel
property located directly west of the
Courthouse.
Following an inspection of the
property and looking at possible
repair costs, County Judge Butch
Campsey recommended to the Court
that the County make an offer of
$65,000 for the property.
The Court approved the recom-
mendation in an unanimous vote.
Money to purchase and repair the
building will come from the Per-
formance Reward money granted
the county by the Texas Department
of Criminal Justice.
This amount has been announced
as totaling $88,333.19.
Tentative ideas would place the
Adult Probation office in the build-
ing in addition to the Juvenile Offi-
cer in the County Sheriffs office,
plus some other offices.
In other action the Court:
—awarded a roofing job on the
Briscoe Building in Devine to Foam
& Coating Inc. of San Antonio. The
cost will be $8,520, with a 20 year
guarantee.
—heard that Judge Campsey and
some commissioners had visited the
Texas Department of Highways
Regional office in San Antonio and
inspected their sign-making ma-
chine.
The delegation was told the ma-
chine cost $13,000 several years
Communities support aquifer legislation
Hondo and Castroville City Coun-
cils Tuesday joined in supporting a
legislative proposal which will be
submitted in January by the Medina
County Underground Water Conser-
vation District The proposal basi-
cally supports local control of the
aquifer versus regional control as
proposed by eastern aquifer districts.

The Edwards Western Coordinat-
ing District would be a coalition of
the three western districts and would
serve as an umbrella coordinating
entity. The 15-member board would
be composed of the five board mem-
bers of each of the three underground
water conservation districts.

The county also collected
$7,257.50 for beer and wine licenses
and $4,692 for tax certificates.
On current taxes the county col-
lected $25,709.51. in penalty and in-
terest.
Delinquent taxes collected
brought in $65,616 in penalty and
interest.
Also the county, which is the only
taxing unit in the county to do so,
gave discounts of $39,378.11 to tax-
payers who paid early.
A total of $192,140.34 were col-
lected as delinquent taxes.
A high-speed chase across Medina
County from Bexar County on Nov.
27 has resulted in an investigation by
the local District Attorney. The inci-
dent was carried as "official oppres-
sion" in the Hondo Police Report.
An official press release from the
Hondo Police Department relates the
following information:
"The office of the Distric t Attorney
of the 38th Judicial District, at the
request of the Medina County
Sheriffs Department and in conjunc-
tion with the Hondo Police Depart-
ment, is currently conducting an in-
vestigation into an incident that took
place in the early a.m. hours of Nov.
27, 1992.
"The incident, which involved of-
ficers of the Hondo and Sabinal po-
lice departments, deputies from the
Medina County Sheriffs Office, and
Department of Public Safety officers,
was the result of pursuit and arrest of
several criminal suspects wanted by

SA man's body
discovered
at Rio Medina
The body of a 20-year-old San An-
tonio man was found early Dec. 3
about three miles west of the Bexar
County line in a field off FM 1957.
The body of Christopher Cloud of
Havana Street in San Antonio was
dragged about 30 feet after he suf-
fered a single gunshot wound to the
head, according to reports. No
weapon was found at the scene.

"The investigation was requested
to determine if there was any wrong-
doing on the part of any law enforce-
ment personnel. Additionally, the
Federal Bureau of Investigation has
been informed of the District
Attorney's investigation and may
look into the case.
"The agencies involved are coop-
erating fully with the investigation
and are providing all related paper-
work and information to investigat-
ing officers."
Police Chief Joe Aynes worth, who
issued the statement, said he had no
further comments at this time.
Devine teenager
killed in accident
A one-car accident south of Devine
Dec. 1 took the life of a 15-year-old
girl and sent a 16-year-old boy to
Wilford Hall Hospital with facial and
internal injuries.
Erin Lea King, a freshman at
Devine High School, died in the
accident and the driver, Timothy A.
Gallegos, a junior, was taken to the
San Antonio hospital by Devine
EMS for treatment
According to reports, the 1991
Ford Escort veered to the left 92 feet
before going airborne an additional
46 ft. 11 in.. It came to rest approxi-
mately 152 feet from where it first
left the road. The accident occurred at
10:15 p.m.

Going uptown
Taxi service proposal
approved by Council
formed a water district and elected
directors about the same time, but the
district did not get validated. Kinney
County is forming a new district.
Council gave its support contingent
upon final approval by the water
district's Board of Directors when the
board meets Dec. 9.
Directors of the Uvalde District
adopted the proposal Tuesday.
The Medina and Kinney counties
Commissioners Courts are scheduled
to consider the proposal Dec. 14.
Taxi... Taxi...!
It won't be anything like hailing a
taxi in the movies, or in New York
City, or even San Antonio for that
matter, but Hondo will soon have its
own taxi service.
Hondo City Council Tuesday ap-
proved an application from James
Yawn and Mike "Bubba" Vincent to
supply taxi service for Hondo resi-
dents and visitors. The application,
made under the city's antiquated taxi
ordinance, was approved with the
understanding that the ordinance will
be updated in the immediate future to
reflect current insurance require-
ments.
The service, to be called Bubba's
Taxi, will be operated under a fran-
chise agreement with the city.
The two men returned to the Coun-
cil after contacting the Railroad
Commission since the last meeting
for answers to questions raised when
they presented their proposal to sup-
ply taxi service in the city. .
Yawn said he was told that trans-
portation services"carrying six pas-
sengers and above are regulated by
the Railroad Commission, but five-
and-less-passenger services are regu-
lated directly by the City.
Examples of basic rates for taxi
service, presented by Vincent, are
$2.50 per trip within the corporate
city limits with one stop, additional
stops would be $1 each. Senior citi-
zens would receive a 20% discount. A
tripfrom town to the prison site would
cost $3.50, to DHanis would be $10,
and to San Antonio would cost $35.00
(or $1 per mile). Vincent said rate?
would be published in the paper and
would also be posted in the taxi.
Yawn and Vincent voluntarily
agreed with Police Chief Joe Avnes-
worth's suggestion that the city re-
quire that driving records of any driv-
ers employed by the company be
checked out by the police department
prior to operating a taxi. This precau-
tion would serve to assure the safety
of citizens who use the service.
Yawn is a recent 11 -year Navy vet-
eran and V incent has 11 yean experi-
ence as a taxi driver in San Antonio,
Houston and Tucson.
Vincent said their primary objec-
tive this holiday season will be to help
keep drunk drivers off the roads.
