Mayor Glasscock called-the meet-
ing to order.
*- Correction to previous„„month's
minutes whs made as follows:
Mr. Meyer said the reason he is
resigning is because with his other
businesses he can not give the City
the time it requires.
On motion by Bendele second by
Stanga the Council moved to approve
the minutes as corrected. On call for
the vote all ayes: motion carried
Bobby Ward came before the
Council to ask the City's assistance to
repair or replace the bleachers at the
rodeij arena. Mr. Ward said -the
rodeos do bring business to Hondo.
He said he thought the City would
assist them in-this since the arena is.
on City property. Mr. Ward said he is
talking about approximately 85,000.
Suggestions made were that the City
help with this project and adjust the
lease-payment or install the bleach
ers and let the Rodeo Assn, pay it off
10 years with no interest. Mr.
Harrison pointed out that the City
cannot change the lease agreement
without .approval from FAA. The
annual lease is presently $226.35 and
' the-cpuncil talked about increasing it
to a total ot abmV—$500. the
difference to pay for-the bleachers,

Fridle the Council moved to accept
high bid submitted by Jim Hayes for
the polecat for 82..0(15.00. On call tor
vote, all ayes; motion carried
Mayor Glasscock opened sealed
bids on 196-1 Chevrolet and bills
tabulatied as follows: Doroteo Her-
nandez - $75.00 and Jimmie Heilig-
man - $135.00.
On motion by Bendele second by
Fridle the Council moved to ac«‘ent
the bid submitted by Jimmie lleihg
man for $135.00 for the 1961 Chevro-
let. On call for vote, 'till ayes; motion1

the Council to explain the situation
concerning the rental ot the building.
Mr 'Miller"said he is willing io lease it
to the City to be used for the library.
Mr..Harrison pointed out that he has
been approached by Mr Patterson,
representing Winns Stores, about
leasing the building from them since
thev still have a five year option Mr.
Miller explained t hat Winns can only
sublease the building to a similar
■business and with his approval,
according to his lease Mr . Miller said
that-at the present time he was
waiting to hear.from an interested :
party who wishes to "buy the building
and one who is interested in leasing.*

appoint Robert VanDeWalle, Tony
Mendoza and Fred Bader to the
Board of Equalization On call for
vote, all ayes; motion carried.

fer $10,000.00 from. Electric Dept,
and $10,000.00 from Water Dept to
General Fund and to transfer
$5,000.00 from Water Dept. To
Sanitation Dept, and also to approve
the $4,000,00 transfer made from
Electric Dept to Sanitation Dept. On

Reagan said in a meeting last
week that he opposes proposed
legislation which would allow the
District to use tax money to
purchase surface w-ater for San
Antonio. He added weight to his
opposition by saying he would go
to Austin to fight against the
proposal in the halls of the Capitol
building.
1 wish our three Medina County
directors would have been as
openly and emphatically opposed
to this “scheme to bail out San
- Antonio". If they said anything
against the proposal they weren't
quoted in the story which ran in
the San Antonio Express.
Our three directors are Bruce T
Foster, Charlie Rothe and Gilbert
Haby. Not, only would I like to
hear thym e publicly oppose the
plan, but I vvould like fpr them to
hold a public meqlinglor series of
meetings throughout the county if
they wish, to explain the proposed
legislation and the ramifications it
might have on Medina County
residents. At those meetings they
could alsiq hear from the Vosidents
on what they think. ft .
Senator John Traeger has
agreed to sponsor the bill [ SB-40 J
in the Senate find Rep. Bill Nowlin
has agreed to do the same in the
House. I would have to consider
, the action of each as circumspect
since Nowlin is from Bexar County
and San Antonio and the only
counties in Traeger’s 21st Senator-
ial district affected by the aquifer
are Bexar and.Medina.
The very idea of ‘the proposal
should be opposed by every rural
resident in the five county Ed-
wards Aquifer area, Uvalde,
Medina, Comal, Bexar and Hays. _
No one should have to help pay
San Antonio's water bill. San
Antonio certainly has never volun-
teered to help pay farmers and
ranchers for the tremendous cost
of drilling wells for agricultural
purposes-the results of which
certainly benefit the people of San
Antonio.
Col. McDonald Weinert, general
manager for the district,‘says that
to accomplish the goals of the
proposed legislation the voters in
the district would have to approve
a tax increase. He also said the tax
increase would he effect ive only in
the counties .where voters
approved it.
Director Henry Van DeWalle of
Bexar County raised another ob-
jection to the proposed legislation,
saying “it should provide equity in
taxes for agricultural uses.” -
He added: ‘There should be
penalties for wasting water: I
believe farmers would oppose
paying the same tax as those who
use water for lawns, |or swimming
pools. |"
The district tax right now is two
"c^nt$ per $100 valuation. How-
ever, Weinert says state law says
that votejs can approve up to 25
cents per $100 valuation.
If they wish to purchase surface
water for San Antonio why not let
the people living within the city
limits of the Alamo City |or all w ho
are using water provided by the
City Water Board] vote an in-
crease in their taxes so that it can
be paid for by the ones who use it.
But as a taxpayer in the Aquifer
area, I say: “Don't use my tax
money to take the1-,load off Sun
Antonio. If they use it let them
pay for it."
County re-appoints Commission

In their regular weekly meeting
last Tuesday, -January 2, Medina
County Commissioners re-appointed
the members of the Medina County
•Historical Commission for 1979-80.
Commission members are Josie
Finger, chairman; Martin Noonan,
vice-chairman; Yancey Russell. Ruth
Lawler and Joe Fohn.

In other business, the ' county
commissioners also agreed to Ctiter
into a contract with Western Data
for additional services-to be rendered
for the tax office, 'authorized the
county treasurer to pay bills for the
county and authorized payment—oF-
•$178.23 to the 'Texas Health Facility
Commission, being 0035'f of the
amount needed for construction,
renovation and supplies.
A motion was made and seconded
to advertise for bids for a county
depository.
County holidays for 1979 were
approved as such: February 23, April
16, May 28, July 4, September 3,
November 12, November 22, Novem-
ber 23 and December 25.

Governor in 1972, Hobby served ns
Chairman of the Nat ional Conference
of Lieutenant Governors, and was a
member of the Executive Committee
of the Council of Stale-Governments.
He is chairman of the Texas Energy
Advisory Council and the legislative
-Budget Board. Hobby, a Democrat,
chaired the 1978 State Democratic
Convention, and wis re-elected re-
cently to a second lour-year term as
the number two man in the slate -
He is married to the former Diana
~ Potent Stallings and they have four
f children. ,

the awards for Outstanding Citizen
and Outstanding Fnrmer/ltancher
President Henry Meyer will give
the gavjjl to Jim Tomey as the new
officers' are Installed Ramon Rachel
is the new vice president and Dianne
Wolff is the new treasurer.

include: Charlie Rothe, Glenn Riff,
Arnold Guajardo and Dianne Wolff

Hess is the head coach of the
- NAIA Champion Angelo State Rams..
The Rams capped a record breaking
14-0 season first with capturing the
Lone Star Conference title then
taking the iNAlA championship
against Elon (N.C.) College 34-14 on
: Dec. 16, qf 78.
Hess, who is 42, ha,s been head
coach on the west central Texas
campus for the past five years and
his teams are 40-15-2, plus have been
ranked nationally four times.
The Rams now own the nation’s
^ longest winning streak of 16 games,
after Penn State’s Sugar Bowl loss.
Former Hondo Ov#'l players who
have played for the Rams are Robert
Blackshear and Keith Ligon.

In my personal opinion this was
proven just recently by the direct-
ors of the Edwards Underground
Water District in the hiring of a •
manager to fill the position when
Col. McDonald'Weinert, who has
served the district admirably since
its inception, retires March 1.
They agreed to replace him with
Robert Matthews who has served
as assistant general manager for
several years. But they only
offered Matthews the same salary
as he was drnwing ns assistant. *
That didn't set too well with Bob
and after thinking it over for some
time, He resigned the offer, and
w;ent to work for the Public
Utilities Commission. A!
I feel that penny-pinching effort,
which is commendable in many
areas, of the district directors lost
us a good man.

Five polling places have been set
up for the Edwards Underground
Water District election in Medina
County Saturday,Tan. 20. Otherwise
qualified voters must live within the
District to be eligible ta vote in this
election and can determine their
polling places by checking their
county election precinct number.
Gilbert R. Haby, incumbent who
has served on the EUWI) board since
July of 1970, is unopposed for
re-election.

Fire damages
Ney home
.Fire caused heavy damage to the
home of Will (Sarge) Nev of Hondo,
Saturday, January 13.
The fire was discovered about 10
p.m. and firemen battled the blaze
for nearly two hours before bringing
it under.control. Ney and his family
were across the- street visiting
friends when the fire broke out.
Fire authorities say the fire wa's.
confined to the kitchen-'dining room
area] but most of the home suffered
from heavy smoke and water
damage. A small explosion also
caused damage to a wall at the home.
There has been no .immediate
monetary figure set on the loss to the
home located at 902 21st Street. No
one was injured in the fire.
