that nine-year-old son was scratched by
family dog while he was playing with the
dog in their back yard. Sustained a scratch
on his left calf, was treated and released at
Medina Community. Dog was quarantined
by animal control.

hospital with a kitchen knife protruding from
his diaphragm. He had ackrised stabbing
occurred in Mexico, then advised it hap-
pened in El Paso. Officer could not speak
with subject, as he was taken into surgery.

for gasoline.

subjects in supercab Vehicle attempted to
take items from yard. Complainant yelled at
suspects, who fled scene. Complainant
followed suspects but lost them.

dence without her effective consent, enter-

engine sputtering and then said plane
went down Complainant advised officer
to investigate Contacted subject who
stated that the engine quit anc he landed
safely in a field. Subject stated he needed
no assistance.

pair of earrings were stolen from her
purse. Further investigation determined
that another family member had the ear-
rings.

traveling at high rate of speed attempted
to turn west onto 16th St., disregarding
stop sign at intersection of 16th and Ave
D. Lost control of vehicle and collided into
fire dydrant and fence, causing the ve-
hicle to go airborne, collide with a tree and
finally come to a stop on a fence.

patient had left the hospital via a window
and subject was wanted on warrants out
of Bexar County. Unknown where male
subject went.

1100 Blk. Ave H - Officers responded to a
disturbance, as a result, arrested female
subject and placed her in patrol car. Offi-
cer returned 3-4 minutes later, she had
escaped from vehicle. She will be filed on
charges of escape and theft of handcuffs.

house-hold items missing from his
mother's house.
• 10/2 - 10:13 a.m.
1500 Blk. 16th St. - Complainant reported
that her sister assaulted her by slapping
her and also threatened complainant and
scratched her over money owed to her.

cement pig yard decoration removed
from front yard. Complainant later called
advising the pig had been recovered

Phil Gramm of Texas and Joe Biden
of Delaware establishing an FBI-run
national database to track the move-
ments of convicted sexual predators.
HWe have now denied sexual
predators the one thing they need: a
dark comer to hide in." Gramm said,
applauding President Ginton's deci-
sion to sign the bill into law.
"This bill was proposed on April
16 by Sen. Joe Biden and me. It
outlined 1x>th the need for and the
means to create an FBI-run system
for tracking the movements of some
of the most dangerous criminals in
America: convicted sexual offend-
ers who leave prison and begin
moving across state lines.
"The new law will fill a void left by
0*4994 crime bill, which contained
tljf^jfiiision to register and track
se$tfu predators from state to state or
to Jet local authorities, including
schools and youth organizations,
know when convicted sexual offend-
ers move into the neighborhood,"
Gramm said. "It is a major step for-
ward in assuring that honest, law-
abiding people can be safe in their
homes, their schools and their com-
munities.”
The senator also said that "there
are two names that I hope will not be
forgotten in the applause over this
milestone - Pam Lychner and Ash-
ley Estell. Our bill was named for a
Texan, Ms. Lychner of Houston, a
prominent and early supporter who
had consulted in its creation in her
capacity as founder of Justice for All,
a victims' rights organization. Ms.
Lychner died in the recent crash of
TWA flight 800.
"Also, the bill was modeled after
the Texas law written by slate Sen.
Florence Shapiro last year after the
brutal 1993 murder of seven-year-
old Ashley Estell of Dallas by a pa-
roled sex offender who kidnapped
her from a park."
