Round-Up For 2014
A Pre-K and Kindergarten
round-up for the 2014-2015
school year will be held through
May 16 in the Rains Elementary
office from 8:30 a.m.-2:00 p.m.

proof of residency. A proof of
income will also be required for

Good Samaritans
Thrift Shop Sale
The Rains County Good
Samaritans Thrift Shop sale will
be held in its building behind the
public library on Hwy. 69 N on
Saturdays, May 17 and 31, from
8:30 a.m to 12:00 noon. Funds
from the sale go to buy food
for the needy and to operate the
center. The sale includes clothes
for all ages and sizes, household
items and knick-knacks. New
stock every week.

The Cottonwood Cemetery

The letter to the editor by Ken
Booth on April 22nd about the
Civil Rights Act of 1957 was fac-
tually accurate and a good his-
tory lesson.
Most Southern Democrats,
including Lyndon Johnson of
Texas and A1 Gore, Sr. of Tennes-
see, voted against it. Sen. John F.
Kennedy did as well because of
his aspirations for the presidency
and knowing that being for Civil
Rights would not set well with
Southern Democratic voters in
the general election of 1960.
However, changing times
changed his mind and in a speech
on June 11,1963, he proposed
a new civil rights bill that was
much stronger than the one of
1957.

pum Festival and Bike Show on
Saturday, May 31, starting at
2:00 p.m. The kid-friendly event
will benefit St. Jude’s Children’s

Rains Cheerleader
Mini-Camp in June
The Rains Cheerleader Mini-
Camp, for ages 4-12, will be held
June 10-11 at the Rains High
School gym from 9:00 a.m.-noon.
The cost is $40 per child and
includes snacks and a T-shirt. Pick
up registration forms in the high
school office or from any RHS
cheerleader. Registration by June
6 is required to get a T-shirt.

Act of 1964, Voting Rights Act
of 1965 and desegregation, Rich-

strategy’ that appealed to the rac-
ism against African Americans
to win the election with help of
Southern voters that then voted
Republican in 1968.
So, this is how we now stand.
The South is strongly conserva-
tive in large part due to events
that happened 50+ years ago
over the passage of laws for the
betterment of the common good.

approve IT contracts

The seven-member IT commit-
tee was appointed earlier this fis-
cal year on October 11, 2013.
Indigent Healthcare
Robert Beard of Indigent
Healthcare Solutions (IHS)
addressed the court on his pro-
posal to provide software to the
county’s indigent healthcare
department on a month-to-month
contract at $900.00. Beard told
the court that he has been in
business since 2001 and provides
indigent software to 110 Texas
counties.
The court received the proposal
last month. IHS’s software would
replace the DDOS-based software
currently in use by the county.
Beard also offered a three-month
free trial, suggested for July,
August and September, before
payment begins with the new fis-
cal year in October. The contract
may be canceled at any time.
A motion for the county to
move forward with IHS to pro-
vide indigent healthcare services
and software for FY 2014/2015
was approved.
Courthouse Grant
An agenda item to approve
Exum Waterproofing to begin
work on the county courthouse
under a Texas Historic Court-
house Preservation Program,
Round VIII (THCPP) grant of
$14,870.00 drew discussion from
the court, but little action.
Commissioner Marshall
reported that she received a call
from Preservation Architect Larry
Irsik, who worked with the county
on the courthouse’s first restora-
tion grant. He offered to help
with specifications and pressure
requirements for waterproofing
old buildings.
Marshall added that when the
county sought bids or proposals
from waterproofing companies,
Exum was the only company
responding.
With the court in agreement
that more groundwork was need-
ed, a motion to admit all propos-
als and grant paperwork into the
court’s record was approved.
The courthouse has experi-
enced damage from leaking dur-
ing heavy rain storms, especially
around the wings. The $14,870.00
THCPP grant requires a 50 per-
cent match from the county.
Other Action
In other action, the court:
• Approved monthly reports
for April from the sheriff, county
clerk, district clerk, justice of the
peace and constable.
• Took no action on a resolu-
tion in support of a constitutional
amendment for increased state
funding for transportation.
• Approved, for the record, two
right-of-way permit requests from
FEC.
• Approved the payment of
accounts as presented.
