The Medina County Association
for the Handicapped will hold its
annual Christmas Party Saturday,
Dec. 9, 4-8 p m. at the Hondo
Convention Center, 401 Carter at

event, which will also include
barbecue dinner, music, dancing,
prizes, gifts, and entertainment.
The event is free for each disabled
person and two guests, $3 for each

Hondo Inv. Prospect Show
set Dec. 9 at fair grounds
The Hondo Invitational Prospect
Show will be held Saturday, Dec.

grounds. The show is open to all
Hondo ISD students. Arrival is
from 10 a m. to noon and the show
starts at 1 p.m. Show order will be
lambs, goats, calves, and hogs,
followed by junior and senior

On Dec. 5, San Antonio Water
System’s Board of Trustees ap-
proved a contract for a $9 million
purchase from Living Waters Arte-
sian Springs, Ltd. The contract was
for a 10,000 acre foot water permit,
20 acres of land with improvements,
and first right of refusal of the re-
maining 7,742 acre feet of water.
Living Waters recently received
the third largest water rights permit
(17,742 acre feet) in the Edwards
region. The company had requested
a 48,000 acre foot permit.
Living Waters Artesian Springs,
Ltd. is owned by Ronnie Pucek and
his New Jersey-based partner Louis
Blumberg. The contract marked the
end of a 10-year-long battle by Liv-
ing Waters to continue pumping wa-
ter from the site which was home in
the early 90’s to the Living Waters
Catfish Farm.
“After considerable legal review,
we decided that it is better to spend
the dollars to buy the property and
rights, rather than fight a lengthy
and costly legal battle,” said SAWS’
Board Chairman Juan Patlan. “Buy-
ing Edwards water rights is part of
SAWS’ plans to meet the com-
munity’s short-term water needs.
Living Waters was willing to sell the
water at current market prices, so
making this purchase was the most
logical thing for SAWS to do.”
“An added benefit is that this pur-
chase will also remove Living Wa-
ters’ continued legal challenges to
the Edwards Authority’s permit pro-
cess and help stabilize the entire
management process of the Edwards
Region’s primary source of water,”
continued Patlan.
SAWS has consistendy supported
management of the Edwards Aaui-
fer in order to preserve and protect
that resource for future generations.
Removing the challenges that Liv-
ing Waters presented to the EEA per-
mit process enhances the certainty
that the final groundwater manage-
ment rules will be implemented in a
timely manner for the benefit of all
Edwards water users.
The Living Waters property is lo-
cated in southwest Bexar County
near 1-35 and Von Ormy. Of added
interest is that the well at the site is
artesian, meaning that since the
land’s elevation is lower than the
level of the aquifer, water is forced
from the well by the natural pres-
sure of the aquifer... no pumping
mechanism is required. At the time
the well was closed in 1991, water
gushed from it at the rate of 35,000
gallons per minute.
Terms of the contract between
SAWS and Living Waters include:
• SAWS pays $9 million by March
1,2001; and
• SAWS receives 10,000 acre feet
of water rights; all of the real prop-
erty at the site (approximately 20
acres, improvements, and wells);
right of first refusal to buy the re-
maining 7,742 acre 16 feet of wa-
ter; and the right to lease the 7,742
acre feet at $25 per acre foot.

Q: What recourse do I have against
unsolicited e-mail from pornographic
Websites? By merely looking at the
addresses they are promoting, you can
tell that they are not appropriate for
the children in my home.
A: The Internet remains almost
entirely unregulated, creating unique
and challenging difficulties for all
who utilize this technology. It is
unfortunate that the ease this tech-
nology affords has inspired many
individuals to engage in disgusting
enterprises.
You should attempt to work di-
rectly with your Internet service pro-
vider to determine what steps are
being taken to confront this activity.
The provider may have existing
guidelines that regulate this practice.
My office is working with other
committed parties to identify and
confront problems on the Internet,
particularly in regard to child por-
nography. To that end, the Internet
Child Pornography Prosecution Unit
was created in the Prosecutors As-
sistance Division of my office.

Q. I receive tons of junk e-mails
each day in my e-mail account. All
say that I can be taken off the mail-
ing list by replying and putting re-
move in the subject line but it never
seems to work. I know that these are
scams and just delete them, but isn’t
there some way to stop these mes-
sages? Others might be taken in.
A: It is all unfortunate fact that
just about everyone with an e-mail
account receives dozens of unwanted
junk e-mails, or spam. They clutter
our mailboxes and increase our
download times. Some of the mes-
sages are about get-rich-quick
schemes, work-at-home scams or
advertisements for pornographic
sites on the Internet.
Many of the messages do come
with a disclaimer that instructs you

prosecutor’s office for assistance.
If you have a specific complaint
against a particular Internet business,
you can fill a consumer complaint
with my office. You can download
a complaint foi m from our Web site
at www.oag.sti te.tx.us or call the
Consumer Protection Division at
(800) 621-0508 or your local Con-
sumer Protection Field Office.
In addition, you should work with
your Internet Service provider (ISP)
to eliminate such messages. Contact
your ISP to get information on its
spam policy.
The best course of action that you
can take to avoid being scammed
over the Internet is to simply delete
the spam.
