I am sure deal a kinder hand
111 (ios. I )olph Briscoe than did the
voters last year ss hen they kicked
him out of office in w hat could be
termed “u'ncer.emonufl" desertion
at the polls.
The Cvalde banker and rancher
provided the theme for historians
ss hen he said in his State of the
State address on January 1: .
"l am proud of the record, the
progress,of the past six years and
•I thank you for making it possible.
The policy of no ness or additional
states taxes has become an inte-
gral part of our state government
I am very proud of the fact that
this is the only administration
since World War FI that has been
able to achieve the record of no
new or additional state taxes "
He had earlier told members of
the Society of Professional
Journalists in Austin that "his
philosophy of the state's Using
ssithin its income has now been

adopted by most candidates, and
that he felt proud of having
introduced his sentiments on such
a philosophy into general .usage
anjl Sf'eeptunce.” 5
Ckjv. Clemtnts passed-out high
to the departing U-Vaidc
and I believe history sv ill
prove they w6re highly justified:
Before the journalists, Oov.
Briscoe was asked if he had left
anything undone and he replied:
“Yes, Twanted to stay on for four
more years." Asked if he had any
future political plans, he said, “I'm
subject to a draft."
Both the outgoing and incoming
governors agree on one point: the
citizens of Texas should be and can
be gix'gn an additional SI billion
tax cut1:
I hope they arc right, but will
svait until all the smoke settles in
this-session of the Legislature to’
see if they ar(* right.

...was another subject in Gov.
Briscoe’s last message to the
legislature. He said:
"While our federal government
'is struggling with an uncertain
economic future, the' State of
Texas can take pride in a strong
economy and very positive pros-
pects for the future We can say
without fear of contradiction that
to in Texas today is to be in the
right place at the right time.
Texas today is the best place to,
live, to work, to be in business and
to raise a family Over the past six
years more than 70(1,0(1(1 new jobs
have been added and our unem-
ployment has averaged a full two
percentage points below the
national average New industry
has invested more than SI 1 billion
. dollars in the Texas economy and
the per captia income has risen
over til percent in the Iasi five
years alone.-
"In my opinion there art* two
factors more than any other
responsible for the favorable
economic climate in our State
1 today. The first is our commitment
to the free .enterprise system, The
second is the tax policy of Texas.
The past six years have seen state
taxes raised more than 101 times
in other states, but not in Texas,
"Every other major state has
had to resort to an income tax, hut
not the State of Texas. Texas
remains today the only major
state, the only industrial state, the
only sun belt state without a state
income tax, either corporate or
personal and we have proven that
Texas needs neither now or in the
future."
fjov,, Clements has taken that
same stand so it seems that
without unforeseen hitches in
state plans we will remain in the
same fine shape as far as the state
income tax is concerned for at *
least"the next four years.
