STATE REPRESENTATIVE TO!I IS MB' State Rep. John Otto (R-Dayton) offers closing
comments in support ofHouse Bill 3 IIB 3 i>. the bill that lowers school property taxes by one-
third, closes loopholes in the current franchise tax law and makes businesses subject to the
reformed franchise tax, along with an increase in the slate sales tax rate and cigarette tax. “HB
3 provides the largest property tax relief m in-.lory.” Otto said. “The comptroller’s office has
stated that if this bill were to pass, they project 32 billion in personal income growth, $3 billion
in investment growth and 48,000 new jobs bv the year 2007, just two years from now. Property
taxes are a drag on our economy and this bill addresses that problem. This is just the first step
in property tax reduction.” HB 3 was passed mi third reading on March 15, was received in the
Senate and has been referred to the Senate ( oinmittee on f inance.

Number of flu
cases declining
AUSTIN ~ The Texas Depart-
ment of State Health Service's lat-
est flu report, for the week ending
March 26, classifies flu activity in
the state as "local," indicating a
continuing decline in flu activity in
Texas.
Flu was at the "widespread" level
for the first eight weeks of the year
before falling to "regional" for
three weeks and now to the "local"
classification.
The "local" classification is used
when there are outbreaks of flu or
increases in influenza-like illnesses
and recent laboratory-confirmed
influenza in a single region of a
state.
Flu is not a reportable condition
in Texas, but DSHS relies on re-
ports from a surveillance network
to classify flu activity. DSHS re-
ports weekly classifications to the
Center for Communicable Dis-
eases.

CADET FIELD TRIP - Students participating in the Junior
Police Cadet program went on a field trip to The American Fu-
neral Service Museum in Houston. The trip was sponsored by
the Polk County Optimist Club and Onalaska business owner
Tracy Malone. As many as 21 members attended, along with
volunteer parents and Cadet Coordinator Officer Stefani
Overstreet. The students also visited the Texas Inmate Ceme-
tery in Huntsville. So far, the cadet program has reached ap-
proximately 64 students and the number is growing. The cadets
plan to tour the Texas Prison Museum sometime this month, so
look for future fundraisers held by the cadets. For information
on volunteering with the program, contact the Onalaska Police
Department at 646-5676.
