Local man confesses
to acts of sexual abuse
By William Hoover
Anvil Herald Corespondent_
Hondo police say they see
plenty of sexual abuse cases but
a recent cas'\ ihe sexual abuse of
a mentally challenged youth, was
more depraved than most.
A local man was arrested by
Hondo Police on Friday after a
14-year-old boy with learning
disabilities came forward and
told his mother that he had been
assaulted by the adult.
The youth told his mother the
man, an acquaintance of the
youth, had assaulted him several
times. Shocked by the news, the
mother called police and spoke
to HPD sex crimes investigator
Sergeant Jo Evans. The boy was
interviewed at the 31ue Bonnet
Child Advocacy Center in
Hondo where he gave his
statement to police.
According to Chief of Police
Buddy Lovestock, the alleged
sexual predator. Hector Garcia,
46, of Hondo, was brought to the
HPD offices where he spoke
with Sgt. Evans and Criminal
Investigations supervisor
Sergeant Rick Garza. He then
confessed to the investigators.
Garcia admitted having sex
with the boy five or more times
since December 2004, threatening
him if he told anyone of the
assaults. In his statement, Garcia
said he did not think the boy
would tell anyone because of his
mental impairments.
Police also removed 16 tapes
labeled “Hard Core” from
Garcia’s home along with a
number of magazines, which
they described as pornographic.
Police will be contacting the
United States Customs Child
Pornography Enforcement
division because some of the
videos were from outside the
country and may involve minors
under the legal age to participate
willingly in such sexual videos,
according to Lovestock.
Garcia was taken before Justice
of the Peace May Kempf Lathe
where he was magistrated and
bond was set at $40,000. Garcia
was then booked into the Medina
County Jail.

Hondo City Council recently
passed an ordinance requiring
all structures (homes, busi-
nesses, schools, and govern-
rtient buildings) within the city
limits of Hondo to have num-
bers posted by January l, 2006.
In support of the ordinance,
members of the Hondo Chap-
ter of AARP have begun a cru-
sade to make sure every ad-
dress in the community can be
easily located, both for conve-
nience and for safety. They will
be reminding everyone, at ev-
ery opportunity, to prominently
and clearly post their address
numbers.
Remember, it is the owner’s
responsibility to ensure that all
structures are numbered.
If you have questions about
this ordinance, you may contact
the city Code Compliance of-
fice at 830-426-4737.

“There was a need for the
doors,” said Herrera. “When we
were reviewing things for last
year’s budget, we realized there
were some city facilities that just
were not handicapped accessible.
I worked with council last year
and they gave me money to set
aside to improve access. We’ve
made improvements the last two
weeks to our city hall and library.”
One of the doors on the south
wall of council chambers, facing
17th Street, is now an automatic
sliding door. “We also put a new
sliding door at the west (lobby)
entrance where the public parking
is,” said the city manager.

“We are considering all
accessibility issues,” said
Director of Community and
Business Development Carol
Buttler. “The restrooms are our
next project. They still need to
be revamped. We will also be
putting a doorway between
council chambers and the break
room so people with walkers or
wheelchairs can go to the
restroom without having to
negotiate our two to three steps.”
At Monday’s council meeting,
Herrera said the city had
completed its first effort to make
some of its facilities more user
friendly. “The improvements
were part of a planned five year

staff to pursue,” he said.
