SCHOOL TO CAREER PROGRAM
The Alamo Workforce Develop-
ment. Inc. (AWD) is requesting pro-
posals from qualified organizations to
provide School to Career (STC) ac-
tivities in the Alamo Workforce De-
velopment Area (WDA). Organiza-
tions eligible to apply for funding are
local education agencies and em-
ployers. Local education agenciet in-
clude independent school districts,
charter schools, private schools, pa-
rochial schools, education service
centers, colleges and universities,
community-based organizations pro-
viding educational services. Employ-
ers are defined as apprenticeship
programs, private or public sector
employers, and employer associa-
tions such as chambers of com-
merce. The WDA is comprised of the
following counties: Atascosa, Ban-
dera, Bexar, Comal. Frio, Gillespie,
Guadalupe, Karnes, Kendall, Kerr,
Medina, and Wilson. AWD's intent
is to negotiate cost reimbursement
contracts for STC activities and ser-
vices under the School to Work Op-
portunities Act for the period starting
on or about October 1,1999 through
August 31,2000.
Program activities include school
based work based, and connecting
activities. The approximate amount
of funding available to contractors is
$730,706.

Golf course contract under review by council

Concerned about rapid deteriora-
tion, the Hondo City Council dis-
cussed their lease with the owners
of Hondo Municipal Golf Course
during Monday night’s meeting.
“This was initiated by a letter I re-
ceived and a tour I took with council
members Ytuarte and Barrientes,”
said City Manager David Chavez.
“We came to the conclusion the in-
frastructure and buildings need a lot
of work. The lease agreement says
responsibility for maintenance is with
the lessee. The letter from the lessee
said he could do more if we decreased
his water charges, lease agreement,
and rent.” The lessee pays $1.66 per
1,000 gallons and would like to re-
negotiate a flat rate to save money.
Chavez explained to council that
the city is in jeopardy of losing the
infrastructure and buildings at the
golf course because of neglect by die
lessee. “We are losing the buildings.
The roofs leak, the walls are rotting,
and the bathroom walls are concave.
We will lose the buildings if we don't
get a handle on it quickly.”
Councilman Jose Ytuarte de-
fended the golf course managers.
“This has been going on two and a
half years,” said Ytuarte, adding that
the city pledged to install cart paths
and add siding to the buildings. "The
city needs to hold up their end of the
deal to provide siding and we only
did half of the cart paths. We need
to make a commitment to work on
the buildings and cart paths in the
next time to five days-not months.”
Mayor Jim Barden agreed with
Ytuarte that the cart paths were a
good investment, "Bat. the lease
says the lessee is responsible to
maintain the golf course. They pre-
viously had a five year lease of a
nominal $50 a month rent and they
did not invest at all in the building
maintenance. Their buildings are
close to making Bill Hall’s list of_
substandard structuresJ' On the cur-
rent lease, the owner pays $1,250 a
month and continues to neglect
maintenance of the course facilities.
Ytuarte persisted with his belief
the city needs to invest in the golf
course by fixing the buildings in-
stead of depending on the golf course
owners, who are legally responsible.
Councilman Trine Cuellar pro-
posed his theory. He said that six
years ago an 18 hole course was pro-
posed and he believed the thwarted
plans to relocate caused the manage-
ment to quit investing in and main-
taining the current golf course. “That
died in the dream stage,” said Barden.
“Their current lease is set to expire
in two and half years on Nov. 3,2001.
There is no renewal provision.”
Co-manager Bret Hutto tried to
defend the lack of maintenance on
parts of the golf course grounds.
“Our equipment is not heavy duty
enough to do the bar ditches. We
would blow out a tire,” said Hutto.
Mayor Barden summed up the dis-
cussion by suggesting councilors

would behoove us to take time to
visit the course with the city man-
ager. No more than two council
members at a time or we may run
into trouble with the Texas Open
Meetings Act”
