Texas Demos turn
to party power line

HOUSTON (AP) - Texas
Democratic leaders take time
out from presidential politics
Friday and Saturday to set up
party power lines for the ex-
pected hot 1982 governor’s race.
A meeting of the State
Democratic Executive Com-
mittee this afternoon began the
series of sessions that end
Saturday with the second State
Democratic Convention.
Hie selection of a new state
Democratic chairman to
succeed Billy Goldberg,
wealthy Houston businessman,
heads the agenda, followed by
election of a state vice chair-
man and the 64 members of the
committee that will govern the
party the next two years.
Unhappy Mexican-Amencan
Democrats, who say they are
the party’s largest minority,
may force the party to provide
for two vice chairmen in order
to give the blacks and browns a
top official each. A black,
Deralyn Davis of Fort Worth,
now holds the vice chair-
manship and is seeking re-
election.
After all the infighting,
backers of President Jimmy
Carter are hopeful the con-
vention will end Saturday night
in a big campaign rally for the
Carter-Mondale ticket.
The main contestants for the
state chairmanship are Rep.
Luther Jones, D-El Paso, and
Sherman attorney Bob Slagle.
Both have been campaigning
for the powerful part-time job
for almost a year.
It is no secret that Jones is
backed by former Attorney
General John Hill, who is ex-
pected for run for governor
again in 1982, and Slagle by
National Democratic Chairman
John White, also considered a
likely prospect for the 1982
governor’s race.
Slagle also is backed by the
Texas AFL-CIO and some black
organizations. Jones claims
support of Comptroller Bob
Bullock and some Latin-
American organizations.
Also in the contest is Travis
County Commissioner David
Samuelson, backed by the Mod-
Con Caucus, a moderate -
conservative group, and the
American Agriculture
Movement. Rep. Paul Morenao,
D-El Paso, said he is in the race
just to “spoil” Jones’ efforts.
“The war is with the
Republicans, but the first battle
will take place on foe 27th when,
by our choice for party chair,
we decide whether it will be
business as usual’ for foe next
two years and beyond,” Jones
said in a letter to the 3,900
delegates.
Slagle sent another message
to delegates saying “the party
in foe past has relied too heavily
upon large contributors... as we
have opened our party to
decision-making by all its
members, so the respon-
sibilities for funding the party
belongs to all its members.”
Slagle wants individual
Democrats to pledge $5 to $2S
through a monthly bank draft
system to support the party.
