AUSTIN, Texas (AP) - A
decision to let the U.S.
Department of Agriculture
administer two food programs
now run by a state agency could
reduce the number of free
meals for poor children, three
organizations have charged.
The Texas Board of Human
Resources has decided to turn
administration of the child care
and summer food programs
back to the USDA but will hold
a hearing Sept. 8 and might
reconsider.
Tom Smith of the Community
Nutrition Institute’s regional
office here said 56,000 school-
age children and 29,710 pre-
schoolers received nutritious
meals each day through the
programs.
Smith said the USDA “simply
does not have the staff to run
them (the food programs) as
well as the TDHR can.”
He said the Department of
Human Resources has 17
employees, all paid with
federal funds, for the programs
while the USDA has only six
employees who already are
responsible for four other
states.
Also complaining of the
TDHR proposal at a news
conference were Susan
Berliner of the Texas Title XX
Day Care Providers
Association Inc., and James
Strickland, president of the
Texas Head Start Directors
Association.
All three blamed the TDHR
decision on a desire to satisfy
Gov. Bill Clements’ demand for
state employee reductions.
