Vivian Windrow said: "I would
like to know exactly what it is
going to cost in water, sewage,
electricity and other areas? I would
like to see a complete breadown on
these. Who knows, if they can
explain these to my satisfaction, I
might even be for the prison."
Ruth Whitaker pointed out: "I do
not wish anything on Hondo
because I live elsewhere in the
County, but there are many
criminals out there right now who
should be in prison but are walking
the streets because of the shortage
of prison capacity."
Jennings then said he had six
questions he wanted to ask Mayor
Hardt. Those questions are included
in this issue of the Anvil Herald,
since County Judge Butch Campsey
felt the questions should be
addressed to the City Council and
were inappropriate at a
Commissioners Court meeting.
Judge Butch Campsey said that
his poll, "without any of the
petitions, showed from 65 to 70
percent approval."
Precinct 1 Commissioner David
Mongomery said: "Regardless of
why the people of the county voted
or did not vote, the Judge's poll
showed that a majority of those
voting want the prison to be built
here. I think we, die Court, owe the
City of Hondo our support. We are
being asked to make a decision, and
1 think we should make that
decision."
Precinct 4 Commissioner Henry
Briscoe pointed out the tough
decision and what made it so, but
also said, "The duly elected
representatives of the City of
Hondo, who approved this matter,
are asi ng us for support, and I
think we must give it to them."
Montgomery made the motion to
approve the resolutions and Precinct
2 Commissioner David FitzSimon
seconded the motion. It carried with
all three votes. (Precinct 3
Commissioner Henry Santos was
absent.)
Council firmly behind prison
Hondo City Council Tuesday
evening adopted three resolutions
promoting and supporting their
earlier decision to seek having a
maximum security state prison
located here.
Resolutions supporting T.D.C.
construction of a 2,250 man maxi-
mum security facility in Hondo;
supporting F.A.A. releasing of deed
restrictions on property held by the
City of Hondo; and retaining the
legal services of Winstead,
McGuire, Sechrest and Minnink to
represent the City of Hondo in its
efforts to secure a new prison
facility were passed in less than 10
minutes by Council members Mary
Lopez, Keith Lutz, Arturo Bar-
rientes, and John Villa.
Various strategies and options
available to the City in seeking to
secure the facility were discussed by
the council with David Dean, Tim
Young and John Kincaid, members
of the firm hired to represent the
city.
Dean told the council, "You are
embarking on a tough cause... there
is no guarantee of success... There
will probably be 100 counties
competing at the final bid...
"Everyone will have to get
behind this and stick with it," he
emphasized.

Fund set up
for Jennings
A fund has been created to assist
Phyllis Jennings, a resident of the
Hondo area for the past few years
who has been fighting cancer since
mid-May.
A long-time resident of the
McAllen area, Jennings was very
active in numerous civic projects,
of which one of her favorites was
the Easter Seal program.
Upon the unexpected death of her
husband, Jeff, in early spring, she
was notified of extreme financial
reversals with no medical insur-
ance. She has returned to McAllen
to reside with her mother.
