However, the bill, received in Janu-
ary. was not totally unexpected
"The electrical system was in a se-
vere state of disrepair after the torna-
does npped up the lines. We didn't have
the resources to repair it in a timely
fashion, so we called CPS for help,"
explained Vidaum. "For a week and a
half to two weeks, they helped get our
system running. Although there was no
initial talk of charging the city, I do
understand they inclined expenses."
Indeed, CPS incurred expenses of
$187,480 for labor alone.
Among the other CPS expenses
were materials provided to restore
Hondo’s electnc grid including trans-
formers, conducting wire, and poles.
"We had 30 poles snapped in half
from the force of the winds,” said the
city manager. “CPS provided a lot of
supplies and, to comply with our at-
tempted Federal Emergency Man-
agement Agency disaster declaration,
we asked CPS to provide us with a
list of their manpower and materials
estimate. We used that estimate when
Judge David Montgomery submitted
the FEMA appeal on Oct. 25. The
CPS charges were part of our $25
million total damage estimate."

On Nov 26. the city received the
disappointing news that it had been
denied FEMA disaster sums and ac-
cess to federal emergency relief
funds That left Hondo without the
money needed to reimburse the or-
ganization which helped them re-
cover from the storm without too
much difficulty.
"After the denial, CPS told us we
would have to be charged for labor,
materials and supplies used to help
rebuild the system," said Vidaum.
Hondo has a 10-year renewable
contract with CPS to provide whole-
sale electric, which the city resells to
its residents. As pari of the contract,
CPS provides the city with up to
$50,000 annually in value-added ser-
vices. The city usually uses the value-
added service credits to have CPS
crews trim trees and maintain Hondo's
electrical distribution network.
"The initial proposal was to apply
our value-added services credit to the
CPS invoice," explained the city
manager. “Then, the story hit the
press in San Antonio and we are still
discussing the matter."
Hondo holds out hope it will be able
to repay CPS for the outstanding work
performed to restore power to the town
by using future value-added service
credits. The Texas Department of
Housing’s Office of Rural Community
Affairs awarded the city a $350,000
grant to help pay for cleanup efforts.

With all the damage incurred, how-
ever, the city is still short of the funds
needed to restore itself to the way it
was before the storms, and is currently
unable to pay its electnc contractor

have to revisit and adjust the utility

“We would basically have to in-

get by $50,000 from electric service
revenues,” said Vidaurri. "We are
currently in negotiations, but our
plan is to apply the annual amounts
of our value-added service credits
through 2006 to pay off our debt."
